Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

1. Contracting Activity: Network Contracting Office (NCO) 15, 3450 S 4th Street, Trafficway, Leavenworth, KS 66048 in support with the Department of Veterans Affairs (VA), Veterans Integrated Service Networks (VISN) 15 Facilities, in support of the St. Louis VA Medical Center John Cochran Division, 915 North Grand Blvd, St.

Louis, MO 63106-1621.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, Brand Name Only, requirement for the Philips/Sentinelle Breast MRI 16-Channel Tabletop Coil System. The system will be used to perform high-quality diagnostic and interventional breast MRI studies on the facility’s Siemens MRI platform.

Estimated cost: $74,240.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The requested Philips/Sentinelle Breast MRI 16-Channel Tabletop Coil System is a highly specialized medical imaging accessory that must integrate with the VA St.

Louis Healthcare System's existing Siemens 3T MRI platform. The requirement is not simply for a breast MRI coil, but for a breast MRI coil system that is fully compatible with the installed Siemens MRI scanner, software version, patient table configuration, imaging protocols, and existing clinical workflow.

The Philips/Sentinelle 16-Channel Breast MRI Coil System provides dedicated breast imaging and interventional capabilities that are not available with the facility's current 7-channel breast coil. The system includes a 16-channel bilateral coil array, Variable Coil Geometry with independently adjustable left and right elements, advanced parallel imaging capability, support for spectroscopy and diffusion-weighted imaging, immobilization systems, biopsy grid compatibility, and integrated patient support features. These capabilities significantly improve signal-to-noise ratio (SNR), spatial resolution, image quality, and scan efficiency while supporting both diagnostic and interventional breast MRI procedures.

The user manual confirms compatibility with Siemens Skyra, Skyra fit, Skyra pTX, Prisma, Vida, Sola, Altea, and other Siemens MRI platforms and identifies specific software compatibility requirements necessary for proper operation. The coil system is designed to function as an integrated component of the Siemens MRI environment and requires manufacturer-supported installation, training, validation, and service.

Alternative products lacking verified Siemens compatibility would introduce unacceptable technical, clinical, and patient safety risks, including reduced image quality, degraded scanner performance, loss of manufacturer support, workflow limitations, and inability to perform required breast MRI protocols. Because the Government's minimum need requires full compatibility with the existing Siemens MRI infrastructure while maintaining imaging performance, safety, warranty support, and clinical functionality, no other source can satisfy the requirement without substantial technical risk.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted using key words “3T Breast Coil” on the following sites:

• SBA DSBS includes a search VET CERT: 3 SDVOSB firms – Alvarez, LLA; Four Points Technology, LLC; and Glomax, Inc.

• HTME: 3T Breast Coils is on the Philips North America, LLC Contract# VA797H-17-D-0022. Requirement is more than $50,000.00 therefore it can be procured from authorized distributors designated by OEM. List of authorized distributors from OEM is attached.

• SAM: No mandatory sources. One SDVOSB firm – DGA Medical, LLC.

• ADDSUP: No mandatory sources. One SDVOSB firm – DGA Medical, LLC.

• SCMC: No mandatory sources.

• GSA Advantage: No mandatory sources.

• Sources Sought Notice: Published on www.sam.gov 07/20/2026 – 08/03/2026 – 0 results.
