About this file

This is a Single Source Justification form for a simplified acquisition submitted by the 5th Contracting Squadron at Minot Air Force Base, North Dakota. The contracting activity seeks to procure 26 SIB Airport Cassette Runway Brushes (Part Number 4021593) for snow removal vehicles operated by the 5th Civil Engineering Squadron. The estimated contract cost is $190,000.00, with a Purchase Request/Local ID Number of F3C3EC6036AW01. These cassette brushes are a routine and recurring annual requirement that must be manufactured by SIB to ensure compatibility with existing SIB cores on the base's brush-style snow removal equipment. Using non-SIB brushes would void the manufacturer's 10-year warranty.

The justification documents that comprehensive market research—including searches of the Dynamic Small Business Search Tool, GSA Advantage, the Federal Procurement Data System, Amazon, and general internet searches—identified only one vendor capable of supplying SIB replacement brushes: Eagle Safe Surfaces Inc., doing business as Eagle & Myslik Inc., a Colorado corporation that is the sole authorized U.S. distributor for SIB products. Price fairness was confirmed through comparison with previous Air Force and Army purchases. The Contracting Officer, COX, TRISTAN D (SrA USAF), determined on April 24, 2026, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. Future acquisitions will involve market surveys to identify additional distributors and analysis of replacement part costs in coordination with the 5th Logistics Readiness Squadron and 441st Vehicle Supply Chain Operations Squadron.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 5th Contracting Squadron

Project/Program Name: SIB Airport Cassette Runway Brushes

Purchase Request / Local ID Number: F3C3EC6036AW01

Estimated Contract Cost (including Options): $190,000.00

Section B: Description of the Supplies/Services Required

The 5th Civil Engineering Squadron (5 CES), Minot Air Force Base, ND has a requirement for 26/ea SIB Airport Cassette Runway Brushes, Part Number 4021593.

SIB cassettes are a routine and recurring requirement that are generally purchased annually. The current requirement is unfunded.

The cassette brushes must be made by SIB in order to be compatible with the current SIB cores that all Minot Air Force Base, brush-style, airport snow removal vehicles are equipped with, as this will prevent potential damage to the cores.

The use of any other cassette brushes not manufactured by SIB will void the 10-year manufacturer's warranty. There is no suitable substitute for the SIB Airport Cassette Runway Brushes.

5 CES has identified the following salient characteristics:

- Replacement broom bristles

- Each set of bristles to fit 18ft-R28-Split core

- Part # 4021593 or equivalent

- Must work with SIB core

- Cassettes will be delivered to Minot AFB, ND

Section C: Justification for Soliciting from a Single Source or Brand Name

The 5th Civil Engineer Squadron (5 CES) requires replacement cassette tracks, also known as brushes, for use on seven brush-style, snow removal vehicles, also known as brooms. Only SIB produces this part, which is essential for compatibility with our existing cassette brush systems. SIB has only one authorized reseller for the U.S. market place. Market research included searching government sites and online; no alternative sources were identified. Price was confirmed as fair by comparing it to previous purchases by the 5th Contracting Squadron (5 CONS) as well as other Air Force and Army Contracting units.

Section D: Efforts to Obtain Competition

A survey of potential vendors was conducted using the Dynamic Small Business Search Tool, in addition to a search in GSA Advantage, the Federal Procurement Data System, Amazon, and a general search of the Internet. This independent analysis of the market revealed only one vendor, Eagle Safe Surfaces Inc., a Colorado corporation doing business under the trade name Eagle & Myslik Inc., who supplies SIB replacement brushes. Additionally, it was confirmed that Eagle & Myslik Inc. is the only authorized distributor for the U.S. market and only quotes authorized by Eagle & Myslik Inc. or SIB are valid.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

When future cassettes are required, the Air Force will survey the market for additional distributors. 5 CONS will also explore the possibility of conducting an analysis of replacement part costs and the effect it has on competition in coordination with the 5th
