About this file

This is a Determination and Findings (D&F) memorandum authorizing a single-source acquisition under the Simplified Acquisition Procedures of the Revolutionary FAR Overhaul (RFO) Part 13.

The Department of the Air Force, 6th Mission Support Group Contracting Squadron, is procuring three ISU 70 KC containers (Part Number 56150-000, NSN 8145-01-465-4160) from AAR CORP under Purchase Request Number F2V1CA6260A001. The total estimated acquisition value is $63,000.00, which falls at or below the Simplified Acquisition Threshold (SAT). The single-source justification is based on AAR Mobility Systems being the exclusive manufacturer of the brand-name ISU-70 KC Container Units with no authorized resellers or third-party distributors. The equipment is required to address a critical asset shortage impacting the Special Operations Air Refueling (SOAR) detachment's strategic activation and operational stand-up. The ISU-70 is already fully certified for both rotary-wing and fixed-wing military airframe transport, eliminating delays and costs associated with alternative airworthiness certifications. Market research was conducted from September 18, 2026 through September 22, 2026 using the General Services Administration (GSA) and System for Award Management (SAM.gov) databases, which confirmed no authorized resellers exist within federal portals. The Contracting Officer determined that the circumstances make only one source reasonably available to satisfy the Government's needs, justifying the single-source acquisition under RFO 13.101(b).

Determination and Findings for a Single-Source Acquisition (RFO Part 13)

MEMORANDUM FOR THE RECORD

SUBJECT: Determination and Findings

Single-Source Acquisition for PKP ISU 70 - SOAR

1. Identification of Agency and Contracting Activity:

Agency: Department of the Air Force - US Air Force

Contracting Activity: 6th Mission Support Group Contracting Squadron

Purchase Request Number: F2V1CA6260A001

2. Nature and Description of the Action Being Approved:

This Determination and Findings (D&F) authorize the solicitation from a single source, AAR CORP, for the acquisition of 3 ISU 70 KC containers. The total estimated value of this acquisition is $63,000.00, which is at or below the Simplified Acquisition Threshold (SAT). This action will be conducted using the procedures set forth in Revolutionary FAR Overhaul (RFO) Part 13, Simplified Acquisition Procedures.

3. Citation of Applicable Statutory and/or Regulatory Authority:

The authority for this action is RFO 13.101(b), which permits soliciting from a single source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

4. Findings:

These findings detail the specific circumstances and facts that support the determination.

Brand Name or Particular Feature: The acquisition of brand-name ISU-70 KC Container Units (Part Number: 56150-000, NSN: 8145-01-465-4160), manufactured exclusively by AAR Mobility Systems, is required to address a critical asset shortage directly impacting the strategic activation and operational stand-up of the Special Operations Air Refueling (SOAR) detachment. This highly specialized equipment is vital for rapid asset deployment, enabling Immediate Response Force (IRF) elements to project power and sustain logistics in austere, remote environments. Procuring these exact units from AAR Mobility Systems is the only viable method to swiftly rectify this capability shortfall, ensuring the SOAR detachment can successfully execute its mission with the necessary deployable support equipment.

Furthermore, the AAR-manufactured ISU-70 is already fully certified for both rotary-wing and fixed-wing military airframe transport, eliminating the severe operational delays and costs associated with seeking alternative airworthiness certifications. Rigorous market research, conducted across both the federal supply system and commercial databases, confirms that AAR Mobility Systems is the sole designer and manufacturer of this equipment. Because AAR Mobility Systems does not utilize, license, or authorize third-party resellers or distributors for this product line, they represent the single source capable of fulfilling this specialized air-certified requirement.

Market research was conducted on September 18, 2026 through September 22, 2026

Comprehensive market research was conducted utilizing the General Services Administration (GSA) and the System for Award Management (SAM.gov) databases to identify potential sources for the required assets. This inquiry was specifically focused on locating authorized resellers or alternative distributors capable of supplying the required AAR Mobility Systems ISU-70 units. The search confirmed that no authorized resellers exist within these federal portals, as AAR Mobility Systems maintains exclusive proprietary rights and does not utilize or authorize third-party distributors for any of their specialized ISU product lines.

5. Determination:

Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 13.101(b) is justified and in the best interest of the Government.

6. Expiration Date:

This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
