Location: Description of post location.
Function: Succinct description of primary job of post.
Hours per Day: Hours per day post is to be manned.
Hours per Week: Hours per week post is to be manned.
Hours per Year: The following conventions are followed in figuring the hours per year:
A.
Posts manned 7 days a week are based on 365 days per year.
· 24 hours per day x 365 days per year = 8,760
· 12 hours per day x 365 days per year = 4,380
· 8 hours per day x 365 days per year = 2,920 B.
Posts manned less than 7 days per week are figured as: Hours per Day x Days per Year (365 – 104 days for weekends = 261).
· 50 hours per week x 52 weeks = 2,600
· 16 hours per day x 261 days = 4,176
· 12 hours per day x 261 days = 3,132
· 11 hours per day x 261 days = 2,871
· 10.5 hours per day x 261 days = 2,740.5
· 10 hours per day x 261 days = 2,610
· 9.5 hours per day x 261 days = 2,479.5
· 9 hours per day x 261 days = 2,349
· 8.5 hours per day x 261 days = 2,218.5
· 8 hours per day x 261 days = 2,088 C.
When post is not manned on Embassy observed holidays, the gross hours (e.g. the 2,080 determined above) are reduced by the “holiday” hours figured as follows: Hours per Year – (Hours per Day x number of observed holidays) Example for 24-hour, 7-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 8,760 - (24 x 20) = 8,280 Example for 12-hour, 5-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 3,132 - (12 x 20) = 2,892 Example for 11-hour, 5-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 2,871 - (11 x 20) = 2,651 Example for 10.5-hour, 5-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 2,740.5 - (10.5 x 20) = 2,530.5 Example for 10-hour, 5-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 2,610 - (10 x 20) = 2,410 Example for 9.5-hour, 5-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 2,479.5 - (9.5 x 20) = 2,289.5 Example for 9-hour, 5-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 2,349 - (9 x 20) = 2, 169 Example for 8.5-hour, 5-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 2,218.5 - (8.5 x 20) = 2,048.5 Example for 8-hour, 5-day, Embassy observes 20 holidays (10 U.S. and 10 Japanese)
· 2,088 - (8 x 20) = 1,928 Position Category: Indicate the category of the position: Guard, Senior Guard, Supervisor, SD specialist, or SD supervisor.

All guards are required to read and must have full knowledge of the Embassy/Consulate/America Center/FSI Fire Plans.
a.
General: The objectives of fire prevention and reporting, in the order of their importance are to:
1) If the guard discovers a fire, he/she should report it immediately and request assistance - inform MSG Post 1 or facility operator and/or Consulate/America Center/FSI Operator - activate the fire alarm, prior to attempting to extinguish the fire.
2) Prevent the fire from starting.
3) Inform employees in the immediate vicinity of the fire and order them to evacuate the area immediately.
4) Prevent the loss of life and property in case a fire should start.
5) Confine the fire to its place of origin.
6) Where applicable, secure all elevators by returning them to ground floor and throw “Emergency Stop” switches within the elevators.
b.
Preventive Measures:
1) Proper fire prevention measures, coupled with common sense shall prevent most fires from starting. It is imperative that the guard constantly be on the look out for fire hazards, particularly in waste cans and electrical equipment. Overloaded electrical outlets are among the leading causes of fire. Whenever a fire hazard is discovered, it shall be immediately reported to the MSG Post 1 or facility operator, and the RSO or PSO through the Supervisor. Appropriate entries are to be made in the Post Log and an Incident Report shall be prepared.
2) Know where the various types of fire extinguishers are located, particularly those nearest to the guard’s assigned post. Know which is appropriate for the type of fire being fought.
c.
Know Whom to Contact: The following contacts shall be made in case of fire:
1) Fire Department: (emergency number is 119 at all locations)

The guard(s) should stand by to prevent its being touched or disturbed by other persons. Employees working in the area where the suspicious article or package is located should be evacuated until the cause of the danger is removed. The general rule to follow is: “Clear the immediate area and call the appropriate authorities.”

b.
Explosive disposal assistance can be obtained by calling the Marine Security Guard on duty at MSG Post 1. Bomb disposal assistance will be provided by the local police by dialing 110 at all posts.

If the guard receives a bomb threat, the guard shall try to determine where the bomb is located, when the bomb is set to detonate, what it looks like, who placed the bomb and why the bomb was placed. The most important information is when the bomb is set to detonate and where the bomb is located. Other information like the description of the voice and background noise is important for the guard to determine. This information shall be reported in the Post Log and an Incident Report prepared.
d.
Should a bomb explode on or near the guard post, keep the area clear of people. REMEMBER, DURING THE CONFUSION OF A BOMB BLAST, THE GUARDS MUST STILL PROVIDE SECURITY FOR EMPLOYEES OR OTHER PEOPLE IN THE AREA.

If a chemical and/or biological threat or attack occurs, keep the area near the guard post clear of people. REMEMBER, DURING THE CONFUSION OF THIS TYPE OF ACT, THE GUARDS MUST STILL PROVIDE SECURITY FOR EMPLOYEES OR OTHER PEOPLE IN THE AREA.
d.
The guards shall not allow anyone to enter the Embassy compound or other official facilities, who has an open or concealed firearm, knife, explosive or any other type of weapon or container that could carry chemical and/or biological agents in powder, liquid, or aerosolized form (i.e. aerosol cans, perfume bottles, thermos jugs, glass/plastic bottles, etc.) in his/her possession unless authorized by the RSO or PSO. When possible, persons conducting such spraying should be challenged and in all cases, supervisors, RSO or PSO immediately alerted.
--When patrolling public areas look for abandoned spray devices or liquid containers. If found immediately alert the supervisors, RSO or PSO. Particular attention must be paid to ensure buildings air vents cannot be approached by anyone using such devices.
--Non-employees requiring access to or near building air intake vents or drinking water storage tanks must be authorized by the General Services Office (GSO) and coordinated with the RSO or PSO. In all cases, these non-employees shall be escorted by the LGF or employee personnel.
--At posts with wells or accessible water storage tanks, regular patrols of those areas are required.
