Section B: Description of the Supplies/Services Required

The Guardian Centers will support logistics and training areas in support of Live Tissue Models (LTM), Non-Transplantable Anatomical Material (NAM) and mannequins. The contractor shall provide certified staff members to maintain custody and control over the models or NAMS when performing scenarios. This requirement incorporates a series of training scenarios where the use of LTM and/or NAM shall be incorporated in a collapsed urban steel girder structure that replicates a Humanitarian Assistance Disaster Relief (HADR) environment to enhance training realism and to meet required exercise training objectives. Provide access to landing zones that are capable of handling rotary-wing infiltration operations and a fixed wing capable airfield within one (1) mile of the training area.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Guardian Center is the only facility that meets the required training objectives of its type within the existing exercise Joint Operating Area (JOA). It provides a training venue consisting of: cityscape, vehicles for extrication work, pyrotechnics, smoke, ambient sound, collapsed steel girder/ concrete structure for rescue training, subterranean tunnel networks, advanced medical training (AMT), Drop Zone, helo and tilt-rotor capable HLZs. No other company was identified within the JOA capable of providing these requirements.

The Guardian Center's location is near the limit of helo assets originating from Hurlburt Field, FL and the proximity of Perry - Houston County Airport (KPXE), 0.5 miles west. This allows for the availability of fuel after-hours for helo, tilt-rotor, and NSAV aircraft to operate nearly on site while taxing the aircrew in a realistic scenario similar to real-world austere AORs. No other companies were identified to be located within this range and satisfy the above requirements.

Additionally, it is located within 20 miles of Warner Robins Air Force base providing a suitable alternate location in the event crews are unable to land at Guardian Centers or Perry-Houston, allowing participants to drive to the facility thereby mitigating impacts to the training schedule. No other locations were identified that are located within operating range of this installation.

Section D: Efforts to Obtain Competition

SOCOM's Realistic Military Training (RMT) Cell's and 1 SOCONS conducted market research for tactical/medical training locations within this JOA. 1 SOCONS issued a sources sought to SAM and conducted a search for facilities capable of supporting this requirement and no additional sources were identified.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

1 SOW/1 SOCONS will continue to conduct market research prior to each exercise to identify any new potential sources.
