About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under FAR 12.102(a) for the Department of Veterans Affairs. The Department of Veterans Affairs, Regional Procurement Office-East (RPOE), Network Contracting Office 4 (NCO 4) seeks to procure 18 Welch Allyn Green Series 777 Integrated Wall Systems, model #777-PM3WAS-US, for the Wilmington Medical Center's Sussex County Clinic. Each system includes a Wall/Panel Board, BP Wall Aneroid, LED Ophthalmoscope with Transformer charger, LED Otoscope with Transformer charger, Dispenser for Disposable Ear Tips, SureTemp thermometer, and holder module. The acquisition is for a brand-name only requirement over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT).
The justification establishes that the Welch Allyn Green Series 777 is the sole source solution based on operational necessity and facility standardization. Existing Welch Allyn wall systems across Wilmington VAMC have reached end-of-life and lack replacement parts. Standardization on this model ensures consistency throughout the facility, simplifies equipment support, streamlines replacement part management and inventory control for disposable components, and enables equipment interchangeability between rooms. Comprehensive market research was conducted through searches in ADDS UP, SCMC, FPDS, and GSA eBuy, with no mandatory sources or qualifying alternative contracts identified. A Sources Sought Notice posted on SAM.gov from January 8, 2026, to January 15, 2026, confirmed multiple authorized distributors of the Welch Allyn Green Series 777 are available on the open market. The Contracting Officer certifies this will be a name-brand only award competed among authorized distributors at a fair and reasonable price, with price reasonableness documented on the S19 Open Market Award Documentation Form.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP up to SAT
Revision: 02 Page 1 of 2 Effective Date: 12/30/2025
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 12.102(a) For
Over Micro-Purchase Threshold but Not Exceeding the SAT
Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office-East
(RPOE), Network Contracting Office 4 (NCO 4) provides contracting support for Veterans Integrated Services Network 4 (VISN 04), Wilmington Medical Center, 1601 Kirkwood Highway, Wilmington, PA 19805.
The funding purchase request has been approved and identified as:
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: This is a brand-name only new requirement for 18 Welch Allyn Green Series 777 Integrated Wall Systems, model # 777-PM3WAS-US with: Wall/Panel Board, BP Wall Aneroid, LED Ophthalmoscope (with Transformer charger), LED Otoscope (with Transformer charger), Dispenser for Disposable Ear Tips, SureTemp thermometer and holder module.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Wilmington VA Medical Center requires the Welch Allyn Green Series 777 Integrated Wall System (Model #777-PM3WAS-US) for the Sussex County Clinic. Existing Welch Allyn wall systems across Wilmington VAMC and its Community-Based Outpatient Clinics have reached end-of-life and are no longer supported with replacement parts. Wilmington VAMC is upgrading in phases as funding allows and has standardized on Welch Allyn Green Series systems to ensure consistency throughout the facility.
Maintaining uniform equipment simplifies support, replacement part management, and inventory control for disposable tips used with ophthalmoscopes and otoscopes, which vary by brand and model. Wilmington is transitioning system-wide to the PanOptic Plus LED Ophthalmoscope and MacroView Plus LED Otoscope, making standardization critical for efficient stocking and distribution.
A consistent wall system also enables equipment interchangeability between rooms when necessary for patient care, avoiding compatibility issues.
4. Description of market research conducted and results or statements as to why it was not conducted: Comprehensive market research was conducted to identify alternative manufacturers and/or equivalent Welch Allyn model numbers that could meet the Wilmington VAMC and associated clinic requirements. The Program Point of Contact, VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP up to SAT
Revision: 02 Page 2 of 2 Effective Date: 12/30/2025
, evaluated other manufacturers and models; however, none met the full operational and compatibility requirements of the hospital and clinic. Alternative equipment would not have been interchangeable with existing systems, and separate acquisitions for individual components would have been necessary. This approach would have resulted in increased cost, logistical complexity, and inefficiencies that are not warranted for this level of acquisition.
Searches were performed in ADDS UP, SCMC, FPDS, and GSA eBuy. No mandatory sources or contracts were identified that offered the specific model required for this procurement. Potential vendors were located on GSA and through the open market.
Additionally, a Sources Sought Notice was posted on SAM.gov from January 8, 2026, to January 15, 2026. Multiple vendors responded, confirming they are authorized distributors of the Welch Allyn Green Series 777 Integrated Wall System and can supply the required items via the open market.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR
12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. CO certifies that this will be a name-brand only award made at a fair and reasonable price to the Government by competing amongst authorized distributors on the open market. See the S19 Open Market Award Documentation Form with Abstract to document price reasonableness.
