SJC Elevator Load Testing Services Draft Performance Work Statement SJCP El Vado and Heron Elevator Load Testing Services Part 1 – General Information
1.0 Abbreviations, Acronyms, and Definitions
The following abbreviations and acronyms are used throughout this performance work statement:

1.1 Background
The Government has determined that El Vado and Heron reservoirs facility elevators require system loading testing by a qualified elevator technician as defined by ASME QE1.1. The Load Test shall include performing and supplying the weights and preparing a final report for each site to be used by the Government and Government contractor performing the elevator inspections. Elevator load test is 500 lbs. representing a 2-person capacity.
1.2 North American Industry Classification System (NAICS)
The NAICS for this work is 541350 – Building inspection services.
1.3 Site Visit
Reclamation plans to hold a site visit for perspective Offerors – To Be Determined
1.4 Location and Hours of Operations
The Reclamation’s Chama Field Division facility is located at 193 North Pinon Drive, P.O. Box 426, Chama, New Mexico 87520 in Rio Arriba County at Latitude 36º 55’ 02.0” and Longitude 106º 34’ 42.6”. Chama Field Division facility standard business hours are Monday through Friday from 07:30 AM to 3:30 PM MST except Federal Holidays. Reclamation is a smoke, drug, and alcohol-free facility.
1.4.1 Facility Access and Deliveries
Contractor shall inform the CO and COR a minimum of 5 working days prior to mobilizing personnel, equipment, and materials/supplies to the project site. In addition, if the Contractor would like to have materials/components directed shipped to the project site, the Contractor shall notify Mr. Bill Russom a minimum of 5 working days prior to the delivery of materials/components to arrange temporary storage for this project. The Contractor shall provide Mr. Bill Russom the following: a list of items to arrive, the shipper/carrier information, and estimated day and time of delivery to project site. El Vado is located in Rio Arriba county New Mexico at latitude 36° 35’ 35.3”N, longitude -106° 44’ 01.9” W is approximately 16.8 miles southwest of Tierra Amarilla, New Mexico at the junction of US 84 and County Road 112. Heron is located in Rio Arriba county New Mexico at latitude 36° 39’ 56.6”N, longitude -106° 42’ 15.1” W is approximately 10.3 miles southwest of Los Ojos, New Mexico at the junction of US 84 and County 95.
1.5 Scope and Objectives
Scope of this procurement: The Government shall provide access to the facilities when determined to be acceptable within the current operation activities. The Contractor shall provide all labor, equipment, supplies, materials, test weights, etc. to make whole the requirements for load testing as detailed under ASME A17.1 and report documentation.
The Objective of this procurement is to perform loading at two Government facilities in accordance with ASME A17.1 and provide written documentation of such load testing inspections.
1.7 Standards

The Contractor shall be reimbursed for travel expenses if authorized by the Contracting Officer in accordance with rates provided within the Federal Travel Regulation (FTR) and applicable General & Administrative Costs (G&A).
1.9 Submittals
Submit the following for Government review or approval:
· Prepare in English.
· Label with contract number and title including Required Submittal Number (RSN).
· Measurement Units: US Customary Units.
· Provide a unique transmittal tracking number for each submittal.
· Drawings and sketches shall follow the U.S. National CAD Standard, Version 6.
· Required certifications shall be performed by a registered professional.
· Manufacturer’s certifications shall be signed by authorized representative.
· Review of submittals:
· Time required: The Government will require a minimum of 3 days to review each submittal or resubmittal, unless otherwise specified.
· Excess Time: Should the Government require additional review time; the CO may extend the contract completion date to allow completion of work. Time extension will be to the extent that the excess review time caused delay to contract completion.
· Submit the following for Government approval or review.
· Submittal Types: A – Action requiring Government approval and I – Informational requires Government written receipt.
· Submit to COR one electronic (eMail) copy for review.

PART 2 – WORK REQUIREMENTS
2.0 Tasks for Schedule A (Periodical Inspections with Load Testing) Under Schedule A the following work tasks are to be performed:
· Inspect the governor trip speed and pull-through calibration
· Test the buffer at rated load and rated speed
· Test the brake at 125% of rated load
· Test emergency stopping distance
· Inspect and test normal, final, and emergency stopping devices
· Test inner landing zone for static control elevators
· Inspect operation of fire emergency service, emergency backup power and power door systems
· Load the elevator with (500 U.S. Pounds) weights equal to its rated capacity
· Housekeeping and site cleanup includes removal all debris and unused items from all areas associated with inspections activities
· Submit final inspection reports for each site (El Vado and Heron) in one non-bound copy and one electrical document in Adobe “pdf” format
· Comply with Safety Standards
2.1 Government Furnished Materials/Equipment (GFM/E)
The Government will not be suppling any materials or equipment under these specifications. The Contractor maybe given access to 110-volt, 20 amp electrical circuit, potable water source, and restrooms if left in equal or better condition.
PART 3 – CERTIFICATIONS
3.0 Qualified Elevator Inspector
The QEI certification shall ensure inspectors have the skills, knowledge and education to safeguard the public by confirming elevators, escalators, and other conveyances are code compliant and operating safely.
3.0.1 Qualification & Experience Requirements
The following are the minimum criteria to accept a resume of a Qualified Elevator Inspector under these specifications:
· The QEI shall comply with the requirements in ASME QEI-1 Standard.
· The QEI shall be certified by the National Elevator Industry Educational Program or equal.
· The QEI shall have a minimum of 2-years of documented education.
· The QEI shall have a minimum of 3-years experience in mechanical and electrical aspects of elevator industry and recognized as a person meeting the A17.1 Code definition of “Elevator Personnel” performing and assistance in testing as specified in A17.1 Section 8.10 or 8.11 and A18.1 standards. Education can be used to reduce one year of experience.
3.0.2 Code of Ethics
The QEI and Supervisors shall have the following fundamental principles:
· Inspectors and supervisors shall uphold and advance the competence, integrity, honor, and prestige of the inspection profession through the following:
· Using their knowledge and skills for the enhancement of human welfare.
· Being honest and impartial, and serving with fidelity the public, their employers and clients; and QEI Program.
· Fundamental Standards:
· Inspectors and inspection supervisors shall hold paramount the safety, health and welfare of the public in accordance with the QEI-1 Standards.
· Inspectors and supervisors shall perform services only in the areas of their competence.
· Inspectors and supervisors shall continue their professional development throughout their careers and shall provide opportunities for the professional and ethical development of those inspectors under their supervision.
· Inspectors and supervisors shall act professionally with Government and public personnel.
· Inspectors and supervisors shall build their professional reputation on the merit of their services.
· Inspectors and supervisors shall issue public statements and written reports in an objective, impartial and truthful manner.
· Inspectors and supervisors shall consider environmental impacts in the performance of their professional duties.
PART 4 - QUALITY ASSURANCE SURVEILLANCE PLAN
4.1 Quality Assurance Surveillance Plan (QASP)
The Government will perform Quality Assurance (QA) activities under this PWS according to the following QASP. After contract award and during the Pre-Meeting, the QASP will be reviewed, if required modified/changed, and signed by Contractor and Government personnel listed.

Definitions for Methods of Surveillance The following four surveillance methods will be considered during the period of performance of this PWS:
· Comments is defined as feedback or complaints provided by customers
· Direct is defined as an activity onsite or reviewing documents
· Observation is defined as feedback from the CO and COR during performance of work activities
· Random is defined as unscheduled site visits or data reviews
