25 November 2025 Sitework and Paving (FA283525B0001) Questions and Answers:
Q: What is the magnitude for this IDIQ Solicitation? The only reference that I located in the solicitation was greater than $10,000,000. Can you provide some further clarification?
A: The estimated or approximate ceiling for this IDIQ is $35M consistent with the DFARS 236.204 Disclosure of magnitude for construction projects, of “(ii) Between $25,000,000 and $100,000,000.” Information will be updated via amendment to the solicitation documentation, and the estimated or approximate IDIQ ceiling will be added to the solicitation CLIN description. All prospective bidders are reminded that IDIQ ceiling is not a guarantee of work, but rather the max estimated OR approximate potential for this effort document. All orders placed of this IDIQ will be priced out using the bid schedule provided with their proposal.
Q: Is there a seed project for this IDIQ?
A: As outlined in Solicitation Block 10 and IFP Cover Letter paragraph 3, there is a minimum order guarantee of $2,500.
Q: Has any other company reached out regarding the accessibility of the documents posted to Sam.gov for this solicitation? It seems Attachment 01 and 13 that are posted on Sam.gov under this solicitation are password protected and our team is having trouble accessing them.
A: I have not received any notification of issues and have confirmed that they are accessible. An additional version of the SOW has been uploaded.
Q: Would it be possible to re-issue Attachment 01 SOW without being protected? When trying to open we get a request to sign in using Purview and when we use our Microsoft email, it still doesn't allow us to view the doc.
A: Additional version has been provided to remove any potential locks.
Q: Since Attachment 1 is unable to be opened and it contains the SOW - it is likely that upon being able to actually view the SOW that we will have additional questions. Will there be a second RFI period offered to accommodate this?
A: As of amendment 0002 the proposal due date has been extended to 6 November 2025 at 1400 EST. Further extension has been provided.
Q: How many awards will be made for this IDIQ?
A: This will be a single award IDIQ.
Q: Can we qualify our quote for ambiguous lines with what our understanding of the line is.
Ex - line 29 - we would assume this is just general debris, non-hazardous, non e-waste.
A: All vendors will need to ask specific questions about any line that they are unsure
of. All pricing for the IDIQ will be based on the winning offeror’s price sheet.
Q: Will the bid still be due next Friday or is there any expectation that it may be delayed?
A: As of amendment 0002 the proposal due date has been extended to 6 November 2025 at 1400 EST. Further extension has been provided.
Q: Regarding Location Coefficient percentage in attachment 13, please advise how the location coefficient percentage inputted directly relates to and affects the unit rates provided by the contractor.
