About this file
This document is a Single Source Justification (Simplified Acquisition) for a 4-year service contract to provide hardware and software maintenance for the Unify OpenScape Command and Control (C2) dispatch system used by the 940th Wing Command post at Beale Air Force Base. The Unify system is proprietary, and acquiring maintenance from another vendor would require installing an incompatible system, resulting in significant costs and delays. Market research did not identify any other vendors capable of providing the required maintenance without substantial duplication of costs. The Contracting Officer has determined that only a single source is reasonably available to fulfill this requirement, in accordance with FAR 13.106-1(b)(1). The estimated contract cost is $0.00.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 9th Contracting Squadron
Project/Program Name: Unify Maintenance Contract
Purchase Request / Local ID Number: F1H0B74114AW01
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
The 940 Wing Command post, Beale Air Force base currently uses the Unify OpenScape Command and Control (C2) dispatch system for telephone and radio communications. This requirement is for the purchase of a 4 year service contract that will provide hardware and software maintenance to the proprietary OpenScape voice hosting system that will be located at two separate buildings, allowing 24/7 services from each location.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Command Post uses a Unify branded system that, when purchased, came with a 1-year maintenance contract, which has expired. A maintenance contract is required to maintain the system. The 9th Command Post positions are currently connected to the proprietary OpenScape voice hosting system supporting the 940th Command Post. To acquire another contract from a different vendor would inherently void the system support for the 940th that is already covered by AFRC.
Awarding to another vendor would require an installation of an alternative system that would not be compatible with the 940th's host infrastructure. This would lead to substantial cost being incurred by the government and significant delays in fulfilling the agency's requirement.
Section D: Efforts to Obtain Competition
Market research has not revealed any other vendors that are capable of providing the required maintenance without incurring substantial duplication of cost to the government.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The government will continue to conduct market research and surveil the market for other vendors that are capable of providing the required services.
