Description:

Program Manager, Engineer Systems (ES), Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for the potential sources of a Six-Containers (SIXCON) Pump Module replacement as an improvement for the current system.

The legacy SIXCON system is currently used heavily for fuel support across the Fleet Marine Forces. This system consists of a SIXCON Fuel Tank Module and SIXCON Fuel Pump Module. A complete Fuel SIXCON System consists of five tank modules and one pump module that can be configured into an ISO/ANSI 19.8 X 8 X 8-foot system. The pump module provides refueling and defueling capabilities for aircraft and ground vehicles, while each fuel tank module provides 900 gallons of storage capacity. Furthermore, it provides a recirculation capability that filters contaminants and removes water from the fuel stored in the Fuel Tank Modules, enabling the fuel to meet military specification standards.

The envisioned SIXCON Fuel Pump Module replacement will reduce the current overall footprint of the Fuel SIXCON System, requesting it to be mountable on all four sides of the tank module enhancing transportation loads and employment methods, and be more user/maintenance-friendly, which will in turn provide the necessary flexibility, and promote cost savings.

Potential offerors with the ability to meet the requirements listed below are requested to provide information on their solution as a Microsoft Word Document or Portable Document Format (PDF) File in memorandum format.

The minimum acceptable performance threshold requirements are indicated with the word “shall” throughout the text. Objective capabilities that are objectives rather than mandatory capabilities are noted using the words “desired” or “desirable.”

Key Performance Parameters (KPP) are defined as: The minimum attribute or characteristic considered most essential for an effective military capability; a performance attribute of a system considered critical or essential to the development of an effective military capability.

Key System Attributes (KSA) are defined as: A performance attribute of a system considered important to achieving a balanced solution/approach to a system, but not critical enough to be designated as a KPP.

Additional Performance Attributes (APA) are defined as: A performance attribute of a system not important enough to be considered a KPP or KSA, but still appropriate to include in the Capability Development Document (CDD).
