About this file

This is a Single Source Justification document for an emergency procurement by the Department of Veterans Affairs, VISN 15, Kansas City VA Medical Center, Engineering Service.

The procurement is for the emergency replacement of a failed Circuit A compressor on Chiller #2 (Carrier 30XA Air-Cooled Chiller) serving the Surgery Department. The contractor will provide all labor, materials, equipment, supervision, transportation, and technical expertise necessary to perform recovery of existing refrigerant, removal and disposal of the failed compressor, installation of a new OEM-approved compressor, oil charge/filter replacement, system evacuation and dehydration, refrigerant recharge, leak testing, calibration, and operational verification under load. The estimated amount is $108,500.00 based on Carrier Quote #01684807 dated 6/29/2026. The procurement is justified as a single source award to Carrier Corporation under FAR 13.106-1(b) because the chiller is OEM-specific equipment requiring factory-trained technicians holding EPA 608 Universal certification and authorized Carrier 30XA service provider credentials. The compressor failure has reduced cooling capacity to critical levels, jeopardizing the Surgery Department's environmental controls required for patient care and accreditation compliance, and the emergency timeline (work to begin within 24–48 hours of award) does not permit competitive solicitation. Market research was limited due to the emergency nature; the Contracting Officer confirmed via direct contact with Carrier Commercial Service that broader competitive market survey was infeasible without further jeopardizing patient safety. The purchase was certified and approved by Contracting Officer Maria Riza Owen on July 2, 2025 (Acquisition Plan Action ID: 36C255-26-AP-3007; Purchase Request Number: 589-26-4-1834-1112).

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

Revision: 02 Effective Date: 12/30/2025 Page 1 of 2 Acquisition ID#

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C255-26-AP-3007

1. Contracting Activity: Department of Veterans Affairs, VISN 15, Kansas City VA

Medical Center, Engineering Service.

Purchase Request (2237) Number: 589-26-4-1834-1112

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Contractor shall provide all labor, materials, equipment, supervision, transportation, and technical expertise necessary to perform the emergency replacement of the failed Circuit A compressor on Chiller #2 (Carrier 30XA Air-Cooled Chiller) at the Kansas City VA Medical Center. Work includes recovery of existing refrigerant, removal and disposal of the failed compressor, installation of a new OEM-approved compressor, oil charge/filter replacement, system evacuation and dehydration, refrigerant recharge, leak testing, calibration, and operational verification under load.

Chiller #2 serves the Surgery Department, including operating rooms and sterile support areas requiring precise environmental control. The Circuit A compressor electrically failed, tripped the main breaker, and has been isolated, reducing overall cooling capacity and placing the facility one component away from losing chilled-water service to active operating rooms. This directly jeopardizes the Surgery Department's ability to maintain regulated environmental conditions required for patient care and accreditation compliance.

Estimated Amount: $108,500.00 (per Carrier Quote #01684807, dated 6/29/2026)

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement must be performed by Carrier Corporation for the following reasons:

OEM-specific equipment: Chiller #2 is a Carrier 30XA Air-Cooled Chiller. The failed compressor must be replaced with a new OEM-approved Carrier compressor to maintain manufacturer warranty coverage, system compatibility, and performance specifications. Use of a non-OEM component risks voiding existing warranties and compromising system reliability.

Authorized service provider requirement: The work requires certified HVAC technicians holding EPA 608 Universal certification who are also authorized Carrier 30XA service providers with experience in large-tonnage compressor replacement.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID#

Carrier Corporation, as the original equipment manufacturer, is uniquely positioned to provide factory-trained technicians and OEM parts without delay.

Emergency/urgent and compelling need: The compressor failure has degraded cooling capacity to a level that jeopardizes environmental stability in operating rooms and sterile support areas. Delay in restoring full chiller operation risks surgery delays, non-compliance with VA and accreditation environmental standards, and further equipment failure. The Government's need for immediate corrective action does not allow the time required to solicit, evaluate, and award to multiple sources while maintaining continuity of patient care and OR operations.

No other supplies or services can be used because the repair must be performed on existing Carrier-manufactured equipment using OEM parts and factory-authorized technicians in order to be completed reliably within the compressed emergency timeframe (work to begin within 24–48 hours of award).

4. Description of market research conducted and results or statement why it was not conducted: Market research was limited in scope and duration due to the emergency nature of this requirement. The COR applied personal knowledge of chiller maintenance and repair procurements at this facility, and confirmed Carrier Corporation's status as the OEM and authorized servicer of the installed Carrier 30XA chiller. Carrier's published commercial service scope of work and standard terms and conditions were reviewed via the vendor's formal quote (Quote #01684807, dated 6/29/2026). Direct contact was made with Carrier Commercial Service (Kyle Shannon, 662-607-7977, kyle.k.shannon@carrier.com) to obtain a firm, fixed-price quote responsive to the emergency scope of work.

A broader competitive market survey — including verification of SDVOSB/VOSB capability to perform OEM-specific chiller compressor replacement on short notice

— was not conducted. The immediate risk to Surgery Department environmental controls and patient care did not allow time for additional market research without further jeopardizing patient safety and OR operational continuity. Based on the OEM-specific nature of the repair and the emergency circumstances, the VA Rule of Two cannot reasonably be met for this action. See the accompanying VHA Streamlined Market Research Report for full detail.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
