About this file
This document is a solicitation notice for a federal contract opportunity issued by the USDA-ARS Conservation and Production Research Laboratory in Bushland, Texas. The primary requirement is mandatory site visit attendance for all offerors intending to submit proposals. Site visits must be scheduled individually with Paul Colaizzi (paul.colaizzi@usda.gov, 806-356-5763) and completed no later than May 20th, 2026. Attendees should be employed by the prime contractor submitting an offer, though subcontractors may attend and must clearly identify which prime contractor they represent on the sign-in roster. Proxy subcontractors representing prime contractors are permitted provided they disclose their representation; failure to do so will disqualify the prime contractor from receiving attendance credit.
Questions regarding the solicitation must be submitted via email to kelly.wright@usda.gov with a deadline of May 20th at 10:00 AM Central Time. The solicitation name and number should be included in the email subject line. This timeline ensures adequate time for responses before the solicitation period closes. The document does not specify contract type, award date, pricing terms, or other substantive procurement details beyond the mandatory site visit and question submission requirements.

No site visits will be accommodated after this date unless an amendment is issued allowing for additional site visits.
Attendees should be employed by the prime contractor that intends to provide an offer for this solicitation. Subcontractor attendees are allowed to attend, and shall identify which prime contractor they are attending with on the sign in roster sheet. Prime contractors may send proxy subcontractors to represent them in this capacity, given they clearly identify on the sign in sheet what prime contractor they are representing on the site visit.
