About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for the Wilkes-Barre VA Medical Center. The procurement is for Linearity Calibration Verification and Competency Assessments, with a five-year performance period from 01/16/2026 to 01/15/2031. The College of American Pathologists is the sole identified vendor capable of providing the required materials and testing for all necessary analytes, which include a comprehensive evaluation of laboratory test performance compared to peer laboratories.
Market research was conducted through a Sources Sought Notice and a Request for Information on GSA eBuy from December 30, 2025 to January 8, 2026. While multiple vendors expressed interest, including a Woman Owned Small Business and a Service Disabled Small Business Concern, none were deemed fully capable of meeting the requirements. The contracting officer recommends procuring the services from the College of American Pathologists, a large business concern, via sole source under FAR 6.302-1, with a commitment to conducting additional market research in future acquisitions to assess changing market conditions.
