About this file

This is a Statement of Work (SOW) for the repair of Irrigation Well 2 at the USDA-ARS Conservation & Production Research Laboratory in Bushland, Texas, dated April 10, 2026. The well, originally drilled in 1957, requires repair due to holes in the original 16-inch casing that have allowed gravel accumulation, resulting in pump failure in March 2026 and creating risk of casing collapse. The contractor must replace the existing submersible pump with a 20 horsepower pump capable of approximately 180 gallons per minute at 340 feet total dynamic head, install a steel liner consisting of 280 feet of 8-inch carbon steel casing and 60 feet of 8-inch stainless steel screen with 0.035-inch slots, and install gravel in the annulus between the liner and original casing. Additionally, the contractor shall install a 480-120/240 2 KVA outdoor-rated transformer, outdoor-rated circuit breaker enclosure with four 120-volt outlets, and utilize existing 4-inch steel column pipe sections (326.5 feet total length) with the pump top set at 326.5 feet and motor bottom at 334.5 feet. The contractor must bail the well to 340 feet depth to remove 13 feet of accumulated gravel.

Work shall commence around May 1, 2026, and be completed within 30 days of contract award, with provisions for schedule adjustment due to severe weather or wet soil conditions. The contractor must coordinate with the designated Contracting Officer's Representative (COR) regarding site access, scheduling, and final inspection. The contractor is responsible for avoiding damage to existing infrastructure, maintaining facility sign-in/sign-out procedures, and leaving the well site clean and debris-free. The COR will inspect the completed work and verify well operation before accepting deliverables and processing invoices for payment.

STATEMENT OF WORK

Repair of Irrigation Well 2 with Liner and Pump at USDA-ARS, Bushland, TX

April 10, 2026

A. Background Information

The primary mission of the USDA-ARS Conservation & Production Research Laboratory (CPRL) is to conduct research to improve crop irrigation efficiency and effectiveness while conserving water. This requires dependable and efficient irrigation wells to supply water to field experiments that are irrigated by advanced sprinkler and drip systems. Irrigation Well 2 on the CPRL South Section (see attached map) was drilled in 1957 and has been one of the most productive wells on the station. However, the original 16-inch casing is developing holes that are allowing gravel to accumulate at the bottom of the well. Patches were applied to the casing in 2024, but additional holes may have developed, and/or patches were not effective in preventing additional gravel from entering the well. This resulted in gravel accumulating at the bottom of the well, covering the submersible pump, and causing the pump to fail in March 2026. In addition, the original well casing may be at risk of collapse, rendering the well irreparable.

B. Purpose and Objectives of the Acquisition

The objectives of this acquisition are to repair Irrigation Well 2 where the pump is replaced, a steel liner is installed, and gravel is installed in the annulus formed between the liner and original casing. In addition, a transformer, circuit breaker, and outlets rated for outdoors shall be installed at the well location. The purpose is to stabilize and prevent potential collapse of the original well casing and prevent further gravel entry into the well. This will restore the well to maximum production and efficiency and extend its service life.

C. Contractor Requirements

The pump shall be 20 hp capable of ~180 gpm at 340 ft total dynamic head (TDH). An existing 20 HP motor (480 VAC 3 phase) shall be installed on the pump using existing wires and replacing splices where required. The liner shall consist of 280 feet of 8-inch carbon steel casing and 60 feet of 8-inch stainless steel screen with 0.035-inch slots. The gravel should be of appropriate size, such as #1 Fine Garden City, pea-size, etc. The transformer shall be 480- 120/240 2 KVA and rated for outdoors. The circuit breaker enclosure and outlets (4) shall be 120 V and also rated for outdoors. The well shall be bailed to a depth of 340 feet (removing 13 feet of accumulated gravel). Existing 4-inch steel column pipe sections shall be used that are a total of 326.5 feet in length (15 sections of 21-ft sections and 1 section of a 11.5-ft section). The top of the pump shall be set to 326.5 feet and the bottom of the motor shall be 334.5 feet.

D. Government Responsibilities

The USDA- ARS-CPRL shall designate a Contracting Officer’s Representative (COR) to coordinate and facilitate access to the Well 2 site on the CPRL South Section (see attached map). The COR shall inspect operation of the Well 2 before accepting all work by Contractor as complete.

E. Reporting Requirements and Deliverables

The Contractor shall maintain communication with the COR to expedite completion of all work described herein. The Contractor shall provide an invoice following COR approval for payment.

F. Program Management and Control Requirements

Contractor shall work with the COR to schedule work beginning around May 1, 2026.

Contractor shall complete work upon 30 days of awarding of Contract.

Provisions shall be made to adjust work schedule for severe or inclement weather. Work may be delayed in the event of wet road and soil conditions, where rutting or other damage may be possible.

Contractor shall avoid damage and alteration of the existing infrastructure at the USDA-ARS- CPRL unless approved by COR. Contractor shall leave the area at the well site clean and free of debris.

Contractor shall sign in upon arrival and sign out upon departure of the USDA-ARS facility during each workday.

G. Inspection and Acceptance Requirements

The COR shall inspect work upon completion and shall approve upon completion if work has been done according to terms of this Statement of Work. The Government shall process invoice upon approval.
