B.1 IDENTIFICATION OF SERVICES

This contract is for the engineering support services at the Federal Aviation Administration’s (FAA) William J.

Hughes Technical Center (WJHTC). A single, time and materials (T&M), indefinite delivery / indefinite quantity (IDIQ) will be awarded for engineering support services. The contract will be five years from date of award. The contract is set aside for small businesses under the North American Industry Classification Code (NAICS) 541330, with a size standard of $25.5.

The Contractor must provide all labor, and management necessary to perform specified services in, Statement of Work (SOW), and as ordered by the FAA through the issuance of task orders. The only person authorized to either issue or modify task orders under this contract is the Contracting Officer.

B.2 MINIMUM ORDERING OBLIGATION AND MAXIMUM CEILING

The minimum ordering obligation under this contract is $20,000.00 and this amount will be obligated on Task Order No. 0001. The Government has no obligation to order additional services or issue additional orders to the Contractor beyond the minimum ordering obligation specified.

The total contract ceiling amount is To Be Determined (TBD) at contract award and was determined based on the total value of all labor hours (196,720 total hours) and not-to-exceed (NTE) Other Direct Cost (ODC) values identified in Attachment J-1, Pricing Schedule Spreadsheet. Orders may be placed on a yearly basis and incrementally funded in accordance with Acquisition Management System (AMS) clause 3.3.1-39. The aggregate value of all Task Orders placed against this IDIQ will not exceed the total maximum contract ceiling amount identified above. Regardless of the estimated period of performance of Task Orders, the Contractor must only continue work until the obligated amount of funds are depleted. The Contractor is required to notify the CO when 75% of the obligated funds are depleted at the Task Order level in accordance with AMS clause 3.3.1-39.

B.3 CONTRACT LINE- ITEM NUMBERS

The Pricing Schedule Spreadsheet for this Contract, by labor category and ordering period, is provided in Attachment J-1. Labor hours ordered under this Contract must be performed in accordance with the basic IDIQ SOW, applicable Task Order SOW, and delivered in accordance with individual Task Order requirements. B.4 SCHEDULE

The Pricing Schedule Spreadsheet – Attachment J-1 contains the Contractor’s fully burdened labor rates by labor category and ordering year. These labor rates will be used to price the individual Task Orders awarded against this IDIQ contract.

B.5 TIME AND MATERIALS (T&M) TASK ORDERS

In performance of this Contract, the Contractor must provide the necessary personnel based on the amount of T&M labor hours as specified within individual Task Orders. Unless otherwise specified in the Task Order, the Contractor may deliver 90% to 110% of the hours specified for each labor category without formal modification as long as the Contractor does not exceed the obligated funding for the Task Order. All work will be performed in accordance with the SOW provided for each individual Task Order.

The functional descriptions and the minimum education and experience requirements for the required labor categories are provided in the SOW, Section C. It is estimated that the T&M labor hours provided at Attachment J- 1 are necessary to accomplish the requirements of this Contract.

(a) T&M Fully Burdened Labor Rates

The fully burdened hourly rates identified in the Pricing Schedule Spreadsheet – Attachment J-1 will apply to all direct labor hours. The fully burdened labor rates include all direct labor and indirect costs applicable to that direct labor (such as fringe, overhead, G&A, and cost of money if applicable), and profit. These fully burdened rates will apply to all direct labor hours regardless of whether the labor hour is expended by the Contractor or its Subcontractor(s). These rates represent the maximum labor rates that the Government will consider and/or accept during the contract period of performance.

(b) No Change to Rates if Subcontractors are Added or Deleted

The fully burdened hourly rates identified in the Pricing Schedule Spreadsheet - Attachment J-1 represent the hourly rates of the Contractor and all of its Subcontractors, if applicable, and are not subject to change after the Contract is awarded, even if a Subcontractor is added or removed by the Contractor during the performance period of this IDIQ Contract.

(c) Geographic Area

The fully burdened labor rates set forth in the Pricing Schedule Spreadsheet - Attachment J-1 reflect the rates for performance at Government-site location; the William J. Hughes Technical Center located in Atlantic City, NJ.

(d) Government vs. Contractor Site Rates

Government-site Rates: When performing at Government sites, the fully burdened labor rates must take into account that the Government will provide adequate workspace, software, hardware, utilities, telephone, office supplies, janitorial services, and other FAA provided services necessary to meet the performance requirements.

B.6 PRODUCTIVE LABOR HOURS

The Government will only pay for productive, direct labor hours, i.e., those hours authorized by the CO and applicable Task Order(s), in performing work under this Contract. This does not include sick leave, holiday, vacations, jury duty, military leave, administrative leave, etc.

B.7 ADDITIONAL LABOR CATEGORIES

During performance of this contract, at the request of the Contracting Officer, the contractor may propose additional labor categories, rates, and description necessary to support requirements of this contract or a specific Task Order. These additional labor categories, rates, and descriptions will be negotiated on a case-by-case basis and maybe incorporated into Attachment J-1 for use within task orders.

Section C - Description/Specifications Scope of Work

1.0 Background

The FAA William J. Hughes Technical Center’s Center Operations Division provides facility operations and maintenance, engineering, design and construction services for all organizations and personnel residing on properties located at the Federal Aviation Administration (FAA), William J. Hughes Technical Center (WJHTC).

The Facilities Engineering and Facilities Operations Branches within Center Operations are responsible for providing a safe, healthy, and secure work environment while operating, maintaining, and enhancing the Technical Center's support infrastructure (buildings, roads, utilities, and land). The Center Operations Division is responsible for the ongoing sustainment and enhancement of the physical infrastructure of the campus and requisite supporting services.

1.1 Scope

The scope of this contract is to provide engineering/technical and inspection services to augment activities normally accomplished by FAA employees as necessary for the proper function and operation of the WJHTC. This scope encompasses requirements specifically defined in the contract, and those that otherwise are reasonably required to facilitate execution of the intent of this contract. This includes, but is not limited to: technical support; development and review of design documents; space management; project planning and scheduling; construction inspection;

quality assurance/inspection support; facilities oriented emergencies support; facilities-related condition assessments; preventive maintenance and service call inspections; project management of IDIQ/T&M projects;

development of SOW/cost estimates/specifications; inspection of service contractor work; maintaining facilities-related equipment inventory information; development of preventive maintenance procedures; and development of operating procedures (SOPs). This work statement specifies the services, support and reporting functions the Contractor is to provide to the Center Operations Division and sets forth the requirements to accomplish specific activities to provide engineering and other professional services to the Division. Specific requirements are outlined in Section 2 of this SOW.

1.2 Work Schedules

The William J. Hughes Technical Center’s normal hours of operation (NHO) are 6:00 a.m. through 6 p.m., Monday through Friday, except Federal holidays. The Contractor must provide onsite management during NHO, regardless of vacation or any other absence by any individual employee or group of employees. If Task Area Lead (TAL) is not available, the Contractor must appoint a delegate.

The Technical Center’s mission includes active 24/7/365 support of the National Airspace System (NAS), as well as time-sensitive research and development efforts. A certain amount of work will need to be performed outside of NHO due to potential impacts and/or interruptions to occupants, building and/or schedule restrictions, emergency or urgent needs, and Technical Center closures, including Federal holidays. This work must be managed with the same standards of efficiency, professionalism, and effectiveness as work performed during normal hours of operation.

With the exception of Labor Categories designated as Service Contract Act (SCA) categories, no premium will be paid for overtime. The contractor will be paid the standard T&M rate for any additional hours beyond an eight-hour workday. For SCA labor categories, the Contractor is required to pay employees in accordance with SCA guidelines for anything over an eight-hour workday. The Contractor must coordinate any overtime with the COR and receive written approval from the CO prior to working any overtime. A not to exceed (NTE) amount will be assigned to the Contract for overtime hours. The Contractor must bill any approved overtime hours to the NTE Overtime CLIN. In some circumstances, the FAA may coordinate a flexible start time for SCA labor categories, so the workday for SCA labor categories does not extend past eight hours.

1.3 Work Assignment

The Center Operations Division uses an automated facilities management software program to assign and assess Contractor’s performance and to track individual Contractor hours spent on each assignment as well as the dates started and completed. The current system used is Archibus FM. The Government may elect to change software at any time. An FAA Branch or Section Manager or the COR will issue tasks to the Contractor Task Area Lead (TAL) via an Archibus Work Request, The Government will provide the necessary information for the assignee to perform the required task; the Contractor may contact the Government at any time for clarification or additional information.

The TAL or delegate must then assign the request to the appropriate Contractor personnel within defined time frames identified by the Government dependent on the immediate need. The Task Area Lead and assignee(s) are responsible to update the Archibus Work Request as tasks are completed or as otherwise defined by the Government.

If there is a need for emergency or urgent support, during a time when the COR or TAL is not available, contractor personnel may receive verbal requests from onsite Facilities Operations and/or Facilities Engineering management.

The Government will document prior verbal requests in Archibus as soon as practicable after the emergency or urgency has been addressed. Contractor TAL or delegate must process these requests within 48 hours of receipt.

2.0 Required Services

2.1 Facilities Engineering Branch

The Facilities Engineering Branch, comprised of the Architecture & Electrical Engineering Section (ANG-E341) and the Mechanical & Structural Engineering Section (ANG-E342), provides design and construction support for the William J. Hughes Technical Center and its Tenant organizations. The Facilities Engineering Branch also manages the William J. Hughes Technical Center’s Space Management Program, and Master Planning and Siting Board.

2.1.1 CLIN 0001-Facilities Engineering Branch Support

The Contractor is responsible for supporting all services provided by the Facilities Engineering Branch including, but not limited to:

2.1.1.1 Design Development: The Facilities Engineering Branch develops designs both internally and by utilizing the services of Architecture and Engineering (A&E) Firms. The design development accomplished under this contract is an integral activity of the Branch. The Contractor must develop design documents (statements of work, specifications, drawings, calculations, detailed RS Means Cost Works cost estimates) that effectively translate requirements into functional, constructible, and maintainable facilities related projects. The designs may include but not be limited to the disciplines of electrical, mechanical, civil, chemical, structural, fire protection and architectural design. The contractor must develop design statements of work for A&E firms, estimate the level of effort for A&E services, and review design documents developed by A&E firms under contract with the Government. Contractor employees must be proficient in Cost Works.

2.1.1.2 Technical Support: The contractor must provide overall engineering technical support, which may include but not be limited to tasks such as site investigations, visual inspections, system evaluation, collecting system information, developing calculations, escorting other contractors or personnel onto Technical Center property, and developing reports on findings.

2.1.1.3 Space Management Support: The contractor must provide support to the Space Management Program in all planning activities related to the efficient use of administrative spaces in all FAA buildings located at the WJHTC.

2.1.1.4 Project Planning and Scheduling: The contractor must provide overall coordination and planning of Center Operations Division programs and projects; develop program/project schedules using Microsoft Project; Solicit input from project team members, customers, and outside vendors to plan and schedule work activities; identify, analyze, and track program/project schedules; develop reports and brief management on schedule status, potential issues, alternative schedules and their impact on budgets and milestones.

2.1.1.5 Construction Inspection Support: The contractor must provide inspection services for construction activities to ensure compliance with all applicable codes and regulations.

2.2 Facilities Operations Branch

The Facilities Operations Branch is comprised of the Infrastructure Operations and Maintenance Section (ANG- E331) and the Facility Operations and Maintenance Section (ANG-E332). The Infrastructure Operations & Maintenance Section (ANG-E331) is responsible for ensuring the equipment and process reliability inherent to the efficient 24/7 operation of the WJHTC utilities and facility infrastructure systems, in addition to meeting the needs of various tenant organizations. The Facility Operations and Maintenance Section (ANG-E332) provides oversight and contract management on a wide variety of contracted facilities service. The Facility Operations and Maintenance Section is also responsible for maintaining detailed inventory data on buildings, equipment and utility distribution systems at the WJHTC. This section provides specialized software development and support for multiple automated systems used by various organizations within the Center Operations Division. This section also includes a metal shop and is responsible for the communications infrastructure at the WJHTC. Both the Facility Operations and Maintenance Section and the Infrastructure Operations and Maintenance Section perform condition assessment surveys of buildings, utilities, and equipment.

2.2.1 CLIN 0002-Facilities Operations Branch Support

The Contractor must support all services provided by the Facilities Operations Branch including, but not limited to, the following:

2.2.1.1 Quality Assurance/Inspection Support: Inspection of preventive maintenance (PM) and on-demand service call work completed by the Facilities Operations Branch’s Service Contractors (Center Operations and Maintenance Services (COMS), Custodial and Grounds) to ensure service contracts requirements are being met and to document findings in Archibus.

2.2.1.2 Percentages of PM and on-demand work requests requiring inspection per each Labor Category are dependent upon the criticality of identified equipment, and are as follows:

• Inspection Code 1 – 50%

• Inspection Code 2 – 25%

• Inspection Code 3 – 15%

• Inspection Code 4 – 5%

2.2.1.3 Timeframes for inspection of PM and/or Recurring Services work request, including data entry, must be completed by the Contractor no more than the following number of days after the work request is marked completed by the Service Contractor, based on the frequency of the subject PM procedure:

• Weekly – 5 business days

• Monthly – 10 business days

• Quarterly – 10 business days

• Semiannual – 15 business days

• Annual – 20 business days

• Biennial – 30 calendar days

• Other(s) – 30 calendar days

2.2.1.4 Archibus data entry requirements

If the work inspected is deemed acceptable, the work request must be updated by populating the Inspection Comments, Date of Inspection, Inspection Complete, and Inspected By fields in Archbus. Contractor must notify the Government of any work deemed unacceptable prior to any further action being taken by the Contractor.

2.2.1.5 Facilities Oriented Emergencies Support: Respond as required to unplanned outages, including but not limited to natural or man-made disruptions to utility services. Specific tasks may include but not limited to site visits, inspection of work report development, disseminating and recording relevant information regarding the emergency situation, and providing guidance and feedback that is dependent upon the situation and expertise needed.

2.2.1.6 Operations and Maintenance Documentation: Participate in specific tasks related to verifying equipment information, including but not limited to: reviewing operations and maintenance (O&M) manuals; developing preventive maintenance procedures, and preparing or reviewing contractor/customer-submitted Record of Change Requests (RCRs).

2.2.1.7 Project Support: Serve as project lead for work which will be accomplished by Facilities Operations Support Contractor(s). This effort includes, but is not limited to, development of design documents (statements of work, specifications, drawings, calculations, detailed RS Means Cost Works cost estimates) that effectively translate requirements into functional, constructible, and maintainable facilities related projects. The designs may include but not be limited to the disciplines of electrical, mechanical, civil, chemical, structural, fire protection and architectural design. May include performing market surveys, contacting vendors/manufacturers, and performing research on subject areas.

2.2.1.8 Condition Assessments: Condition Assessments of buildings, utilities, and equipment.

Conduct visual inspection assessments to identify needed repairs or maintenance. The use of Government-provided ladders, tools, etc. may be needed to access equipment and systems throughout the WJHTC campus. Inspection tasks may include, but are not limited to, hooking up meters, utilizing measurement instruments such as multi-meters, pressure gauges, etc.

2.2.1.9 Planned Power Shutdown Support: Participate in planned power shutdowns. These are activities scheduled by the Facilities Operations Branch throughout the year in order for the Center Operations Division to perform necessary preventive maintenance to the electrical infrastructure located throughout the WJHTC campus. The majority of PPS support will be after hours or on weekends/holidays. Contractor must attend planning and safety meetings prior to the Shutdown; provide quality assurance with regard to preventive maintenance performed by the Center Operations and Maintenance Services (COMS) Contractor, documenting completed work in Archibus; recommend mitigation or repair strategies; and attend lessons learned meetings as requested.

2.2.1.10 Escort Support: Provide escort support for non-badged personnel in support of day- to-day operations activities. Escorting may include, but is not limited to, providing access to subcontractors or vendors to various areas of the WJHTC campus, ensuring contractor or vendor(s) are properly monitored in the event they do not have proper badging, and inspection of contractor work.

3.0 Travel, Training and Other Direct

Travel:

Travel in support of this contract is expected to be limited. The Contractor will be reimbursed in accordance with the Federal Travel Regulations, except as stipulated in the FAA Travel Policy.

Current travel and per diem reimbursement rates may be obtained via Internet at: http://www.gsa.gov/perdiem.

Normal commuting expenses are not allowed. Travel between the Contractor's facility and the customer's location will not be reimbursed.

Any burden added to travel will be allowed only as defined in the Contractor's standard accounting practice. The Contractor must only incur travel expenses when prior written approval is received from the COR and CO. The travel authorization request submitted by the Contractor must include:

a) Name(s) of the traveler(s);

b) Destination;

c) Duration of the trip;

d) Breakdown of the estimated cost of the trip;

e) Brief description and reason for the trip;

f) Signature Block for FAA Functional Lead overseeing the travel; and

g) Signature Block for CO and COR for approval.

Other Direct Costs (ODC) must be approved in advance by the COR prior to any purchase. ODCs include training, travel, material, equipment, hardware, software, etc. The procurement of the cost-reimbursable, non-profit bearing items must be incurred only when a specific task order authorizes them AND prior written approval is received from the CO AND COR.ODCs, including, but not limited to, travel, will be reimbursed on a cost plus applicable indirect cost (no profit) basis. Indirect costs may be applied to ODCs in accordance with the Contractor’s established accounting practices. The Contractor must include the indirect rate to be applied to ODCs on each individual request to the CO and COR for ODC approval.

Training:

The Government will provide training within the first 30 days of the contract start date for FAA-specific programs including but not limited to: Archibus and Enterprise Contract Management System (ECMS). Also, the Government will provide training on new equipment or systems when deemed necessary. After initial training, the Contractor will be responsible for training new employees as they’re on-boarded.

The Contractor must provide all training necessary to maintain any necessary certifications identified in Section 8.0 and must provide RS Means CostWorks and AutoCAD training for all employees within 60 days of contract start date.

4.0 Government Furnished Equipment/Products

The Government will provide workspace at the WJHTC and associated Office Equipment. The Government will also provide tools typically required for inspection and surveying services and any specialty equipment needed for job performance. However, the Contractor must provide and maintain Personal Protective Equipment (PPE), as required by code, for their employees at their sole expense.

5.0 Period of Performance

The period of performance of this contract is for a total of up to 60 months encompassing a base year of twelve (12) months plus four (4) twelve (12) month option periods., beginning from the date of award.

6.0 Contract Restrictions

In accordance with AMS Clause 3.1.7-1 Exclusion from Future Agency Contracts (July 2018), which is incorporated by reference, the Contractor may be prohibited from bidding, either as a prime or subcontractor, on construction or maintenance contracts at the William J. Hughes Technical Center issued by the FAA or its resident Tenants. It is also incumbent upon the Contractor to ensure they are following the provisions in AMS Clause 3.1.7-2 Organizational Conflicts of Interest (January2023).

The successful Contractor must immediately notify the Contracting Officer (CO) if it becomes aware of any potential conflict of interest between itself and any entity contracted by FAA to perform services at the WJHTC. The CO will determine if a Conflict of Interest exists, and if so, if it may be ameliorated. The determination of the CO in terms of amelioration is final.

7.0 Labor Categories

The Contractor must provide personnel who possess the required knowledge and work experience in the disciplines needed to conduct and complete the work defined in this SOW. At a minimum, the disciplines will include a mix of engineering, applied sciences, mathematics, and business administration areas.

The following labor categories as set forth in Section 8.0 below are required to support this contract. The FAA reserves the right to add labor categories as deemed necessary after contract award. The government may add categories not currently identified on a case-by-case basis, depending on the requirement. It is required that all employees possess reasonable office automation skills (i.e., Microsoft Office products including Word, Excel, etc.)

to function in a modern engineering office.

Administrative personnel such as secretaries, administrative assistants, accountants, and business managers whose primary responsibility is corporate rather than Government support are not directly billable to the contract.

The Contractor must notify the COR and CO in writing as soon as possible, but no later than 24 hours of confirmation of any personnel changes due to retirement, resignation, or removal as these personnel actions may affect immediate fulfillment of contractor performance. Any new or replacement personnel must be approved by the CO and COR to ensure that they meet the qualifications of the labor category for which they are proposed.

The Contractor must not provide individuals with less than the specified level of education and experience for each of the specified levels of labor quality as indicated below.

The term "relevant experience" means experience applicable to labor skill categories defined in this SOW and related to the specific requirements defined in the contract and as determined by the COR.

Due to the sensitive nature of work performed by the FAA, Contractors are reminded that current security regulations regarding the use of foreign nationals by both prime and subcontractors must be followed.

8.0 Labor Categories and Qualifications

All candidates must meet the minimum labor category requirements set forth below.

Task Area Lead

Description of Duties:

Provides overall management of personnel working in a technical environment on individual Task Orders. Must utilize Archibus automated facilities management system to assign and track assignments to contractor personnel.

Education and Experience Requirements:

·Must possess a bachelor’s degree in engineering, construction management, business management, or a related technical field from an accredited college or university.

·Six (6) years of relevant experience managing professional and technical personnel and workloads in the engineering and construction fields under Government contracts is required; two (2) of the six (6) years must have been in a lead role.

· Must be proficient in the interpretation and implementation of Government contract and design standards, planning tools (i.e., work breakdown structures, Gantt charts, critical path analyses, PERT charts, etc.), and report development.

Planner/Scheduler

Description of Duties:

·Provides overall coordination and planning of major Center Operations Division programs and projects.

·Responsible for coordinating activities within the Division and, if necessary, with other FAA lines of business and outside agencies or entities.

·Identifies, develops, analyzes, and tracks program/project schedules ·Conducts resource allocation and leveling ·Briefs upper management on schedule status, potential challenges, alternative schedules and impacts on budgets and milestones.

·Performs critical path and dependency analysis as well as baseline management

Education and Experience Requirements:

·Must possess a bachelor’s degree in engineering, construction management, business management, or a related business or technical field from an accredited college or university.

·Eight (8) years of relevant project management and scheduling experience.

·Must be proficient in Microsoft Project or an equivalent scheduling software and have the ability to perform scheduling and planning duties utilizing this software.

·Certification from the Project Management Institute (PMI) as a Scheduling Professional (PMI-SP) or Professional Project Manager (PMP) or equivalent is required.

Architect

Description of Duties:

·Investigates and evaluates buildings or project sites to determine existing conditions, feasibility of proposed projects and to establish criteria and requirements for design, including customer program requirements. Evaluates data obtained, incorporating relevant features into design consideration and solutions. Projects involve a diverse group of structures, including office buildings facilities, laboratories, warehouses, historical buildings, and other WJHTC facilities.

·Prepares in-house architectural design documentation, applying the latest design and construction techniques, applicable building code requirements and WJHTC policies.

·Prepares interior and workstation designs. Document preparation includes drawings, specifications, design analyses, planning budget estimates, and detailed cost estimates necessary for advertised or negotiated procurements and includes evaluation of design and construction objectives, identifying the most economical and efficient design and construction procedures, coordinating with other architects and/or engineers in coverage of all technical areas, resolving overlapping responsibilities among technical disciplines, and meeting total building objectives, space requirements and schedules.

·Provides professional review, assessment and analyses of architectural design documentation prepared by others, including in-house engineering personnel and A/E firms, for adherence to program requirements, applicable building codes, technical accuracy, adequacy, and WJHTC policies.

· Prepares architectural scopes of work and detailed fee estimates used for negotiating with A/E firms and office furniture vendors for design services. Provides subject matter expertise to assist the FAA with evaluations, selections and administration of A/E and other vendor contracts. Outlines in detail those architectural and economic factors to be presented to contract A/E firms to facilitate design decisions on major systems from a range of possible alternatives.

·Assists in administering, monitoring, and managing architectural aspects of construction projects and workstation installation projects. Reviews contractor submittals and proposals for feasibility, adequacy and compliance with design and contract requirements. Recommends approval or rejection of contractor submittals and proposals and confers with contractors to resolve issues. Assists Contracting Officer Representatives in construction inspection activities for architectural work.

· Prepares necessary visual aids, architectural drawings, sketches, renderings, color boards and physical models for presentation of projects to appropriate officials.

· Selects furnishings, desks, storage, systems furniture, window treatments, cubicle curtains, wall art, ambient lighting, and building finishes along with all other interior design related elements.

·Holds conferences and interviews with clients and management to define scope of work, work functions and requirements, and gather information necessary to accomplish a functional design for the end users.

· Research sources, verifies measurements, provides accurate drawings, monitors, and coordinates installation of furniture, and finishes, and maintains accurate communication and coordination with facility staff, support services and suppliers.

· Collaborates with architects, FAA PMs, and vendors during the design and implementation of facilities and interior design projects.

· Prepares drawings, specifications, planning budget estimates, and detailed cost estimates necessary for advertised or negotiated procurements.

Education and Experience Requirements:

·Must be proficient in the use of RS Means CostWorks and AutoCAD.

·Must possess, at a minimum, a bachelor’s degree in architecture from an accredited college or university.

·For the Senior level, eight (8) years of relevant experience is required. For the Journeyman level, five (5) years of relevant experience is required.

Civil/Structural Engineer

(The FAA intends to award hours against this category in Year Five (5) - however, this does not obligate the Government to award hours against this labor category.)

Description of Duties:

·Prepares engineering designs for the construction and/or modification of structural works that serve the general public, including roads, sewerage systems, and other infrastructure. Designs typically involve the development of detailed plans, specifications, calculations, construction cost estimates, and statements of work.

·Prepares statements of work and cost estimates for designs to be developed by A/E contractor.

·Performs analyses and calculations within his/her discipline, including the analysis of technical proposals and designs prepared by contractors and others.

· Provides technical support within his/her discipline during construction, which includes field inspections, submittal review and project meeting attendance.

·Performs assessments of existing and proposed civil/structural systems for life safety compliance and other risks.

Identifies potential hazards and implements mitigation methods.

·Maintains knowledge of current codes and technologies through research and training.

· Assures assigned projects comply with applicable codes and standards, including FAA Orders and directives.

·Collaborates with other engineers and design professionals to create complete design packages.

·Coordinates project activities with other agencies, contractors, utility companies, state and local government authorities, and the general public.

·Performs inspections of on-demand repairs, scheduled preventive maintenance tasks, projects, and other electrical system related tasks.

·Develops inspection reports and provides feedback to FAA personnel, contractors, and stakeholders based on observations and recommendations.

·Develops and reviews statements of work (SOW), cost estimates, drawings, and project documentation. Provides feedback and recommendations accordingly.

Education and Experience:

·Must have experience in the application of the latest construction technologies to meet the mission requirements of the Customer with a primary focus on facility and site infrastructure and systems.

·Must possess, at a minimum, a bachelor’s degree in civil or structural engineering from an accredited college or university.

·Must be proficient in the use of RS Means CostWorks and AutoCAD.

·Eight (8) years of relevant experience is required for the Senior level; five (5) years of relevant experience is required for the Journeyman level.

*Electrical Engineer

Description of Duties:

·Prepares engineering designs for the construction and/or installation of electrical apparatus, appliances, devices, and systems. Designs typically involve the development of detailed plans, specifications, calculations, construction cost estimate, and statement of work.

·Prepares statements of work and cost estimates for designs that will be developed by A/E contractor.

· Performs analyses and calculations within his/her discipline, including the analysis of technical proposals and designs prepared by contractors and others.

·Provides technical support within his/her discipline during construction, which includes field inspections, submittal review and project meeting attendance.

·Performs assessments of existing and proposed electrical systems for life safety compliance and other risks.

Identifies potential hazards and implements mitigation methods.

·Maintains knowledge of current electrical and building codes and technologies through research and training.

·Assures assigned projects comply with applicable codes and standards, including FAA Orders and directives.

·Collaborates with other engineers and design professionals to create complete design packages.

·Coordinates project activities with other agencies, contractors, utility companies, state and local government authorities, and the general public.

·Performs inspections of on-demand repairs, scheduled preventive maintenance tasks, projects, and other electrical system related tasks.

·Develops inspection reports and provides feedback to FAA personnel, contractors, and stakeholders based on observations and recommendations.

·Develops and reviews statements of work (SOW), cost estimates, drawings, and project documentation. Provides feedback and recommendations accordingly.

Education and Experience Requirements:

· Must have experience in the application of the latest technologies to meet the mission requirements of the Customer with a primary focus on facility and site infrastructure and systems.

· Must be proficient in the use of RS Means CostWorks and AutoCAD.

· Must possess, at a minimum, a bachelor’s degree in electrical engineering from an accredited college or university.

· For the Senior level, eight (8) years of relevant experience is required. For the Journeyman level, five (5) years of relevant experience is required.

Fire Protection Engineer

(The FAA intends to award hours against this category in Year Five (5), however this does not obligate the Government to award hours against this labor category.)

Description of Duties:

- Provides expertise in the application of the latest fire protection technologies to meet the mission requirements of the Customer with a primary focus on fire suppression systems.

·Provides smoke control/management, building layout and space planning for life safety purposes, emergency exits, elevator fire recall, risk analysis, and post-fire investigation and analysis.

· Assesses existing and proposed facilities for fire hazards, life safety compliance and other risks. Identify potential hazards and implement mitigation methods.

·Ensures the proper design, construction, and arrangement of facilities to mitigate fire damage.

Education and Experience Requirements:

·Must possess, at a minimum, a bachelor’s degree in fire protection engineering from an accredited college or university.

· Eight (8) years of relevant experience is required for the Senior Level; five (5) years of relevant experience is required for the Journeyman level.

*Mechanical Engineer

Description of Duties:

·Prepares engineering designs for the construction and/or installation of mechanical, heating, ventilating and air conditioning apparatus, appliances, devices, and systems. Designs typically involve the development of detailed plans, specifications, calculations, construction cost estimate, and statement of work.

· Prepares statements of work and cost estimates for designs that will be developed by A/E contractor.

· Performs analyses and calculations within his/her discipline, including the analysis of technical proposals and designs prepared by contractors and others.

· Provides technical support within his/her discipline during construction, which includes field inspections, submittal review and project meeting attendance.

· Performs assessments of existing and proposed mechanical systems for life safety compliance and other risks.

Identifies potential hazards and implements mitigation methods.

· Maintains knowledge of current building codes and technologies through research and training.

· Assures assigned projects comply with applicable codes and standards, including FAA Orders and directives.

· Collaborates with other engineers and design professionals to create complete design packages.

· Coordinates project activities with other agencies, contractors, utility companies, state and local government authorities, and the general public.

·Performs inspections of on-demand repairs, scheduled preventive maintenance tasks, projects, and other electrical system related tasks.

· Must have experience in the application of the latest mechanical systems technologies to meet the mission requirements of the Customer with a primary focus on facility and site infrastructure and systems.

· Must be proficient in the use of RS Means CostWorks and AutoCAD.

· Must possess, at a minimum, a bachelor’s degree in mechanical engineering from an accredited college or university.

· For the Senior level, eight (8) years of relevant experience is required. For the Journeyman level, five (5) years of relevant experience is required.

Construction Inspector

Description of Duties:

· Reviews architectural/engineering plans and specifications to ensure they meet all applicable codes and provide comments relative to construction.

· Assists architects and engineers in evaluating design and construction objectives as well as construction submittals.

· Attends preconstruction meetings.

· Conducts independent construction inspections for compliance with contract, environmental, safety and facility requirements, regulations, policies, and procedures.

· Develops daily inspection reports; Take photos of existing conditions and construction progress.

·Coordinates schedules and work activities with customers, contractor personnel and all stakeholders.

· Assists in preparing scopes of work and cost estimates for Contract modifications,

· Supports all post-award construction completion work by participating in lessons learned reviews and completion of all contact closeout procedures, including development of RCRs (Record of Change Requests) and submission of warranty and O&M information to the Facility Operations Branch.

· Monitors construction sites to ensure overall compliance.

· Uses survey instruments, metering devices, and test equipment to perform inspections. Provides written documentation of findings.

·Recommends the Government issue violation notices and stop-work orders, when necessary, until building is compliant.

Education and Experience Requirements:

·The candidate must possess construction experience in complex projects related to the following disciplines:

electrical, mechanical, structural, civil and fire protection.

· Eight (8) years of relevant experience is required for the Senior level; five (5) years of relevant experience is required for the Journeyman level.

Space Management Coordinator (Program Analyst)

Description of Duties: Provides support to the Space Management Program Office in all planning activities related to the efficient use of administrative spaces in all FAA buildings located at the WJHTC including but not limited to:

·Supports coordination of administrative space audits to determine use of areas, workstations, or private offices.

·Initiates actions to correct erroneous data sets to continue improving the effectiveness of the WJHTC Space Management Program.

·Assists in coordinating the support provided by in and out of the Branch resources that support the Space Management Program.

·Corrects erroneous data sets to continue improving the effectiveness of the WJHTC Space Management Program.

·Assists in the planning of personnel relocations to support projects, or long-term program goals.

·Assists in estimating anticipated growth and reductions of personnel in organizations occupying all major FAA buildings on the campus.

·Evaluates space management requests that are received via the organizations work management system (Archibus) and process the requests to ensure personnel are relocated in a timely manner and that the relocation is in conformance with the Space Management policies and orders (Technical and Administrative Space Standards Order CT4665.4A and the William J. Hughes Technical Center Office Space Management Order CT4665.4.).

· Assists in tracking space utilization across the Technical Center, to ensure the spaces are utilized in an effective and efficient manner, and to allocate space by analyzing the need of the organizations, documented requirements and required structural modifications, available space, alignment with Technical Center strategic goals or other space related factors.

· Provides assistance for the Technical Center’s Space Holder’s Management Council (CSMC) in recommending, prioritizing, and initiating projects and activities that directly affect employees and managers across organizations within the Technical Center campus. The CSMC is the forum that collectively manages the space at the Center, and which is composed by representatives of all the agency organizations utilizing space at the Center.

·Assists in developing recommendations, prioritization, and initiation of projects and activities that directly affect employees and managers across organizations within the Technical Center campus environment.

· Assists in communicating and integrating the Technical Center's strategic plan, mission, vision and values into the Space Management Program's strategies, goals, objectives, work plans and work products and services.

Education and Experience Requirements:

· Must possess three years of experience demonstrating abilities to analyze data, plan coordinated activities, develop, and implement processes and procedures and conducting meetings among a diverse group of personnel.

· A college degree is not required.

· Three (3) years of relevant experience is required for the Journeyman level.

Civil Engineering Technician**

Description of Duties:

Includes but is not limited to:

·Reviews plans to ensure they meet building codes and contract specifications.

·Monitors construction sites to ensure overall compliance.

·Uses survey instruments, metering devices, and test equipment to perform inspections.

·Keeps daily logs, including photographs taken during inspections
