About this file
This is a Single Source Justification form for a simplified acquisition under the Simplified Acquisition Threshold (SAT) of $250,000 from the Department of Veterans Affairs VISN 15, Dwight D. Eisenhower VA Medical Center in Leavenworth, KS.
The justification is for a sole source contract with Eaton Corporation for Uninterruptible Power Supply (UPS) equipment maintenance, with an estimated value of $249,233.00. The contract includes a base period plus 4 option periods. Eaton is justified as the sole source because they are the original equipment manufacturer (OEM) and only authorized provider of service support with proprietary software for their 3-phase UPS products. They do not train or certify third-party providers and are the exclusive source for repair parts and troubleshooting technologies. The justification notes that service disruption could risk patient lives and compromise staff and data safety. The document is signed by Contracting Officer Hubert Scipio on October 2, 2024.
