About this file
This document is a Single Source Justification for a simplified acquisition contract. The 97th Contracting Squadron intends to award a contract to the Commemorative Air Force (CAF) for their "Tora, Tora, Tora" air show performance at Altus Air Force Base. The CAF is the only provider of this long-standing act which features replica WWII Japanese aircraft, pyrotechnics, and an announcer. Their travel costs are reduced since they are based locally in Pearland, Texas. The justification cites the CAF's proven safety record, industry experience, and familiarity with Altus AFB's prior air shows as making them uniquely qualified. The contracting officer has determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1). The estimated cost of the contract is not provided. The government is soliciting capability statements from interested parties by November 27, 2024, but this is not a request for competitive proposals.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 97th Contracting Squadron
Project/Program Name: Tora! Tora! Tora!
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
"Tora, Tora, Tora" will be providing a full reenactment of a WWII air-to-ground attack with pyrotechnics and their own announcer. The act will consist of eight replica Japanese aircraft composed of Zero fighters, Kate torpedo bombers, and Val dive-bombers. Furthermore, "Tora, Tora, Tora" will provide additional pyrotechnics for selected additional air show acts. The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services to provide static display, a media flight and an airborne aircraft demonstration.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Commemorative Air Force's (CAF) "Tora, Tora, Tora" is the only long-standing act with replica WWII Japanese aircraft, pyrotechnics, and an included announcer. Since they are based out of Pearland Regional, TX, their travel costs are greatly reduced as compared to trying to piecemeal multiple warbirds into a single act. Most importantly, their safety record, longstanding success within the air show industry, and their experience with Altus AFB's prior Air Shows make "Tora, Tora, Tora" uniquely qualified.
Section D: Efforts to Obtain Competition
The CAF's "Tora, Tora, Tora," act is the only 8-ship WWII Japanese air-to-ground pyrotechnic act that includes eight WWII era aircraft, full pyrotechnic support, and an announcer. Full research was conducted via the Internet and during the International Council of Air Shows (ICAS) annual convention. Lt Col Heinlein (Altus Air Force Base Open House Director) attended ICAS to determine if there were other acts that could provide the same performance at the desired time. 97 CONS has done extensive research utilizing Electronic Documents Access (EDA) and FPDS-NG and we have found that the air shows all use the same acts that are present at ICAS.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
For future air shows, research will be done through the International Council of Air Shows to determine if any other organizations are developing these capabilities. Market research will also be conducted through the Internet and the Electronic Documents Access (EDA) system.
