Attendees should be employed by the prime contractor submitting an offer, though subcontractor representatives are permitted if they clearly identify which prime contractor they represent on the sign-in roster. Prime contractors may send proxy subcontractors but cannot send multiple subcontractors to compete amongst each other; failure to disclose proxy representation will result in that prime contractor not receiving credit for site visit attendance.
Written questions regarding the solicitation must be submitted via email to kelly.wright@usda.gov no later than May 8th, 2026 at 10:00 AM Central Time, with the solicitation name and number included as the email subject line. (SITE VISIT ATTENDANCE IS MANDATORY TO PROVIDE AN OFFER ON THIS SOLICATION):
May 7th, 2026 at 9:00am PST (local time).
If you wish to attend the site visit please send an email to kelly.wright@usda.gov and john.harvey@usda.gov with the title “1232SA26Q0454 Site Visit Registration” please include the name(s) of those attending, along with company information. Contractors must be registered to attend the site visit. If Contractors are not registered they will not be permitted on the site visit. The site visit registration deadline May 5th, 2026, any registration request received after May 5th, 2026 will not be accepted.
Attendees should be employed by the prime contractor that intends to provide an offer for this solicitation. Subcontractor attendees are allowed to attend, and shall identify which prime contractor they are attending with on the sign in roster sheet. Prime contractors may not send multiple subcontractors to represent them, in an attempt to compete subcontractors amongst each other. Prime contractors may send proxy subcontractors to represent them in this capacity, given they clearly identify on the sign in sheet what prime contractor they are representing on the site visit. Subcontractors that fail to disclose on the sign in roster which prime contractor they are representing as a proxy, then that prime contract will not be given credit as attending the mandatory site visit.

Questions shall be submitted via email to kelly.wright@usda.gov and are due no later than May 8th, 2026, at 10:00 AM Central Time. This will ensure enough time to respond before the solicitation period ends. Please include the solicitation name and number as the subject line of the email.
