ABOUT THIS PLAN
This installation-specific Environmental Management Plan (EMP) is based on the U.S. Air Force’s (AF) standardized Storm Water Management Plan (SWMP) template. This plan is not an exhaustive inventory of all storm water requirements and practices. Where applicable, external resources, including Air Force Instructions (AFIs); Air Force Manuals (AFMANs); AF Playbooks; federal, state, local, and Final Governing Standards (FGS); and permit requirements are referenced.
Each section of this plan begins with standardized, AF-wide “common text” language that addresses AF and Department of Defense (DoD) policy and federal requirements. This common text language is restricted from editing to ensure that it remains standard throughout all plans. The common text language is maintained and updated by the designated Office of Primary Responsibility (OPR) with assistance from the Office of Collateral Responsibility (OCR), as appropriate. Immediately following the AF-wide common text sections are Installation sections. The Installation sections contain installation-specific content to address state, local, and installation-specific requirements. Installation sections are unrestricted and are maintained and updated by AF environmental Sections and/or installation personnel.
This document is optimized to be accessed and viewed electronically. The eDASH website at https://usaf.dps.mil/teams/eDASH is the primary communication tool for AF EMPs.
This AF standardized template may differ in format and organization from other templates developed by regulatory agencies or other organizations. If applicable, a cross-reference table of sections is included below to simplify review.

1 OVERVIEW AND SCOPE
AF installations that operate a Municipal Separate Storm Sewer System (MS4) in an Urbanized Area (UA) are regulated as small MS4s pursuant to the Storm Water Phase II Final Rule of the National Pollutant Discharge Elimination System (NPDES) permitting program of the Clean Water Act. Covered installations must obtain coverage under a small MS4 storm water permit from the appropriately authorized permitting authority and implement a storm water management program.
The primary objective of this SWMP is to reduce the discharge of pollutants to storm water to the maximum extent possible (MEP).
Pollutant discharge reduction will be accomplished by implementing best management practices (BMPs) and measurable goals for the following six minimum control measures (MCMs):
Public Education and Outreach Public Involvement / Participation Illicit Discharge Detection and Elimination Construction Site Runoff Control Post-Construction Runoff Control Pollution Prevention / Good Housekeeping
1.1. On May 1, 2003, the Environmental Protection Agency (EPA) Region 1 issued its Final General Permit for Stormwater Discharges from Small Municipal Separate Storm Sewer Systems (2003 Small MS4 permit), consistent with the Phase II rule. The 2003 Small MS4 permit covered "traditional" (e.g., cities and towns) and "non-traditional" (e.g., Federal and state agencies) MS4 Operators located in the states of Massachusetts and New Hampshire. This permit expired on May 1, 2008 but remained in effect until operators were authorized under the 2016 MA Small MS4 General Permit, which became effective on July 1, 2018. The 2016 MA Small MS4 General Permit will remain in effect for discharges that were authorized prior to July 1, 2023 until such discharges are authorized under a reissued general permit, individual permit, or other alternative general permit
1.2. HAFB is located about 20 miles northwest of Boston, Massachusetts, within the historical towns of Bedford, Lexington, Lincoln, and Concord. The total military and civilian workforce, including contractors, at HAFB is approximately 11,000 people. The largest tenant unit on the installation is the Air Force Life Cycle Management Center (AFLCMC). In addition to this primary function, Hanscom supports the Air Force Nuclear Weapons Center (AFNWC), MIT Lincoln Laboratory (MIT/LL), the MITRE Corporation, the Massachusetts National Guard Joint Forces Headquarters (MANG JFHQ), the Joint Personal Property Shipping Office (JPPSO), the Defense Contract Management Agency (DCMA), and various other companies and groups related to the Department of Defense (DOD). The host unit at Hanscom is the 66th Air Base Group (66 ABG) which provides logistics, Civil Engineering (CE), Fire and Emergency Services, Security Forces, and other installation support functions. The base also provides all functions and services to support the families that occupy the privatized family housing area within the installation perimeter fence. The housing area residences, streets, parking areas, infrastructure, and utilities are not owned by HAFB and therefore are excluded from the MS4 stormwater permit area.
1.3. The HAFB stormwater system is interconnected on the Massachusetts Port (MASSPORT) Authority-owned, adjacent airfield, with stormwater discharges from the MASSPORT Hanscom Field stormwater systems. The HAFB stormwater system discharges into the Shawsheen River in Bedford (designated Class B surface water used for drinking water), and into the Kiln Brook in Lexington which flows into the Shawsheen River. HAFB is a military base and discharges into the waters of the U.S., which is part of the eligibility criteria for the Small MS4 Permit under the Phase II Storm Water Regulations. HAFB is a federal facility and is therefore a non-traditional MS4 as defined in Section 5.0 of the 2016 MA Small MS4 General Permit.
1.4. In the Massachusetts Year 2022 Integrated List of Waters, the Massachusetts Department of Environmental Protection (MassDEP) lists the Shawsheen River Headwaters (Segment ID MA83-08) as impaired due to pathogens and habitat alterations. Additionally, HAFB is located within the municipality of Bedford, which is listed in Part 2.2.2.b of the 2016 MA Small MS4 General Permit as containing waterbodies, or their tributaries, that are impaired due to phosphorus. Therefore, this Stormwater Management Plan (SWMP) adheres to the requirements of 2016 MA Small MS4 General Permit, Appendix F Part A.III, and Appendix H II and III.
1.5. The current SWMP, including all MS4 mapping, will be available for public review and input upon request via contact with the HAFB Stormwater Coordinator at nicholas.turbesi@us.af.mil. A copy of HAFB’s Notice of Intent (NOI) and a copy of the 2016 MA Small MS4 General Permit are kept in the 66 ABG, CE Installation Management Flight, Environmental Element (66 ABG/CEIE) official files.
