About this file
This is a Determination & Findings document authorizing a single-source procurement for the 325th Contracting Squadron at Nellis Air Force Base.
The contracting activity seeks to procure Systems Atlanta, Inc. (SAI) Integrated Information Display & Dissemination System, Model 5 (IDS5) software product suite, compliant/certified hardware, and associated in-house configuration services. The determination justifies sole-source acquisition under RFO 12.102(a) (Commercial Products and Services), citing that only one source is reasonably available. Key justifications include: (1) proprietary rights and exclusivity—the IDS5 software suite was designed and developed entirely by SAI through independent research and development, making SAI the sole developer and owner with no authorized reseller network; (2) mission-critical technical compatibility and interoperability—IDS5 is the only information display system available for USAF use that natively interfaces with the Joint Environmental Toolkit (JET) server to display real-time weather data to Air Traffic Control positions and establish bidirectional dataflow to Airfield Management/Base Operations facilities; and (3) mandatory network certification and configuration management requirements—the IDS5 software, hardware, and configuration services were originally procured under an Airfield Automation System (AFAS) Program Management Office contract and operate under strict USAF Local Area Network certification requirements and Configuration Management program controls directed by Headquarters Air Force Flight Standards Agency. Market research conducted in accordance with FAR Part 10, including a pre-solicitation/sources sought notice posted to SAM.gov on 20 July 2026 with a response due date of 30 July 2026, yielded zero capability statements or competitive quotes from alternative vendors, confirming SAI's exclusive proprietary position. Price reasonableness will be established prior to award by comparing against historical Air Force purchases and SAI's current commercial catalog pricing. The determination was signed by Contracting Officer Samuel Pendleton on 20 July 2026.
