About this file

This is a Single Source Justification (Simplified Acquisition) document for a federal contract action by Shaw Air Force Base. The contracting activity is 20 CONS, and the project involves a Fire Alarms System Windows 11 Upgrade with an estimated contract cost of $116,702.65. The purchase request local ID number is F3U3CE6071AQ01.

Shaw AFB has four buildings still operating Windows 10 in their system servers and requires an upgrade to Windows 11 to comply with Department of Defense migration mandates requiring the software update by October 14, 2025. The outdated software prevents critical system updates for the Fatality Analysis Reporting System (FARS) and creates communication issues with the Defense Information System Agency (DISA). The four buildings utilize proprietary D-21 System Software from Monaco Enterprises Incorporated (MEI), which retains exclusive ownership and does not authorize third parties to modify the software or equipment. A government search on the GSA eLibrary on March 4, 2026, identified 118 vendors for general IT services and software installation; however, follow-up research confirmed none are authorized or certified by the Original Equipment Manufacturer to perform modifications on the D-21 system. Consequently, single source procurement from MEI is justified as the only reasonably available source. The contracting officer, Braulio Ramirez, SSgt, USAF, made this determination on March 18, 2026, in accordance with FAR 13.106-1(b)(1). The government intends to monitor MEI's authorized third-party list in the future to preclude similar single-source awards and encourage full and open competition.
