52.233-2 SERVICE OF PROTEST (SEP 2006)

(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from Walla Walla US Army Corps of Engineers, Contracting Division, 201 North 3rd, Walla Walla, Washington 99362- 1876.

(b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.

52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) – ALTERNATE I (FEB 1995)

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

29 April 2021 starting at 9:00 a.m. and ending at 4:00 p.m. Registered firms will be assigned a specific time.

There will be only one site visit offered. Offerors planning to attend must register for the site by sending an email to: david.c.boone@usace.army.mil

Firms must register no later than the day before the site visit.

Site visit attendees must provide the following information: 1) Solicitation Number; 2) Project Title; 3) Names of individuals who will attend the site visit; 4) a statement as to whether the individual is a US citizen. If not a US citizen, please refer to ACCESS FOR FOREIGN NATIONALS in Section 00 73 00 of this document; 5) Name of company being represented 6) Phone number of company being represented. All firms MUST register not later than 5:00 PM local time on 27 April 2021 by email to Mr. David Boone at david.c.boone@usace.army.mil.

Registered firms will be notified not later than 5:00 PM local time on 28 April 2021 of the specific date and time allocated for their site visit. Maximum duration of site visit is one hour.

Each individual attending the site visit must submit the Center for Disease Control (CDC) Active Screening questionnaire not later than 5:00 PM local time on 27 April 2021. Registered attendees that have not provided a completed questionnaire will not be permitted on-site due to ongoing COVID-19 concerns.

Each firm is allowed no more than three attendees for the site visit due to size of gathering restrictions. Once all locations have been visited, potential offerors will be escorted back to the Main Gate security desk and the site visit walkthrough is complete. To ensure consistent information is shared among all potential offerors, all questions must be submitted through the ProjNet bidder inquiry process outlined in this solicitation. No questions will be answered at the site visit.

Each individual attending the site visit must have picture identification on his/her person while at the project site.

There can be no substitutions of one individual for another. If an individual arrives at the site visit without having registered and/or without having picture identification, that individual may not be allowed on the site.

Participants of site visits must abide by the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1, latest version) in accordance with Section 5, “Personal Protective and Safety Equipment. (PPE)” It is the responsibility of participants to wear personal protective and safety equipment as required by this regulation.

Failure to comply could result in denial of access to site visit location.

All attendees must follow federal, state, and local guidelines for the mitigation of COVID 19 when attending this site visit. Please ensure all attendees have PPE with them in order to comply with COVID 19 mitigation measures.

The ACCESS FOR FOREIGN NATIONALS requirement in Section 00 73 00 applies to site visits as well as to performance of the work.

Site Visit Guidelines:

The RSVP Cut-off date is 27 April 2021 at 5:00pm to allow team to ensure enough Government staff is present to support.

Appropriate masks will be required at all times while on site.

Start times will be assigned and are staggered starting at 9:00 am. Length of site visit is estimated to be 1 hour.

Government staff will read the script (Description of the project).

No questions will be answered during site visit.

Completion and submission of the CDC Active Screening Questionnaire by each attendee prior to travel is required (see CDC Active Screening Questionnaire attachment provided with the solicitation). The Government will not be answering any questions during the walkthrough. Potential offerors will be allowed to take equipment specific pictures and measurements of equipment that is along the predetermined pathway only.

Once site visit is complete, contractor attendees will be escorted back to the Visitor Center and the site visit walkthrough is complete.
