Inspection Codes define criticality of equipment and percent of inspection to those types of equipment. Ex. Inspection code 1- critical equipment, all equipment assigned to an inspector with this inspection code must be inspected 50%. So if there is 10 of these issued then 5 must be inspected.

| Resumes are not required to be submitted with proposals, however, resumes for all personnel will be required during the transition period so the FAA can confirm personnel meet the contract requirements. |
There are a few differences between the number of hours in the solicitation versus those in the Excel budget template. Examples include the number of hours in CLIN 3 (Years 3 through 5) for the Electrical Engineering Technician Senior labor category, and the number of hours for the Mechanical Engineering Technician Senior labor category in CLIN 3 in Y3. This also affects the total number of hours (for example, in the solicitation tables on pp.17-18, CLIN 3 has 240 total hours in Y3, whereas in the budget template the total number of hours is 1040; this leads to an overall mismatch in the total number of hours in the solicitation vs the Excel budget). Please confirm if we should use the budget template as is or if the FAA will update the template to match the solicitation.
The number of hours in CLIN 3, years 3 through five, for the Electrical Engineering Technician Senior labor category is 80 per year.
The number of hours in CLIN 3, year 3, for the Mechanical Engineering Technician Senior labor category is 40. Total hours per year under CLIN 3 for years one through five is 240.
The template has been updated. See Amendment 0004, revised attachment J-1 Pricing Schedule Spreadsheet.
There is a discrepancy between a number of position/labor category titles in the solicitation detailed descriptions beginning on p. 10 vs those in the solicitation tables beginning on p. 17 vs those in the Excel budget template (e.g., Civil Engineering Technician vs Civil Engineering Technician Sr. vs Civil Technician Sr.). Some position titles also don't exactly match the titles in Attachment J.4 (Wage Determination). Will the FAA update the titles in the Excel budget template and/or in the solicitation tables starting on p. 17 to make sure that there is no accidental mismatch?
All Labor Categories have been updated in the SIR and Excel budget template. See Amendment 0004, revised attachment J-1 Pricing Schedule Spreadsheet.
Please read the conformance process section in the (J-4 Wage Determination) on SCA labor categories that don’t crosswalk the wage determination.
The solicitation states at the bottom of p. 90: "The Offeror must provide the following information on the first page of the Offeror’s pricing proposal:
1) Solicitation number.
2) Name and address of Offeror, CAGE code(s) and DUNS Number(s).
3) Total offered price (fully burdened rates times FAA-provided hours, plus NTE amounts provided for Materials and ODCs)
4) Name, address, telephone and email address of the Government cognizant contract audit office for the prime and each subcontractor, if available.
5) Name, address, telephone and email address of the Government cognizant contract administration office for the prime and each subcontractor, if available."
Since Vol. 3 (Price Volume) is only the Excel workbook with no additional write-up, can Offerors provide the 5 pieces of information pasted above in a new tab on the Excel workbook, instead of in a separate PDF or Word document? If so, since the current budget template is locked, can FAA issue a new budget template which is unlocked, or a new budget template with an additional unpopulated tab to allow for the entry of this information?

The Excel budget template tabs are labeled CY24, CY25, etc. Yet the dates at the top do not correspond to calendar years (e.g., "5/1/2024-4/30/2025"). Can FAA confirm the performance period and will it relabel the tabs for clarity (e.g., PY1, PY2, etc. for "project year")

Section B.3 states "The total estimated price for each CLIN is the sum of the total price labor, travel and ODCs from Attachment J-1." Section M.3.5 also refers to "2. CLINs with FAA provided Not-to-Exceed (NTE) amounts." The travel and ODC amounts are blank in the budget template. Please confirm.

Row 23, Cell E-F It appears that escalation is not being properly calculated in the referenced cells. Are offerors permitted to modify the escalation formula to correct any discrepancies we find when preparing our price?

| 8.0 Labor Categories and Qualifications |
Education and Experience Requirements:
Section 8.0 of the SOW defines education and experience requirements for multiple labor categories, however not all of these labor category levels are included in Attachment J-1, the “Pricing Schedule Spreadsheet”. We have two questions which relate:
A.) Given that the government has already defined different levels in multiple labor categories, can Offerors expand the “Pricing Schedule Spreadsheet” to include rates for additional levels within each labor category?
B.) Can offerors expand the labor category and levels priced within Attachment J-1 to include additional labor category levels beyond Senior and Journeyman – e.g. “Development” and “Master”?
The Government only has requirements for either senior or journeyman levels within each category as stated on pages 17-18 of the SIR, which corresponds with the Pricing Schedule Spreadsheet.

Is there any specific problem/situation that led to this acquisition request? – I notice in the SIR section 1.1, “normally accomplished by FAA employees,” is it then a shift of civil servant to contractor for the work?
This requirement is not a shift from Civil Servant to Contractor for this requirement.
Can you confirm there’s currently been no bid related to this listing? I see on sam.gov "0 Total number of Awards | 0 Total Number of Recipients" which I assume is my answer, but I want to be certain.

This approach not only simplifies the evaluation process but also encourages a wider range of competitors, potentially including innovative small businesses and service-disabled veteran-owned small businesses, to participate by focusing on technical competency and cost-effectiveness rather than subjective criteria that may inadvertently favor incumbents or larger entities with more extensive past performance portfolios.
Could you kindly detail the rationale behind the chosen procurement strategy, particularly in terms of how it aligns with the overarching goal of achieving the best possible outcome for the government and the taxpayer, while ensuring a fair and open competition that encourages diversity and innovation among service providers?
In accordance with AMS Procurement Guidance the FAA has determined that the tradeoff process is appropriate, because the day-to-day requirements do not lend themselves to being fully defined, and there is greater performance risk. The technical considerations play a dominant role in this source selection.
