About this file
This notice announces the U.S. Department of Justice U.S. Marshals Service's intent to issue a sole source contract to Capgemini Government Solutions LLC for IT professional support services. The services include operation and maintenance of the JPATS Management Information System and Movement Packet applications to support prisoner transportation scheduling for the U.S. Marshals Service, Federal Bureau of Prisons, non-federal, and intergovernmental facilities. A six-month bridge contract, with a performance period from April 1, 2023 through September 30, 2023, is required to ensure uninterrupted services while a new competitive contract is solicited. The sole source justification cites that Capgemini Government Solutions LLC is the incumbent contractor for these mission critical applications which utilize specialized Oracle software and are integral to prisoner movement operations. Responses to the notice are due by February 28, 2023.

Reason for Soliciting Only One Source (e.g. urgency, exclusive licensing agreements, industrial mobilization, other exclusive qualifications)
JPATS Management Information Systems (JMIS) uses a one-of-a-kind Oracle Transportation Management (OTM), Oracle E-Business Suite (EBS), Oracle Business Intelligence Enterprise Edition(OBIEE) and in-house, custom developed Oracle Application Express (APEX) to receive prisoner information and movement requests from USMS Capture and BOP Insight/SENTRY systems.
The current vendor provides IT professional support to ensure JMIS and MPAC are operational and meet the needs of JPATS. The IT professional support that

Or
Reason why a Specific Brand Name Item is Required operates JMIS is responsible for scheduling all ground and air prisoner movements for USMS, BOP, Non-Federal and Intergovernmental Agreement (IGA) Facility. Without the IT professional support for JMIS, all prisoner movement operations cease to function to include court mandated incarcerations, extraditions, court deadlines, study orders, end-of-sentencing, and prisoner transfers. All prisoner movements in and out of USMS districts, BOP institutions and IGA facilities will not be supported without the IT professional support within JMIS to schedule these prisoner movements.
Furthermore, BOP Insight/SENTRY and USMS Capture will no longer receive prisoner information updates that normally come through JMIS and MPAC. All sentencing, medical, or security information exchange between BOP and USMS would cease until IT professional support for JMIS and MPAC interconnectivity is restored. Even when connectivity is restored, data integrity would be compromised as there is no way to reliably process the unsynchronized transactions in date/time order.
Finally, all billing of JPATS operations will cease without JMIS and the IT professional support provided. JMIS Financials interfaces with DOJ UFMS coordinating invoices and payments between USMS, BOP and Non-Federal entities.
Based on the mission essential need that these IT professional services provide it would be detrimental to the agency to not have a contract in place and a lapse in service. Capgemini Government Solutions LLC is the current contractor who provides these services.
A solicitation for a new contract is being prepared, however, to ensure no essential services are lost during the solicitation process and there is no lapse in service, JPATS requires the continued service for up to 6 months with Capgemini Government Solutions LLC.
Failure to obtain the continued service would be injurious to the day-to-day operations of prisoner transportation for multiple federal and non-federal government agencies.
