DETERMINATION MEMORANDUM FOR SOLE SOURCE ACQUISITIONS

OVER THE MICRO-PURCHASE THRESHOLD BUT NOT EXCEEDING

THE SIMPLIFIED ACQUISITION THRESHOLD

FAR 13.106-3(b)(3)(i)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY

With that said, prior to soliciting any future contracts for similar service, a market survey will be conducted to determine if the competitive environment has changed.
_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: The original friction tester itself was purchased in May 2020 as the result of a competitive procurement. It was discovered at that time that these units are generally proprietary in nature and therefore when it came time for maintenance and calibration, the manufacturer of whichever unit was purchased would likely become the sole source vendor for that service. The RT3 was determined to represent the best value to the government and was ultimately purchased. In conducting market research for this requirement, I reached directly out to HTI to inquire if they authorized any 3rd party vendors to conduct maintenance and calibration on the RT3. On 8 Jan 23, HTI confirmed they do not outsource this work
