SINGLE SOURCE ANNOUNCEMENT

1. Introduction/Statement of Intent

FAA intends to award a single source contract to the Johns Hopkins University Applied Physics Laboratory (JHU/APL), Laurel, Maryland.

2. Description of Supplies/Services

Technical and engineering services are to be acquired to support Automatic Dependent Surveillance – Broadcast (ADS-B) Surveillance Broadcast Services (SBS) deployment, maintenance and an ongoing need to leverage unique tool capabilities instrumental in advancement of ADS-B into the National Airspace System (NAS). The services to be acquired include program management support, and technical and engineering services.

Technical engineering support services will additionally be provided to the FAA’s Advanced Surveillance Enhanced Procedural Separation (ASEPS), and ADS-B Interval Management (IM) programs.

3. Total Estimated Value and Period of Performance

The total estimated value of this contract, inclusive of all options, is $9.9 million. Period of performance is anticipated to be for four years, consisting of a one-year base year, and three, one-year options.

4. Authority

FAA Acquisition Management System (AMS) authority for the single source selection is 3.2.2.4.

5. Reasons for Single Source

Market research was conducted for this procurement. The market research looked at the current environment and vendors’ technical and engineering support services capabilities, including availability of suitable commercial and non-commercial surveillance performance toolsets in the marketplace. JHU APL is the only one qualified source capable to meeting the requirements for this effort utilizing its unique qualifications and toolsets. The market research confirmed that these toolsets do not exist elsewhere in the market. If JHU APL’s support were to be discontinued, the FAA program would incur significant disruptions, including a lengthy transition time and a substantial learning curve for a new contractor, significantly increasing both the cost and risk to the Government. As a federally chartered University Affiliated Research Center (UARC), JHU APL operates in the public interest, with objectivity and independence.
