St. Johns Public Schools Eureka and Riley Elementary Schools Window Replacement Project Manual

This project manual is a comprehensive bidding and contract document for the St. Johns Public Schools district in Michigan, prepared by Hobbs+Black Architects for the replacement of window systems at two elementary school locations: Eureka Elementary School at 7550 North Welling Road in St. Johns, Michigan, and Riley Elementary School at 5935 West Pratt Road in DeWitt, Michigan. The work includes removal of existing window systems and installation of new aluminum window systems with complete sealant, flashing, and trim as a single integrated system. Sealed proposals must be submitted no later than 9:00 a.m. on Thursday, November 18, 2021, at St. Johns Public Schools Business Office, with a public bid opening and posting of bid tab within 24 hours. Non-mandatory pre-bid site visits must be scheduled with the Director of Facilities (Rob Gleeson at 517-388-4036) by 5:00 p.m. on November 15, 2021. The contractor is responsible for all costs associated with bid assembly and submission. Construction is scheduled to commence on June 20, 2022, with project closeout and completion of as-built drawings and operations manuals required by August 12, 2022. The bidding documents are dated November 4, 2021, and are available in PDF format from the architect's project FTP site and multiple plan room locations.

Bidders must submit hard copy bids in duplicate (no electronic or faxed bids accepted) with a 5 percent bid bond (minimum) and proposal forms identifying all subcontractors and major material suppliers. Contract awards are contingent upon the Owner's consideration of material quality, contractor competency and solvency, and responsibility, with the Owner reserving the right to reject any or all bids and to contract within sixty days following bid opening. Performance and Payment Bonds of 100 percent of the contract amount are required per Michigan Public Act 213 of 1963, and insurance requirements include workers' compensation (minimum $1,000,000 per incident), general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile ($1,000,000 per occurrence), and excess/umbrella liability ($5,000,000 occurrence/aggregate). This is a prevailing wage project subject to Michigan sales tax, with bid questions due by 5:00 p.m. on November 15, 2021, and final addenda issued by November 16, 2021. Post-bid interviews will occur immediately following the bid opening with the apparent low bidder.
