About this file

This is a technical specifications document for the Winter Park Library and Event Center Parking Lot Expansion project in Florida, detailing construction standards and requirements for site earthwork, grading, and concrete work. The project scope encompasses excavation and fill operations for curbs, gutters, sidewalks, driveways, roads, and parking lots, with work including site preparation, embankment construction, compaction, and material disposal. The specifications reference Florida Department of Transportation (FDOT) 2015 standards throughout and establish detailed requirements for regular excavation, subsoil excavation, material classifications, and unsuitable material removal. Contractors are responsible for determining required material volumes and securing borrow materials from off-site sources if on-site excavation proves insufficient. The document specifies precise standards for fill materials, compaction densities varying by location (98% for roadways and driveways, 90% for other areas), subgrade stabilization with bearing value requirements of 75 psi, concrete curb and driveway construction using Class I concrete with minimum 3,000 psi compressive strength, and site restoration including sidewalk and driveway replacement.

Key technical requirements include layer placement not exceeding eight inches in loose thickness, rock size restrictions limiting 3.5-inch diameter rock to interior fill and prohibiting rocks exceeding six inches in the top 12 inches of fill, final elevation tolerances of plus or minus 0.05 feet, topsoil placement depths of six inches for seeded areas and four and one-half inches for sodded areas, and mandatory testing for density compliance using AASHTO Method T-180. The contractor must protect existing utilities, fencing, trees, and landscaping, maintaining the site in clean condition throughout operations. Prime coat application for base courses requires adherence to FDOT specifications with application rates of 0.10 to 0.25 gallons per square yard depending on base material type. All material ownership for suitable excavated materials remains with the owner unless otherwise specified, and unsuitable materials must be disposed of outside project limits at the contractor's expense.

All areas inaccessible to the roller shall be thoroughly compacted with hand tampers weighing not less than 50 pounds, the face of which shall not exceed

02528-7

100 square inches in area. Unless the subgrade material at the time of the rolling contains sufficient moisture to insure proper compaction, it shall be watered as directed and then compacted. Subgrade material containing excess moisture, as determined by the Testing Laboratory, shall be dried to the proper consistency before being compacted.

PRIME COAT FOR BASE COURSES

DIVISION 2- SITE WORK DESCRIPTION

Furnish all labor, materials, equipment and incidentals required to prime and tack coats for base courses the work includes, but is not limited to, cleaning, applying prime and tack material, covering rolling and any other miscellaneous work and clean-up required.

PRODUCTS

2.01 MATERIALS

Prime Coat: FDOT Spec. Section 300, Prime and Tack Coats for Base Courses, excluding the statement: “The Engineer will designate the actual temperature to ensure uniform distribution.” from Paragraph 300-6.1, General; and "The Engineer will designate the curing period for the tack coat" from Paragraph 300-7.5, Curing and Time of Application. The Contractor will be responsible for those determinations.

EXECUTION

3.01 GENERAL

A. Cleaning the Base: Before any bituminous material is applied, remove to the shoulders all loose material, dust, caked clay, and foreign material which might prevent proper bond with existing surface. Take particular care to clean the other edges of the strip to be treated to insure that tack coat will adhere. Where the prime or tack coat is applied adjacent to curb and gutter or valley gutter, such concrete surfaces are to be protected and kept free of bituminous material.

B. Weather Limitations: Do not apply bituminous material when the air temperature is less than 40 degrees F. in the shade, when the weather conditions or the condition of the existing surface is unsuitable, while rain is falling or when there is water on the surface to be covered.

C. Equipment: Use a pressure distributor equipped with pneumatic tires having a sufficient width of rubber in contact with the road surface to avoid breaking the bond or forming a rut in the surface. The distance between the centers of the openings of the outside nozzles of the spray bar shall be equal to the width of the application required, within an allowable variation of two inches. The outside nozzle at each end of the spray bar shall have an area of opening not less than 25 percent, nor more than 75 percent in excess of the other nozzles.

All other nozzles shall have uniform openings. When the application covers less than the full width, the normal opening of the end nozzle at the junction line may remain the same as those of the interior nozzles.

02999-15

3.02 APPLICATION OF PRIME COAT

A. The surface to be primed will be clean and dry. For limerock bases, the glazed finish will have been removed as specified. Temperature of prime material will be between 100 and 150 degrees F. The exact temperature will be such as to insure uniform distribution. Apply bituminous material at the rate of approximately 0.10 to 0.25 gallons per square yard, dependent upon the type of base material, sufficient to coat the surface thoroughly and uniformly without having any excess to form pools or flow off the base. Application rates shall be in accordance with D.O.T. Specifications 300-6.

B. Apply a light, uniform application of clean sand or screenings prior to opening the primed base to traffic and roll with a traffic roller in conjunction with traffic to cure the prime coat. If warranted by traffic conditions, apply only on one-half of the width of the base at one time, care being taken to secure the correct amount of bituminous material at the joint.

02999-16

SECTION 02999

Contractor to remove, and replace existing walls or columns.

Only the sections directed by the Engineer shall be removed. If any section of wall is damaged due to the Contractor's negligence, it shall be replaced equal to or better than that damaged, and the work shall be satisfactory to the engineer.

3.03 CROSSING UTILITIES

This item shall include any extra work required in crossing culverts, water courses, drains, water mains, and other utilities, including all sheeting and bracing, extra excavation and backfill, or any other work required for the crossing, whether or not shown on the Drawings.

3.04 CLEANING UP
