About this file
This document is a Single Source Justification form for a simplified acquisition at Moron Air Base. The procurement involves purchasing and installing indoor security cameras and software licensing for the Moron Air Base Postal Office (Building 106), with an estimated contract cost of $13,736.52. The system must integrate with the existing Base Defense Operations Center (BDOC) monitoring system to provide continuous security monitoring.
Scott Total Security is the sole vendor authorized to perform the work, as they are the only company with technical capability and proprietary access to integrate new security camera equipment into the BDOC system. The justification for single-source procurement includes preventing warranty invalidation, avoiding system incompatibility, and maintaining base security. The contract is being solicited under FAR 13.106-1(b)(1)(i), which permits single-source acquisitions when only one source is reasonably available. The contracting activity is 496 ABS/PK, and the purchase request number is F3N7G45183AC01, with the procurement dated April 2021 and signed by Contracting Officer Terrel E. Cloud on 17-Sep-2025.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 496 ABS/PK
Project/Program Name: Moron Postal Office Security Cameras
Purchase Request / Local ID Number: F3N7G45183AC01
Estimated Contract Cost (including Options): $13,736.52
Section B: Description of the Supplies/Services Required
This requirement is for the procurement and installation of indoor security security cameras and software licensing at the Moron Air Base Postal Office (Bldg.106). The system must integrate into the existing base Defense Operations Center (BDOC) monitoring system to provide continuous security monitoring of postal facility. Required services include installation, software licensing, system configuration, and warranty support.
Section C: Justification for Soliciting from a Single Source or Brand Name
The indoor security camera system must be directly connected to and monitored by the existing BDOC security system at Moron Air Base. The current BDOC system, including its hardware ,software, and integration framework, is maintained by SCOTT Total Security.
Scott Total Security is the only vendor with the technical capability, propriety access, and authorization to integrate new security camera equipment into the BDOC system. Awarding this requirement to any other vendor would:
1. Invalidate existing warranties on the BDOC system, will result in unreasonable pricing for a new MOCC system.
2. Risk system incompatibility and operational failure, since only SCOTT Total Security has the proprietary knowledge and rights to configure and maintain BDOC -linked equipment.
3.Jeopardize base security by introducing unverified hardware and software into the command-and-control network.
Therefore, Scott Total Security is the only responsible source that can be meet this requirement, and competition is not feasible.
This requirement is being solicited under the authority of FAR 13.106-1(b)(1)(i), which permits single source acquisitions when the contracting officer determines the only source is reasonably available.
Section D: Efforts to Obtain Competition
A review of potential sources was conducted. While other vendors may provide commercial security camera systems, none are capable of integrating with the BDOC system without voiding warranties and compromising system integrity. The specialized nature of the BDOC system prevents the use of alternative sources.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future requirements will be reviewed to determine if competition can be increased. If BDOC systems are upgraded or standardized to allow for multiple integrators, a competitive procurement strategy will be pursued. However, presently,BDOC maintenance and warranties restrict integration to only SCOTT Total Security.
