About this file

This is a Justification and Approval (J&A) memorandum for use of other than full and open competition under the Simplified Acquisition Threshold for the U.S. Navy at Rota Base, Spain.

The acquisition involves upgrading Monaco D-21 dispatcher systems in Buildings 3262 and 55, which have reached end-of-life status. The required services include: replacement of D-21 CPU equipment with new Windows 11 Monaco Enterprises units with RMF-ready software; upgrade of D-21 Alarm Reporting Software to D-21 V2 to improve reliability and security; up to four hours of on-site D-21 operator training upon system initialization; and semi-annual preventative maintenance and inspection (PMI) services for D-21 system hardware and software. The lead time for procurement is 360 days, with a performance period of 2 weeks. The justification for single-source procurement is based on brand-name exclusivity: the Monaco D-21 system is integrated with 125 existing Monaco transceivers across CNIC buildings at Rota Base, and switching manufacturers would require replacement of all 125 transceivers (estimated cost of $875,000) and retraining/recertification of dispatch personnel. The Technical/Requirements Certification was signed by Manuel Arcila on 02/12/2026, and the Contracting Officer Approval was signed by William John Hepler on 04/06/2026.

Subj: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN

ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

I. BACKGROUND:

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

The currently installed Monaco D-21 dispatcher systems in Bldg#3262 and Bldg#55 have reached their end of life and support. Therefore we need to get these systems fully upgraded.

Monaco Enterprises, Inc. offers a wide range of asset protection products for the Department of Defense. After carefully considering the specific needs and requirements of Navy Rota, Spain , Monaco is recommending the following solutions.

Monaco recommends that important system components be regularly updated. In order to ensure minimal downtime and avoid failures caused by aging equipment the proposal includes a technology upgrade for existing D-21 CPU equipment. In addition, the latest technology and software updates ensure the D-21 system runs at optimal performance levels allowing base dispatchers to take full advantage of the system’s feature set. This is a new Windows 11 Monaco Enterprises CPU which includes current Windows 11 RMF ready software.

Monaco recommends that the D-21 Alarm Reporting Software be upgraded to D-21 V2. D-21 V2 improves both reliability and security of the D-21 Alarm Reporting Software.

Provide up to four (4) hours of D-21 operator training after system initialization while the installation technician is on-site. This training instructs users how to navigate the system’s user interface, provides instruction on interpreting the display information, and shows the user how to respond to any alarms or alert conditions.

Preventative maintenance on your D-21 system hardware and software can extend the life of your devices and reduce possible downtime. Monaco recommends onsite semi-annual, PMI service for the D-21 systems that go beyond what the owner is typically capable of performing.

AUG 2018

Monaco’s PMI program has proven to extend the life of equipment while providing improved system performance.

Lead Time: 360 days Period of performance: 2 weeks.

III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN

COMPETITION IS BASED ON THE FOLLOWING:

A. ___ BRAND NAME. Item required must be a brand name product, or feature of a product, particular to one manufacturer.

The Monaco D-21 is a Windows-based central receiving system that monitors fire alarm systems by communicating wirelessly with transceivers in 125 EA. CNIC Buildings in Rota Base.

Each building is equipped with a Monaco transceiver that connects to the facility's fire alarm control panel. The D-21 continuously sends or receives signals from these remote units, identifying specific alarm points, such as water flow switches, smoke detectors, or pull stations.

Monaco system has been implemented in Navy bases for fire alarms monitoring for many years.

Both equipment Monaco D-21 and transceivers need to work together because there are compatible. If we do not install D-21 system again, we will need to change all 125 existing transceivers. The replacement of these transceivers will cost approximately $875K.

Also dispatch personnel working with the current system are trained and certified to work with Monaco equipment, if we change the brand of this system, personnel will be required to get trained and certified by this new manufacturer which will be costly and time consuming.
