MEMORANDUM FOR RECORD

SUBJECT: Pre-Proposal Conference for Solicitation W50S85-20-R-0020, Project No. VGLZ 202014- West Ramp ADAL Access Roads, at Selfridge ANGB, MI.
1. Site visit held this date at the Contracting Division – Bldg. 105 commencing at: 10:00am in conjunction with subject Request for Proposal. For list of attendees see sign in sheet.
2. Bradley Moehlig introduced himself and those in attendance from the 127th Civil Engineering Squadron; to include the Engineer and Contracting Officer Representative.
A. PROJECT DESCRIPTION: Asphalt West Ramp Access Roads, and Concrete Patching/
Replacement.
B. Bids are due NLT 4 Sep 2020 at 9:00 AM ET. Offerors RFQ’s are to be emailed to Bradley Moehlig at bradley.moehlig@us.af.mil & 127.WG.MSC.Construction.Org@us.af.mil
C. Offerors are advised that this project is currently funded and that offers must be good for 90 days.
a. Magnitude of project is between $25,000.00 to $100,000.00
b. After the notice to proceed is issued the project has a performance time of 90 calendar days for project completion. Please also review the SOW for Schedule Constraints.
c. A Site Visit will be held immediately after this pre-proposal conference at the construction site.
d. When amendments are issued they will be posted to the Contracting Opportunities website.
e. Payment Bond is required if project is above $35,000 - Or Irrevocable Letter of Credit.
i. (if above 150,000.00 – Bid Bond, Performance Bond, Payment Bond)
f. Liquidated damages are not applicable to this project.
g. Warranty of Construction clause is incorporated and applies to this project.
h. The most current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate. (Macomb County, MI – 48045-Highway)
i. Safety measures are always a part of Government contracts and the Army Corp of Engineers manual is incorporated in the contract as well as MIOSHA.
j. RFI procedures were reviewed as follows:
i. Email technical questions in RFI format to the Contracting Officer for resolution.
ii. All RFI questions and answers will be emailed out as soon as possible.
k. Please recall that only the Contracting Officer can approve changes such as price, schedule, specifications, and clauses with formal written notice typically in the form of a solicitation amendment or task order modification. Work undertaken regarding changes not formally approved by the Contracting Officer (save for COR approved no cost field changes) is at the Contractor’s risk.
l. This requirement is not currently funded.
D. The project description was stated in the “Contracting Opportunities” announcement package W50S85-20-R-0020, Project No. VGLZ 202014- West Ramp Access Roads, at Selfridge ANGB, MI.
E. Any project specific questions were referred to the RFI submittal process. It was advised that any changes would be issued with an addendum.
F. It is extremely important to submit all requirements with quote, including but not limited to schedules and past performance. As specified in section Instructions to Proposers of the solicitation.
G. The site visit concluded at __1055____ on 27 Aug 2020. .
