1. The purpose of this procurement action is to increase the Counter Unmanned Systems (C- UxS) Systems Integration Partner (SIP) contract ceiling on the current IDIQ (H9240222D0001) from $967,599,957.09 to $1,917,599,957.09. The contract ceiling increase is required to fulfill immediate C-UxS capability expansion and support requirements anticipated from Ukraine and Israel Supplemental funding for USSOCOM, United States Army (USA), United States Marine Corps (USMC) and other government agencies.
2. In 2021/2022, United States Special Operations Command (USSOCOM) Program Executive Office (PEO) Special Operations Forces Warrior (SW), SOF AT&L PEO-SW, utilized a competitive phased prototype strategy in accordance with Other Transaction Authority (OTA) 10 U.S.C. § 2371b (now 10 U.S.C. § 4022) to award prototype project agreements. Continued use of 10 U.S.C. § 4022 resulted in a follow-on production contract for Counter Unmanned Systems (C-UxS) Systems Integration Partner (SIP). In compliance with 10 U.S.C. § 4022, use of this authority was essential to meet critical national security objectives.
3. On 19 January 2022, the USSOCOM Directorate of Procurement awarded the follow-on SIP production contract to Anduril Industries, Inc. (Anduril) as a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) in support of a USSOCOM C-UxS Program of Record (PoR). Delivery Orders under this IDIQ include the following:
CONOP Package Development;
Sensor/Effector Evaluation Support;
Procurement of C-UxS devices across the SOF Family of Systems;
Integration Support;
Logistics Coordination;
Developmental/Engineering Sprints;
Training, testing, and field service support;
Program Management, sustainment and engineering support services;
Support to mission critical and urgent SOF requirements.
4. In keeping pace with C-UxS threat evolution, USSOCOM, pursuant to the authorities of
Department of Defense Directive (DoDD) 3800.01E, continues to pursue technical solutions to fulfill its SOF-peculiar requirements (i.e. increased autonomy, lower Size, Weight, and Power (SWAP) and reduced signature solutions). The SOF C-UxS program has seen continued Congressional interest over the past four years, enabling SOF to accelerate “C- UAS capabilities for austere locations abroad.” Based on the current high threat environment driving an increased force protection footprint for deployed SOF, USSOCOM is facing urgent procurement demands in support of US SOF and our partners.
5. Due to the urgency of the pending requirements, USSOCOM has determined that, in accordance with FAR 6.302-1(a)(2)(ii), no other responsible source will satisfy agency requirements with the available technical data without incurring substantial duplication of cost that is not expected to be recovered through competition.
