About this file

This is a Single Source Justification (Simplified Acquisition) document for the repair of a 2008 Oshkosh Striker 1500-gallon Aircraft Rescue Fire Fighting Vehicle at Joint Base Charleston. The estimated contract cost is $67,000.00, and the repair will be performed by Fire Apparatus Service Technician LLC (FAST), the only authorized Oshkosh service provider with the specialized parts, training, and tools required to complete the repair within 30 days.

The justification highlights critical operational needs, including supporting the 2026 Joint Base Charleston Air Show and addressing changes in the Air Force Civil Engineer Center's fire response capabilities. Market research showed no alternative vendors could meet the specific repair requirements, with the proprietary Oshkosh parts limiting repair options. The 30-day turnaround is crucial to maintaining fire response capabilities for JBC, Charleston International Airport, and Boeing, and preventing mission stoppage for airfield operations.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 628th Contracting Squadron

Project/Program Name: AF06L00345 Power Divider Repair - Aircraft Rescue Fire Fighting Vehicle

Purchase Request / Local ID Number: TBD

Estimated Contract Cost (including Options): $67,000.00

Section B: Description of the Supplies/Services Required

The contractor shall provide all management, personnel, tools, supplies, equipment, and labor necessary to remove, repair and reinstall the power divider unit of the asset IAW the SOW. This requirement is for the repair of AF06L00345, a 2008 Oshkosh Striker 1500-gallon Aircraft Rescue Fire Fighting Vehicle.

Section C: Justification for Soliciting from a Single Source or Brand Name

The vehicle engineering and design requires the use of proprietary Oshkosh parts and components specifically engineered to meet original equipment manufacturer specifications. Fire Apparatus Service Technician LLC (FAST) is an authorized Oshkosh service and repair provider. Furthermore, only technicians with Oshkosh certified training, certifications and specialized tools are qualified to perform the requested repairs. The government requires the repairs to be completed within 30 days of arrival at the contractor's facility in order to meet mission requirements. FAST was the only capable vendor discovered through market research who had the needed parts on hand to repair the vehicle to meet the government's timeline. Given the specific requirements and skill sets needed to repair this emergency/crash response asset; and FAST's authorized and certified services, the contracting officer has determined FAST is the single reasonably available source, and that a single-source is necessary to ensure this airfield crash response vehicle meets all emergency response capabilities without incident or delay.

This asset is a high priority for JBC, due to the Air Force Civil Engineer Center (AFCEC) changes within DOW's Fire Department foam capabilities when responding to Airfield fires. The change is forcing more gallonage to respond to Aircraft fires which is essentially driving more trucks. This change was made with no infrastructure in place driving Wing Commanders to assume the risk on limited fire response capabilities. The vehicle is need to support the influx of aircraft expected for the 2026 Joint Base Charleston Air Show May 1-3, 2026, and a surge in operational requirements.

Section D: Efforts to Obtain Competition

The requirement owner contacted the manufacturer to seek viable authorized sources and none were identified due to the proprietary rights for the OEM part belonging to a third party company. All known local vendors were contacted and were not confident they could repair the vehicle within the time frame required. Efforts made to find the part within the government by contacting the Air Force Life Cycle Management Center (AFLCMC) and contacting all other Air Force installations possessing the same firetrucks were initially unsuccessful. A guard unit was identified who utilized FAST to successfully complete the same repair previously. There are no other known sources to repair this Power Divider. This limiting factor of a part, has permanently disabled multiple firetrucks throughout the Air Force. Furthermore, with the Crash fire truck fleet not properly positioned to sustain Fire Dept's fire response capabilities for JBC, Charleston International Airport and Boeing, the 30-day turn around this company provides is imperative to allow zero mission stoppage to the Airfield ops.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The government will conduct market research to find additional sources of repair for future requirements.
