About this file
This is a pre-bid conference transcript for the Iowa Army National Guard's Sioux City Vehicle Maintenance Shop construction project, a military construction initiative funded by Congressional appropriation and administered through state contracting procedures. The project involves construction of approximately 24,805 square feet of new facility space including work bays, administrative offices, classroom, latrine/shower/locker rooms, and support spaces, along with specialized systems including a controlled waste handling facility, flammable materials handling facility, photovoltaic electricity-producing system, and geothermal heating loop system. The bid solicitation period runs from June 6, 2025, through July 1, 2025, at 1:00 PM CDT, with bids submitted electronically through the IMPACS system. A mandatory pre-bid conference was held on June 17, 2025, with both in-person and virtual attendance via Microsoft Teams. The project includes a base bid and five alternates, with bidders required to bid all alternates or face bid rejection. The anticipated notice to proceed is targeted for no later than end of July 2025, with the project estimated at 16 to 18 months in duration. Site access requires valid government-issued identification and passage through the Air National Guard main gate security checkpoint, with random security searches of workers departing the installation.
The base bid cost estimate is $10.7 million, with bidders required to provide bonding based on this amount. The bid form requires completion of all requested information including the targeted small business form, schedule of work commencement and substantial completion dates, and either handwritten or digital signatures. No liquidated damages or completion incentives are included in the contract. Substitution requests were due by June 24, 2025, with addenda issued through both the IMPACS system and Bline in Blue. The project is subject to the Buy American Build American Act with supplemental conditions incorporated into the specifications. While the Iowa Army National Guard normally follows federal contracting procedures, this project uses state contracting procedures. A 60-day bid guarantee applies to all submitted bids. Bidders with questions should contact Contracting Officer Philip Payton at philip.payton@iowa.gov, with technical questions directed to the Farnsworth Group consultant team. Physical bid submissions are not accepted; all bids must be submitted electronically through IMPACS with pre-arranged email submission available only in cases of technical emergency.

Brothers, Michael S NFG NG IAARNG (USA) started transcription
Nate 0:29 I descended a free, downloading it and just redoing it off that I don't know if maybe I don't have deleted that page initially is maybe what I did.
So I just ******* exit out and re downloaded it and I popped right back up and I got both areas.
So yeah, it had to have been my own doing at that point.
Maybe I hit a delete or something?
It's about the only thing that makes sense to me.
I'm gonna have to go over my lunch break now.
Otte Construction Company 0:52 The e-mail, like through our I don't know teams deal.
Nate 0:53 Take it. Unless I gave it to you. But I can't find my.
Otte Construction Company 0:55 Yeah. How does that work?
I just threw it in and I guess I have teams already downloaded on my computer. Oh.
Brothers, Michael S NFG NG IAARNG (USA) 1:09 Hi, Phil.
If you hear me OK?
Philip Payton 1:12 Yes, I can.
Brothers, Michael S NFG NG IAARNG (USA) 1:13 Alright, awesome.
That's that's me.
Philip Payton 1:48 I gotta go over some stuff with Maria.
Brothers, Michael S NFG NG IAARNG (USA) 2:31 Diane Shane's still going around here in the room.
Yeah, I have.
All right, great. Thanks.
It may ask just.
OK.
Well, it'll be 11:00 here in less than a minute, and we'll get started sessions.
Everybody who's on the meeting, via teams, obviously I'm not projecting any video from from my site.
I may be sharing my screen here a little bit later but.
Anyway, and I'm also recording and and having teams do a transcription of this just so I can get the hopefully the attendance roster off of here for the folks who who are here online, we have a few folks that are here in the room with us in S.
City.
So I'd ask everybody here on teams to just mute your microphone while you know, while we're going through some of the stuff until you have a question then obviously you know, fire away at that point because we will open it up for questions.
Now this is my first time doing this so I'm gonna. I'm gonna learn as we go. And by saying the first time doing this, it's my first time doing it as a split type meeting between teams and in in person.
So I'm probably gonna have to do some some repeating of of questions and.
And and comments 'cause. I'm not sure that everybody's going to be able to hear, you know, properly or that the people talk speaking here are going to, you know, come across through the microphone all that well.
So we're going to do our best.
We're going to speak loud here and and and hopefully make this all worthwhile for everybody. So now that's 11:00. I'm just going to go ahead and get started.
I don't want to waste everybody's time. So my name's Mike brothers.
I'm the design and construction chief for the Iowa Army National Guard.
I've worked for the.
Construction Facilities management officer, who was John Perkins?
And we are here today to have our our pre bid conference for our Sioux City Vehicle Maintenance Shop construction project.
I'll just say right off the bat that this is a a military construction project.
So it's it's something that the state gets maybe one of every few years.
It's it's appropriated directly by Congress.
You know, so it's got.
It's a little bit different than than, say, a typical kind of run-of-the-mill project for us.
But anyway it is.
Even though it's federally funded, we're going to be doing state contracting procedures.
So we've got our contracting officer who's with us here on teams who talk a little bit about the contracting process and bidding process that we're going through with this particular project.
It's a little different from us from what we've done in the past.
But anyway, so he's on board here.
Today. So I'm gonna do short introductions here of the project management team and then.
I'm going to go through the the again kind of the the bidding process, things that you need to know from a a bidding standpoint and and let my KO chime in on on that. And then I'm gonna turn it over to the consultant team to give a brief.
Synopsis of the project and then we'll open it up for any questions that that folks might have.
Yeah, about the plans and specs.
So we'll just go ahead and get started.
I've already introduced myself our consultant for this project is Farnsworth Group and they are represented here today.
By.
And Rich Larson, electrical engineer.
And online I see we've got Nathan Kress, Brad Kiel.
Brad Kuehl 7:51 Yes, hi Brad. Kiel with Bishop Engineering civil engineer.
Nathan Kress (KPFF) 7:56 At the Crestwood Kpff's structural engineer.
Brothers, Michael S NFG NG IAARNG (USA) 7:59 OK. And then our project manager for this project.
Who's a member of my team is Dave Amaland.
He is here.
We also have in the room our FMS representatives, Chief Chatterton and Warren, Officer candidate Freeze.
And so they're gonna be well, the Warrant Officer said.
He's gonna be retiring here soon, but he might be around. Or the the Warrant Officer candidate certainly will be, but.
But we will have a, you know, a presence here from the the currently operating shop during the life of the project and and they will be probably visible and on site during the project quite a bit. But so anyway those are the the key folks that I'm sorry.
Scott 8:33 Area.
Brothers, Michael S NFG NG IAARNG (USA) 8:47 And also online we have our contracting Officer, Phillip Payton, and I'll turn it over to Phillip here in a little bit once we get through.
A few other things.
So just for everybody's information, again this is going to be a statement.
Contract using state contracting procedures.
So there's some federal if you're used to federal contracts and their procedures, there's there's differences and a lot of them has to do with we don't obviously follow the the far and then.
You know, we don't have to follow the Davis Bacon Wage Act.
However, there is a a law that was put into effect a few years ago called the.
By American build, American act. And so we have just added.
In some language into the supplemental conditions in the specs about how that act applies to every aspect of this project.
Now that information came in a little late in the design development process, so we didn't get it incorporated.
I don't think throughout as far as you know, choices for basis of design for certain pieces of equipment. But I think that Farnsworth has already taken a stab at at correcting a lot of those.
Issues that we had by not identifying the Baba requirements earlier.
Does anybody have any questions about which federal laws are going to apply to this particular contract?
All right, hearing none. I'm gonna move on.
So again, we're here today just to give everybody an opportunity to ask questions.
We're building on a virgin site, so there's gonna be a whole lot to see on a walk around. However, we'll take people down there if people want to go down and and and walk around a bit, I suppose we can.
We can do that while we're here. Obviously you folks on teams aren't gonna do that, but anyway.
And that's that's really what we're we're looking to accomplish here today.
I did want to spend a little time up front talking about.
The vetting process, like I alluded to earlier, it is.
It's a different process for us.
It's one that Mister Payton, our our contracting officer, is familiar with though, so I know he's going to shepherd us through it with no issues here.
But if you do have any questions about that, that bids submittal process, then Phillip will will be able to to answer them.
So I'm going to share the.
Bye.
I set this up so that nobody has to sit in a waiting room.
Who wept wire? I don't see this.
OK.
Sorry, yeah.
I, like I said, I set this up so nobody has to wait for the organizer.
OK.
Everybody see my screen now by any chance?
Everybody seeing the the Word document, the bid form, I think you should be OK yeah, so.
Philip Payton 11:50 Yeah, it just came out.
Brad Kuehl 11:50 Yep, yes.
Mike Robinette 11:51 Yep.
Brothers, Michael S NFG NG IAARNG (USA) 11:53 This this form is found in the in the spec manual.
And then there is also a form in the spec manual that is the targeted small business form.
And those two forms will need to be pulled out of the spec manual and and completed.
And that'll be part of the upload.
That you'll do into the impact system, which I'll let Philip talk about here in a little bit.
So on the bid form, just wanted to kind of go through this real quick.
Just note that the the bid date and the due time is 1:00 on July 1st.
So I think that's two weeks from today.
And make sure you're on time because we will be initiating the the bid opening and and the public reading process precisely at 1:00 on on the 1st, so.
We'll just go through each section just really quick.
In the acknowledgement section. This is where you will acknowledge any addenda that are issued.
From now until until the bid time.
So there's already been one addenda that has been issued, and so this is where you're going to acknowledge all the addenda that that are issued throughout the bidding process.
I will mention that you can get your plans and specs in a couple of different locations.
I believe they're uploaded on the impact site.
Is that correct?
Phillip.
Philip Payton 13:31 Yes, Sir.
Brothers, Michael S NFG NG IAARNG (USA) 13:31 And then there also at Beeline in blue.
So no matter where you got your your plans in specs from, you know when a dendadoo come out, they will come, come out through both channels through impacts and beeline in blue.
So as long as you've got your your plans and specs from one of those locations, you will be informed about any addenda that are issued automatically.
So following on down the bid form then?
Section 3. Then is is the actual proposal. So just make sure that you read the instructions here.
There's instructions on the form.
It also talks a little bit about it in the instruction to bidder section in the in the spec manual, but it's just like writing a check.
So you're gonna write your bid out in, in words and numbers as as provided for.
Any space and just to note that this project we've got a base bid and then we've got.
5 alternates and I believe we need a bid on every single one of them.
You can't pick and choose, so either bid them all or your bid will be rejected.
If there's any discrepancy like it says here at the bottom between what's in words and and what's in numbers, then whatever is written out as is what's going to govern.
If we have to make that distinction, which I hope we don't, I've been doing this a long time and I don't remember that ever being a problem. But there's always the first time for everything. I suppose the next section is the schedule and what we're asking for here.
Is your best estimation of when you think that you would be looking to start major construction.
Activities and then when you think that you would be through to substantial completion and we don't have a specific end date in mind and there's no liquidated damages or incentives in the contract.
So we don't.
We're not going to hold anybody to these to these dates.
As far as you know, there's going to be damages assessed.
However, we do use them for informational purposes.
To kind of set what the calendar is when we get the initial schedule.
From the successful bidder on the project.
And it's that then that schedule that will will end up, you know, using more as a contractual schedule.
Than than these days, however, this gives us information upfront that we can talk to our leadership about it and then let them know kind of you know what a proposed timeline is gonna is gonna be for the project.
So it is important, even though it's not a bid determining factor.
And then going on down the next section of note is Section 6 on the bid form.
You'll see that we've got quite a bit of information requested in here. We do need every.
Request there every field filled out and and submitted.
And.
Phillip, will you accept digital signatures as as well as handwritten signatures on this form?
Philip Payton 16:32 Absolutely yes.
Brothers, Michael S NFG NG IAARNG (USA) 16:34 OK, so digital signatures and or handwritten signatures are acceptable on this form.
All right.
Does anybody have any questions about how to fill out the bid form?
Yes, ma'am.
OK. So you've you've Segway very nicely into the next topic. I wanted to hit.
So Philip, we had a question here about now the the actual procedure and the process for submitting the bid documents through impact.
Can you talk to that?
Philip Payton 17:16 Yep. So in the chat here and I if if you have somebody in the room, I don't if they have the advertisement to bidders, but just so everybody, if you don't have that, you can find the initial link at bidoppurunities dot Iowa Gov.
He types in the search bar, Sioux City.
This project will show up. There will then be instructions that will take you to the actual bid submittal site, which is called impacts.
Through there you'll register your company. If you haven't already, it's.
It's pretty dummy proof.
I will gladly walk anybody through it that needs to be on the on the instruction of bitters, my phone number, and e-mail I believe are both included on there.
So you can find that there all of the specs like Michael said are also located there.
What you will do is you will peel these two pages or these two documents. The the TSB and the actual bid sheets.
You'll peel those apart.
You will put in your.
Your bid bond as well with this and upload all those documents.
Into a section that will say vendor attachments. It will be very easy to find in there if we can't find it, get ahold of me, I'll walk you through it again like I said, but it will be simple.
It it'll be a drag and drop you if you put all of them into one. One complete file you can just drag it over into a window and it uploads it for you.
So like I said, it's it's it's pretty easy to use in the event that you have trouble.
Please not at the 11th hour or anything, but if you need to submit these bids.
Because it is our first time doing this via e-mail, I will allow it.
Please do not use that as an excuse just to e-mail me.
I would much prefer this go through the impact site itself, but if we are in a bind I will accept an e-mail bid as well. And yes, Michael's showing the the link there on how that will look if you go to the bid opportunities site.
Brothers, Michael S NFG NG IAARNG (USA) 19:10 So do you mind if I ask you a question, Phillip, on those on that e-mail thing that you just talked about, you're only gonna accept that if if it's been prearranged or or how is that gonna work?
Philip Payton 19:20 100% Yep, you need to get ahold of me first.
Say that you're having imminent trouble with impacts, and it's, you know, the day of the the bid. And then I I will have to give permission for it 100%.
Brothers, Michael S NFG NG IAARNG (USA) 19:32 All right.
Thank you.
Philip Payton 19:35 But other than that, I mean I could field questions now.
I'd probably rather do one on ones with people.
I know it might be more labor intensive on my part, but I think that everybody would glean a little bit more information from it. Being able to speak to me directly instead of in a group form like this. But generically speaking, it is going to be an up.
Process for doing these instead of mailing them. We will not be accepting physical bids this time around.
So again, if you're a little tech unsavvy and can't get the impacts to work.
We'll arrange something for e-mail to make it a little bit easier, but this will be the method moving forward for all of our projects until further notice.
So let's kind of all learn together.
But yeah, just get a hold of me directly.
We'll we'll figure it out.
Brothers, Michael S NFG NG IAARNG (USA) 20:17 OK. Anybody have any questions, ma'am?
OK. Do you need all the files to be combined into one PDF or can they be separate PDFs?
Philip Payton 20:34 They can be uploaded separately if you'd like.
I'm just letting you know that if you do combine them all into one, you can do that as well. Either is fine.
Brothers, Michael S NFG NG IAARNG (USA) 20:42 Either it's fine. Thank you.
What other questions do we have?
I put Phillips information from the the project page on the bid opportunities website there. That's his e-mail.
That's his phone number.
Any contracting questions or bidding questions from henceforth henceforth, please contact Phillip if he's not available for whatever reason, you can contact me as a backup. I I may or may not have the answer for you.
I cannot.
I cannot show you what happens in impact because I do not have an impacts account.
You guys can get them as vendors and I need other training and special permission, so unfortunately I can't show you that.
But anyway.
These are being laid out a good process for for how to get through them, especially if you if you have any trouble with it so.
Yeah, Phillip's e-mail is also in the spec book.
Yeah, as is mine, as is Dave's.
Philip Payton 21:43 And just as a little bit of reassurance not to interrupt you there, Michael, but just just to some reassurance, everybody in the group here I've been, I've been using impacts now for almost two years.
Brothers, Michael S NFG NG IAARNG (USA) 21:43 Well.
Yeah.
Philip Payton 21:52 I used to work for the Iowa DNR.
There has never been an issue with this, so everybody's been able to get in clean.
It is very user friendly, very easy to use.
So I don't want anybody to fear anything.
I think that this will actually be better for everybody in the long run, you know, not dealing with paper copies.
Brothers, Michael S NFG NG IAARNG (USA) 22:10 Yeah. OK.
Good, good.
All right, if there's no other questions about the the bidding process, I don't have anything else in that regard at this time.
I'm going to turn it over to our consultant team to give a a quick synopsis of the project and then we'll open it up for for your questions.
After last building so it has a couple administrative offices in the front and then most of the building is going to be work phase.
It'll be the South of the building here, so it's not the old, just out of the top of the concrete.
So it'll it'll require site site utilities and all the other utilities for the building as well.
It's a geothermal system.
Yeah, that's pretty much it in a nutshell.
Basically, a giant mechanic shop for the medical care.
When I say giant, that's compared to what they have, right?
Get a truck to work on.
You could agree.
The cast.
Yeah, it's a, it's a precast building with inferior CMU walls. Some of the walls are furred out with gifts on board in the offices areas.
Just makes it easier for them.
Bathrooms are pretty bare bare bones, some tile on the walls.
Most of the floor is sealed concrete or polished concrete throughout.
Act ceilings in the offices.
Otherwise, the work those are exposed to structure.
Same with the storage area too.
Yeah.
LEED Silver for this project.
I'll do it in a precask or.
What that means?
In the office spaces, we don't want to see anything exposed, but I think like storage shops, stuff like that for utilitarian.
So finished areas needs to be finished, but utility areas are fine.
The oil lines. Now you guys have gone around.
Who is that falling under?
Is it falling under the plumbers or is it all separate?
I can't find anything on it but.
Waste oil lines, oil equipment.
The that whole system should be under the mechanical contract.
Got. So if that's not clear, I'll have RT check that and then material that that's scheduled material that's being used and schedule equipment. There's really no information on any other.
We'll check that BOL system but.
Oh.
Bond for the general contractors is the state requiring Apnp bought or subcontractors.
No, no, that's between you and your subcontractor.
Our only requirement is is between us and the GC.
Can you talk about our access to the site and what kind of security you would have?
Thank you. Yes.
OK.
Yeah. So site access.
The the site here is actually contiguous with some property that is behind a security perimeter that is accessed through the Air National Guard main gate.
So myself and Mr. Aman, we still have a little bit of work to do with the folks here to.
Get down to the actual procedures that we're gonna need to go through, however.
As of right now, unless we can maintain some sort of security on the site, you know if the fencing goes up and and they're OK with us, all of the access is gonna be through that.
That being, we'll we'll try to establish obviously a better construction entrance when we have big things coming in, like when the precast panels start to come in that we can get an alternate entrance because for those trucks to come through, that main entrance is is just not gonna.
Work.
So they do a lot of construction here on on base, so they're they're not new to this.
This is something they've done many times, so the security folks will will work with us to make sure that we get good access.
So anybody coming to work on the job every day though?
We'll have to have to pass through that that checkpoint, which means they will need to have a valid government issued ID.
And I just will repeat that a valid government issued ID.
And so that's really that's and there's a wide range of things that that fit that definition.
It's not just a driver's license.
Passport. It'd be a green card.
All sorts of things.
But.
I believe that the that the security folks at the air base will be asking us for rosters of employees and there will be a very kind of short background check procedure that will be done on that. And I'm not sure about the badging if if they will be.
Issuing badges.
After people have been vetted and checked, that has happened in other places here, I think a previous job that we did here, they did issue badges.
So if we can do that, that will hopefully ease.
That's how it typically works, but because of the volume of numbers, we may they may want to change that.
Yeah, to verify that. But we'll, we'll work with that and timing is concerned. You got to go through the front gate through the main gate.
That's alright.
Does anybody have any questions about about that?
Are we in the?
Are we into the question phase? I guess that's kind of where we've gotten to at this point, OK.
The FAA permit is that has that process been started?
The the website's been down for a couple of weeks so I haven't been able to successfully submit it, but they have.
They are aware of it.
They've seen the information.
It will be submitted soon this week as soon as they're up websites back up.
So is there gonna be a high restriction for the crane?
Yes, any crane equipment on the site, they will.
Have to be another submission to the FAA for that height.
I don't know what it is 'cause you guys whoever that you see will have to tell us what it is.
But yes, there will be.
There could be some high resolution for the crane, so the FAA permit is typically a 45 day period after submission.
Is that so?
This notice.
Is that gonna coincide with the notice to proceed to the project or how's that Be's gonna fall?
Well, we're gonna try to coordinate that as much as possible.
So I mean, you guys can start your your know your horizontal work.
While we're finishing up things with the FAA, so by the time you start to go vertical, it'll be in place.
So a sky.
A.
A forklift sky Jack's not gonna be an issue. Can't imagine that.
What's the height? We're working with 303537 feet, right?
I can't imagine that being an issue.
In the past, it's kind of been not a dead past role.
50 feet, but yeah, without needing a permit.
We get what we what Carras started doing.
We've asked them to start doing that because that's what the FAA told us because of this time frame, but we still need a contractor's piece.
I don't know what you're gonna use. I don't know what that guy's gonna use.
I don't know what that guy's gonna use.
That's why there's another piece of it.
But I'll have AI mean they have a height that they.
Have to have.
Some if you could tell us what that is, that would maybe help us.
Can we get that?
I'm not sure we're gonna get that.
We'll get. We'll dig into.
When we will the notice to proceed be.
I mean we what do you guys think?
Nate 30:36 Hello.
Oh.
Brothers, Michael S NFG NG IAARNG (USA) 30:37 Well, so the question is when will the notice to perceive the issue?
So that's dependent on really one thing and that's the bids coming in underneath the.
The amount of money that we're gonna have available to spend that I've that I've got, you know, basically a responsive and awardable.
That because the money is is available.
So if I get responsive bids on this and and I can afford the base bid plus any number of alternates, then we'll we'll make that determination and we'll get the funding requested right away. And then my hope in in that instance would be we'd have noticed to pro.
Out the door, probably no later than the end of July.
I mean, I'm gonna want to move as quickly as we can on this because every second that we don't.
I mean, we're burning daylight. You can't get work done on the ground.
You know this fall yet, and I want to give everybody as much time as we can to be able to do that.
I'm gonna call for next spring.
Say that again.
Could be that puts a post drag on the next spring if if good true, yeah.
I mean, like I said, I'll go back and I'll reiterate. We don't a hard and fast completion date for this for this project.
We're gonna work with the contractor.
We don't want somebody to tell us that they're not going to be able to get to it until 2028. I don't.
I don't think we accept that bid, but anyway.
Excuse me.
So we're going to work with you on that one.
We anticipate again hopefully by the end of July.
Notice to proceed.
I think it's a 16 to 18 month project. Basically from from when we, you know get started if we can't, if we can't start the summer fall, will there be will we be able to submit by increase for concrete to the concrete will increase back here no that.
That I put on you that that's the risk then that the GC has to accept.
That's not a that's not an owner, but I'm saying if they don't get noticed that they're seen build like that. If you don't get noticed to proceed, then yeah.
Oh yeah, there will be equitable adjustment.
There'll be all sorts of things that will get triggered.
We may even have to rebid the project.
Sexy David.
Yeah. Thank you.
Good question.
There is a 60 day big guarantee on this, so you know by submitting your your bid you're stating that for 60 days we can award with those amounts.
What is your budget?
That will come out on the addendum.
We will have our on the next addendum that comes out. We will have them include the.
Our cost estimate I might be able to bring it up right now if I can find it.
What are you anticipating that addendum?
That's what I was gonna ask and ask what our kind of what our thought process was on substitutions and next addenda and things like that. I think substitution requests are due by till the 24th, which is next Tuesday.
So I was gonna issue the next addendum.
On the 25th.
Well, that addendum included the sign in sheet and that's from this, Yep.
What was I looking to bring up the cost estimations?
The cost estimate. Thank you.
Builders rest insurance.
Yes, that's why we need the budget.
Yeah. No, we understand.
Can you say it in the mission?
The 25th, OK, yes.
Nate 34:06
OK.
Brothers, Michael S NFG NG IAARNG (USA) 34:14 Send in private approvals and things like that.
We'll try to respond right back to you before that time frame, but you'll be in the denominator, by the way, whether you're accepted by.
God darn it, we're in all of this is the cost estimate.
Doesn't have a, yeah.
You have #6.
I have a SharePoint.
So nobody ever.
Nobody seriously anyway.
Sounds like a guy with experience.
I got other questions while we're waiting for this.
Yeah. While we're waiting for me to get this up, what other questions do we have?
Build America by America. Is it gonna be straight?
Build America by America.
Can we submit cost waivers for unreasonable cost and what is that percentage?
Bill, have you dealt any at all with cost waivers on this build America by America?
Do you have any?
Philip Payton 35:21 It's more so one of those things, like almost every single appeal to that has been has been denied, most of them on our end have been.
Brothers, Michael S NFG NG IAARNG (USA) 35:26 Goodnight.
Philip Payton 35:28 So we're gonna work through it.
The biggest thing here is if it is completely unreasonable and you have justification for it, we will file it away with the project and we will still consider it OK.
That's something, Mike, we'd have to do on the back end, but that typically is enough to cover us if we have justification for it.
A formal appeal for it will not happen.
I'm almost guaranteed but.
Yes, go ahead.
And figure that into your bed, and then we'll move forward with it accordingly.
Brothers, Michael S NFG NG IAARNG (USA) 35:55
OK.
So they did build America by America regardless, correct?
And then you go after waivers after award a bid, correct?
Philip Payton 36:05 Yeah, that is. That is correct. Yep.
Brothers, Michael S NFG NG IAARNG (USA) 36:10 And they're not.
This is for my own for clarification too.
Like there will be some things that just aren't possible.
So like whether there's some percentage that's de minimis to allow, it's just stuff that's just not made in America.
That has to come from another source.
Philip Payton 36:32 Yes, like that that there is an understanding there.
Again, it's it's things that we won't then be on the hook for. You know, a lot of a lot of the HVAC stuff too falls into that.
So I mean, use your heads. Be smart.
It's it's mostly for the big things, you know, raw materials are the biggest portion of this.
But yes, if you do notate those things that you know they're gonna be completely unreasonable and and not to be done, then we make note of it in the project. And that typically covers us on the back end.
Brothers, Michael S NFG NG IAARNG (USA) 37:03 I don't.
I'm quite sure exactly what I'm doing wrong here, but it's not giving me the option to share apdf with you folks on the teams meeting.
So I'm just going to kind of walk through this real quick.
So our our base bid estimate is.
10.7 million.
This cost estim only has four alternates listed, but we have 5 on the bid forms so that we add another one solar the solar 1OK.
So I'm not going to read off the cost estimates in for the alternates right now, but that will be in the agenda, but our base bid that that you need to use for your bonding purpose is 10.7 million.
All right, back to our regularly scheduled program meeting.
What other questions are there?
Sir, the allowed working hours.
The question is about allowed working hours.
What's the typical time frame that people work out here who work?
Here stays 4:30.
Eight's always over.
Yeah. Security gate's always open, but as far as when we're gonna be here between 6:00 and and five o'clock 6:00 AM. Well, let's say 6:00 AM to 6:00 PM.
You can work within that time frame.
Typically outside of that, if you need to go outside of that, you'll just talk to Dave or me about, you know, any special dispensation we need to make.
But typically there's going to be somebody available here on site between those hours.
They're here on Saturdays. A lot of times, right?
They're here 24/7, 24/7.
Yeah, be able to fill the area, yeah.
Yeah. And by Saturdays, I mean, yeah, the troops are here on weekends from time to time doing drill.
That's not that. They won't let you in there.
Your standard, but if one thing have to relate to it, the trick with that is if coordinating with security ahead of time, yeah.
We hope we have an extra long form that's gonna run like 14 hours or something that as long as we talk, as long as you talk ahead of time and nine times out of 99 times out of 100 it works. The one time you do it.
Is you call them at 4:30 and they're gonna close at 5:00 and say I need to be here for five more hours.
That probably ain't gonna happen.
We will work with you and accommodate you on all of those sorts of things. So.
Anything else?
I had a question on the on the brick on the masonry.
You had a SPECT in there as a face brick, but I didn't see it in the spec called out and I didn't see it on the plan.
Did I miss it?
I know it's precast.
I don't feel that.
I get that and I know you plugged that for me because I'm sitting across from you. But thank you.
But I didn't see any other.
I didn't know.
Maybe there's something in the office that I missed, or so I didn't see it.
Yes, we'll check on, OK. Just to verify, I didn't see it, but I, but it did say in the spec it did say face brick.
Yeah, well, could be something that we missed.
It puts me in copy paste.
Then it could be a little bit more. OK, so.
Yep. So we'll double check if the one. Yeah. Can you submit that to us as well?
Yeah, I can appreciate that if that helps us identify for everyone as well. See you. Yep. Perfect.
Can you think of anything unusual that you guys do once that these guys?
Long as security knows about stuff you really don't have any issues, do you? No.
Hey Siri, they have their patrol that they drive around but.
For like big, big stuff.
I know you talk about big equipment.
We could probably work it out where they could go on this road, but there'd have to be a security guard there at the gate.
So you have to open this gate and then open that gate.
Usually they close that gate when you know we use the entrance that you guys all used to get here in the Armory.
But we could make considerations for that too, that they would.
Worked with us on that and then at the open close if if what'll be the new future accesses build, I can't imagine we won't be able to use that.
We just gotta be able to work inside that space and the issue is the perimeter security.
Yeah, I would say once you get the the area paved off and then if you open up the gate, but it's not even non paradigm properties that. So now we're talking about sequencing a little bit which is a bit beyond where we're at right now, but.
Good conversation.
Perimeter prints the issue.
Anybody online have any questions before we sign off?
Nate 42:08
OK.
Brothers, Michael S NFG NG IAARNG (USA) 42:08 Pathways on addendum 1, the MTO .2 and on Plan 7.2 both files were reopened.
OK.
At least in our office.
Did you call B line and bring that to their attention?
No, I we were just working on that this morning before it came down here.
So I just thought I'd bring it up.
B line's where I'd start OK.
Please bring up one thing to talk about security. He is brought up.
They will do random searches on anybody who comes in here. Whoever gets the contract and the workers are coming in, make sure they don't have stuff they shouldn't have.
That's, I mean both the thoughts have been searched.
We get branded search as well, so the full timer here just just to let us know here in the room that the the security folks here will come through and do random searches on individuals working on post.
So apparently once you work it come on post to work you.
Make yourself available for random searches.
Yeah, that does not seem terribly constitutional to me, but whatever. It's typically as they leave.
Post OK, beautiful.
Alright, thank you.
Thank you. That that makes a little more sense.
And then what you have, you might get a snake for a while. Who knows?
So it is 100% valid, but we're we're shooting for, but I guess some guys asking about the the portal to the PB.
A.
Really tough time getting.
By you can't be that way across the board.
Well, I think we'll have to have a vehicle in the bid somehow to save.
These are the things that I'm not able to fly with Baba on.
And and again, just because the industry doesn't have products that make that or there's not a supplier that can provide those things.
So it would be good to know from a bit perspective what people are saying like this is not Baba based on how I did it.
So yeah, we maybe need to do something on the bid form for that.
So my take on that, I don't think there'll be anything on the bid form cause the bid.
'Cause the bit form is as it is at this point in time.
However, if you are to run across something, a piece of equipment or whatever they use like the solar array or get to the attention of the consulting team so that they can make an an adjudication on whether we can exempt that from as long as we meet this.
Goal project wide. We're gonna be fine. The little onesies and twosies. We understand that there are some products that are really not sourceable.
From the US, certainly not economically anyway.
But anyway, so just as you find those, bring them to the attention of the design team.
Is.
That was going to be my sign off, but if we were there then yeah.
So anyway, I I already mentioned any contracting or vending questions go to Mr. Payton.
Nate 45:23 6.
Brothers, Michael S NFG NG IAARNG (USA) 45:23 And then any technical questions go through?
All right.
That's it.
If you can't get ahold of Philip, you can call me or Dave.
Suppose if you can't get ahold of her, you can call back.
All of the all of that information is in.
The is in the spec manual.
Bill, do you have anything you want to?
He might have dropped off.
No, he's still here.
Philip Payton 45:56 No, I'm here.
I don't have anything to add though I I'd rather I'd rather one-on-one questions.
Brothers, Michael S NFG NG IAARNG (USA) 45:58 Nothing to add.
Philip Payton 46:01 I think that it just makes for better communication, so get a hold of me if you need to.
Brothers, Michael S NFG NG IAARNG (USA) 46:04 All right.
OK, I'm gonna. I'm gonna say that's all we got here for today.
Thank you everybody for your your time and participation and we look forward to seeing the the bids in a couple weeks.
You guys wanna look at the site?
You can you can drive right by the side of it, yeah.
I I be happy to take it, but it's literally right there. It's hay field.
Yeah, there's really not much to see.
The tour isn't much, but you know.
Yes. Yep. OK.
