SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

Solicitation 140D0420Q0481

1. Contracting activity/agency. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division 5 Branch 2 on behalf of the U.S. Commission of Fine Arts (CFA).

2. Description of supplies or services required to meet agency needs. This requirement is for the CFA Design Services -A History of U.S. Presidential Memorials Book. The design services are for all aspects of the book, including consultations, design, typesetting, layout and composition, specifications for printing and binding, pre-press services for image processing, collating and assembly of all electronic files for accurate output by printer including approval of all printer's and binder's proofs. This requires an experienced professional graphic designer with over twenty years of continuous publication experience as a principal designer for books in architectural history, urban design, and historic preservation for federal government agencies, cultural institutions, and prominent non-profit or advocacy organizations.

Design, final drafting, and proof reading of approximately 250 pages and 350 photographs including assisting the CFA in pre-press image processing and preparing and proofing files for printing. This publication will be printed by the U.S.

Government Printing Office. Estimated value: . Period of Performance:

09/01/2020 to 08/31/2021.

3. Identification of the single source to be solicited. Meadows Design Office, 3800 Yuma St NW, Washington, DC 20016-2214, Marc Meadows, .

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.

o Brand Name - The particular brand name is essential to the requirement and market research indicates similar vendors do not meet or cannot be modified to meet agency needs.

5. Rationale. The firm's principal, Marc Meadows, has four decades of experience in designing academic and illustrative trade books, with a record of more than 120 books on subjects related to the built environment, and around 30 at the format and highest level of quality that is part of the Commission of Fine Arts established brand of publication. Book design at this quality level necessitates a high degree of expertise in typography, layout, image finishing, the graphic presentation and layering of metadata, editorial standards, and offset print production that is increasingly rare in the graphic design industry as formats migrate toward digital and less permanent platforms. Because of the rapid growth in these digital design

Redacted platforms, traditional book design services at this level are becoming exceptionally hard to find.

However, Meadow's previous work with the Commission's publications program includes the heavily illustrated 636-page large-format hardcover book Civic Art: A Centennial History of the U.S. Commission of Fine Arts (2013) and the heavily illustrated 268-page page large-format hardcover book, Palace of State: The Eisenhower Executive Office Building (2018). Both books, in their high-quality design, uphold the Commission's established publication product that reinforces the agency's 110-year history in creating and protecting the image of Washington, D.C.

as the nation's capital as well as a strong commitment to timeless, elegant design. Because of Meadows's experience in working with the Commission on these projects, there is a clarity in communication and expectations about work requirements that would be impossible to achieve with other vendors; the nearby location of the designer also makes coordination and face-to-face interaction on design and editorial issues administratively easy and cost-effective.

Meadows Design Group is uniquely qualified with over twenty years of continuous recent publication experience in heavily illustrated trade book design, to undertake this work for a combination of factors: 1) has the capacity and experience to design a book at the extremely high quality level specified; 2) has a demonstrable record of production of high-quality books in the subject matter of art, architecture, preservation, and urban design; 3) has established the Commission of Fine Arts' visual identity through two previous publications and is required to continue this identity in the new project; 4) has the expertise to manage technical aspects of offset print production at the highest level of quality; and 5) is located within 10 miles of the CFA offices and is easily available for coordination meetings involving the reviews of layouts, editing, selection and finishing of images, print management, etc. There is no other vendor that has this particular combination of qualifications, and it would be operationally burdensome, costly, and technically unsatisfactory for the Commission of Fine Arts to attempt work with another vendor who does not have these qualifications.

6. Market Research. Market Research conducted on GSA indicated no sources available that meets the customer's need to design a hard copy book of this magnitude. Market Research and prior work for the Commission of Fine Arts by Meadows Design Office produced the 636 page heavily illustrated hardcover book of, Civic Art: A Centennial History of the U.S. Commission of Fine Arts (2013) and the 268 page hard cover book of, Palace of State: The Eisenhower Executive Office Building (2018). Both books, are high-quality design, upholding the Commission's 110-year history in creating and protecting the image of Washington, D.C.'s elegant design.
