The single source justification is based on the unique and specialized nature of the work, as only DetectaChem is capable of providing these specific kits. TSA evaluated multiple state-of-the-art colorimetric kits and selected the DetectaChem ECP Test Kits based on four areas of improvement: increased detection rates, reduced false alarm rates, reduced processing time, and improved ease of use. The kits have been reviewed and approved by the Occupational Safety, Health, and Environment (OSHE) agency for compliance with environmental and health regulations. An Intent to Sole Source was posted on SAM.GOV on 6/12/2026 and closed on 6/28/2026 with no responses received. The Contracting Officer determined that the order represents best value based on comparison with historical pricing and Independent Government Cost Estimates. Approval authority is required for estimated procurement values of $15,000 and greater for supplies up to the Simplified Acquisition Threshold.
