SINGLE SOURCE JUSTIFICATION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
(SAT)
PURSUANT TO FAR 13.106-1(b)(1)
1. Identification of the agency and the contracting activity:
This is a justification to solicit from a single source for an acquisition being conducted by the Department of State, U.S. Embassy Bogota, General Services Office.
2. A description of the supplies or services required (including estimated value).
The requirement is to provide Uniforms for U.S. Embassy Caracas Local Guard Force at Caracas, Venezuela. The estimated value for the entire period of performance is $45,000. These supplies/services require the supply of uniforms for the Local Guard Force of U.S. Embassy Caracas, currently in Suspended Operations.
3. An identification of the circumstances that preclude competition:
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:
☒ Brand-name
4. Supporting information and facts.
This is a Brand Name Justification conducted under the authority of 41 U.S.C. 3304 as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
Local Guard Force in Caracas (LGF) has a requirement for the purchase of uniforms for their LE personnel. These uniforms need to match the existing ones that are in use by the LGF which are 5.11.
The requested items need to match the style and color of the existing ones to ensure consistency and easy identification of the LGF personnel working at Post.
Mismatching clothing can lead to confusion among personnel working at the Compound and presents the potential risk of impostors since the Uniform Standard is compromised.
Changing the Uniform Standard also represents an additional cost to the Government which will need to replace existing items still in working condition to ensure that all LGF Staff have the same uniform.
Market research has shown that 5.11 is available commercially from a variety of sources.
