About this file

This is a Single Source Justification for a Simplified Acquisition issued by the 35 Contracting Squadron at Misawa Air Base, Japan, dated 20 April 2017. The contracting activity seeks to procure lane cleaner services and maintenance for the Walmsley Bowling Center under the project designation Lane Cleaner FSWB-FSS. The requirement is for lane maintenance to ensure that lanes, approaches, decks, and gutters meet United States Bowling Congress specifications.

The justification supports a single-source award to American Bowling Service, Inc. (ABS), a Kegel equipment distributor, based on the operational and financial rationale that Misawa AB has established significant inventory, specialized mechanic training, and ongoing support infrastructure specific to Kegel-branded equipment and parts. The contracting officer determined that switching to an alternative brand such as Brunswick would require substantial capital investment in new equipment, conditioners, and incompatible parts, along with costly and logistically complex retraining of mechanics in the United States with potential language barriers. The proximity of a Kegel representative in Tokyo also provides timely technical support unavailable from competitors. The notice was posted on SAM.gov to announce the intent to award the single-source contract. Contracting Officer Miriam Martinez signed the determination on 25 June 2025, confirming that only a single source is reasonably available under FAR 13.106-1(b)(1). Future market research will be conducted prior to subsequent purchases to reassess whether single-source procurement remains appropriate.

Single Source Justification (Simplified Acquisition)

20 Apr 2017 Page 1 of 2

Section A: General Contract Information

Contracting Activity: 35 Contracting Squadron, Misawa AB, Japan

Project/Program Name: Lane Cleaner FSWB-FSS

Purchase Request/Identification Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

Lane Maintenance. The Bowling Center Manager ensures lanes, approaches, decks, and gutters will meet United States Bowling Congress specifications. The use of a Lane Cleaner is required to meet these specifications.

Section C: Justification for Soliciting from a Single Source or Brand Name

Maintaining the operational efficiency of the Walmsely Bowling Center requires continued reliance on Kegel-branded parts and services. Misawa AB currently maintains a significant inventory of Kegel parts and receives specialized Kegel training for its mechanics, ensuring effective maintenance. Furthermore, the proximity of a Kegel representative in Tokyo guarantees timely resolution of complex issues. Switching to another brand, such as Brunswick, would necessitate a substantial investment in new cleaners, conditioners, and parts, representing a significant and unnecessary expenditure, as well as requiring the costly and logistically complex process of sending mechanics to the United States for training, potentially complicated by language barriers. Therefore, Kegel is the only source that provides the necessary parts, training, and support to maintain the current Kegel equipment infrastructure at Misawa AB, avoiding costly and disruptive transitions.

Section D: Efforts to Obtain Competition

This notice will be posted on SAM.gov as the Government's intent to award a single-source contract to American Bowling Service, Inc. (ABS) for continued maintenance of the Walmsely Bowling Center at Misawa AB. Despite exploring potential competitive alternatives, using a different brand would not be in the best interest of the Government. Switching to another brand would necessitate a significant and wasteful investment in new cleaners, conditioners, and parts incompatible with the existing Kegel infrastructure. Therefore, a single-source award to ABS, a Kegel distributor, is warranted to maintain operational readiness and avoid wasteful spending.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market research will be conducted prior to future purchases to determine whether single source still meets this need.
