About this file
This is a Justification for Other Than Full and Open Competition (JFAOC) submitted by the U.S. Department of State for a sole-source contract award to QHAPAQ NAN SAC, a Lima, Peru-based firm, for specialized conservation and restoration services.
The U.S. Embassy Lima requires museum-quality conservation and restoration services for historically significant furniture located in the Chief of Mission Residence. The scope includes restoration of a main dining table and extensions (1 lot, 12 weeks), restoration of 36 dining chairs (36 units, 12 weeks), conservation of 4 ornamental leather chairs (4 units, 4 weeks), diagnostic testing with stabilization and conservation treatments (1 lot, base period), and final documentation and reporting (1 lot, end period). Work encompasses diagnostic testing, mechanical and chemical cleaning, controlled humidification treatments, structural consolidation, reversible conservation treatments, reintegration of missing materials, preservation of original finishes, and final documentation with maintenance guidance. Services must adhere to internationally recognized conservation standards emphasizing minimal intervention, reversibility, preservation of original materials, material compatibility, and full treatment documentation. The estimated total contract value is $49,000, with specific pricing examples including leather chair conservation at $9,036.44 and dining furniture restoration at $39,784.88. The justification for sole-source procurement cites QHAPAQ NAN SAC as the only responsible source capable of meeting requirements without unacceptable risk, based on specialized cultural heritage conservation expertise, proven past performance on Ambassador's Residence furnishings, unique technical capabilities, and market research findings that other vendors lack conservation-level capability and rely on irreversible modern refinishing methods. The contracting officer determined the price fair and reasonable based on an Independent Government Estimate, comparison with similar conservation services, and detailed contractor cost breakdowns.
