About this file
This is a Statement of Work (SOW) for a one-time water features cleaning project at San Joaquin Valley National Cemetery (SJVNC). The contractor must drain and clean two water features—the Reflection Pond (approximately 185 feet long, 65 feet wide, and 6 feet deep) and the Frog Pond (approximately 75 feet long, 30 feet wide, and 4 feet deep)—between April 6, 2026 and May 15, 2026. Water from the Reflection Pond will be pumped into the adjacent Lagoon, while water from the Frog Pond will be pumped into the nearby Storm Drain. The contractor must provide all resources, equipment, materials, pumps, hoses, cleaning supplies, labor, and personal protective equipment necessary to complete the work. Work is scheduled for two contiguous calendar weeks, Monday through Friday, 7:00 a.m. to 3:00 p.m. Pacific Standard Time, with no weather delays permitted. All debris and organic sediment must be removed using best practices and deposited at a COR-designated location on cemetery grounds. The surrounding stage areas must be cleaned daily, and any new water accumulation from rain or irrigation runoff must be removed during the performance period.
The contractor is responsible for on-site supervision, ensuring all personnel sign in and out daily at the Administration Lobby and maintain uniformed, professional appearance in compliance with Title 38, U.S.C. regulations. Personnel must adhere to strict standards of conduct, including appropriate dress, respectful behavior toward grieving visitors, abstinence from profanity and intoxication, compliance with all safety protocols and speed limits (20 mph general, 5 mph near Administration Building), and use of designated break and dining areas. Daily progress reports with photographs must be submitted to sjvnc.cor@va.gov. The cemetery will refill water features upon completion. SJVNC will not provide electricity or water; contractor-supplied pumps require alternate power supply. The government assumes no responsibility for theft, damage, or injuries from environmental events or wildlife present at the cemetery, including rattlesnakes.
