About this file

This document is a Single Source Justification (Simplified Acquisition) for the repair of Cockpit Control Display Units (CCDU) by Mercury Systems. The contract involves repairing 10 units of ACP9543 and 1 unit of ACP9533, with an estimated contract cost of $37,653.74. The justification for single-source procurement stems from Mercury Systems being the manufacturer and owner of the design and firmware, with proprietary data rights that restrict repairs to their organization.

The document outlines the Air Force's efforts to potentially obtain competition in future acquisitions by continuously monitoring the industry through internet research, trade journals, technical symposiums, and industry representative contacts. The contracting activity is AFTC/PZIO, and the purchase request/local ID number is F1T0DD5164A101. The contract is not part of a Bridge Action plan, and Mercury Systems is the only vendor able to perform repairs within 250 miles of EGLIN AFB due to their proprietary design and firmware rights.

The restriction on the data rights for the design and firmware of the requires that Mercury Systems be the ones to provide repairs and updates. This office is pursuing potential alternatives and will continue monitoring the industry through Internet research, trade journals, technical symposium, and contact with industry representatives should a future need arise. Any future requirements will be researched thoroughly. If a product meeting the technical requirements is identified, a competitive acquisition for the requirement will definitely be considered.
