About this file
This is a Single Source Justification document from the U.S. Department of State's Office of the Procurement Executive, seeking approval to award a sole source contract to Transformational Security, LLC (TSLLC) of Columbia, Maryland. The contract is for remote technical support services for the Bureau of Diplomatic Security's Office of Security Technology, Countermeasures Program Division, to provide support for their Technical Security Countermeasures (TSCM) and In-Place Monitoring System (IPMS) hardware and software domestically and globally.
The justification emphasizes TSLLC's unique qualifications, including being the original designer and manufacturer of the proprietary systems, having deep institutional knowledge of the Department of State's systems, employing personnel with Top-Secret security clearances, and being the only vendor authorized to service this specialized equipment. The contract's estimated value covers one Base Year plus four Option Years, with the Period of Performance (POP) starting on the date of award. The document argues that TSLLC's proprietary expertise, long-standing relationship with the Department of State, and specialized personnel make them the only qualified provider for these critical technical support services.

informed by historical insight and technical continuity. This long-standing relationship ensures that TSLLC is intimately familiar with the evolution of DOS’s systems and their deployment contexts.
Specialized Personnel and Security Clearances: TSLLC employs highly qualified personnel, many of whom carry active Top-Secret clearances and are SCI-sponsored. These personnel are government-trained and certified by the Interagency Training Center (ITC), with extensive experience in TSCM, counterintelligence, and investigations. This level of expertise and security clearance is critical for supporting DOS’s sensitive operational missions .
Scope of Services Specific to TSLLC Products: The proposal explicitly states that the remote technical support services are specific to TSLLC-developed hardware, software, and integrated system solutions. This exclusivity further supports the case for a sole source award, as no other vendor would have the proprietary knowledge or capability to provide the same level of support for TSLLC products.
SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

TO THE GOVERNMENT IS FAIR AND REASONABLE
