About this file

This is a salient characteristics document for the procurement of three (3) ISU-70 KC Container Units for Special Operations Air Refueling (SOAR) activation and asset deployment. The brand-name baseline is the AAR Mobility Systems ISU-70 (Part Number 56150-000, NSN 8145-01-465-4160), and vendors may propose equal or superior alternatives that meet or exceed all specified requirements.

The containers must conform to strict physical specifications including overall dimensions of 108.000 inches length (±0.5 inches), 88.000 inches width (±0.5 inches), and 70.000 inches height (±0.5 inches). Tare weight must not exceed 1,450 pounds with a nominal design weight of 1,360 pounds, while the container must safely support a minimum net payload of 10,000 pounds and achieve a maximum gross operating weight of 11,360 pounds with usable internal volume of at least 285 cubic feet. The container must integrate seamlessly into military multi-modal logistics operations with direct 463L aircraft restraint capability (aluminum extruded, mechanically fastened structure compatible with C-130, C-17, C-5, KC-10, and KC-46 aircraft), certified structural lifting/sling points rated for full gross weight during CH-47/CH-53 external sling transport, and four-way forklift pockets (13.75 inches wide by 4.40 inches high). Additional required features include bilateral multi-door access (four-door configuration with two full-height doors on one 108-inch side and two lower half-doors on the opposite side), two independent top flip-up overhead compartment doors, a quickly removable center post without special tools, tie-down points for tactical vehicles (FMTV, LMTV, HEMTT, CROP systems), pre-machined reinforced receiver patterns for caster wheels and towing assemblies, industrial-grade weather-tight door gaskets for dust and sand-tight sealing, integrated heavy-duty padlock hasps on all exterior doors, and Chemical Agent Resistant Coating (CARC) Green 383 or FED-STD Desert Tan finish on all metal surfaces.

ISU 70 Salient Characteristics The following information is provided for the purchase for the ISUs for Special Operations Air Refueling (SOAR) activation, asset deployment capabilities for the acquisition of three (3) brand-name or equal ISU-70 KC Container Units. Market research indicates that the brand-name baseline, AAR Mobility Systems (Part Number 56150-000, NSN 8145-01-465-4160), is a commercial item widely supported by DoD logistics. Any proposed "or equal" system must meet or exceed the absolute physical, logistics, and structural characteristics outlined below to prevent interference with current unit logistics systems and military aircraft platforms.

Any proposed container must conform to the following specific envelope dimensions and load capacities to ensure full compatibility with unit equipment, staging bays, and air transport assets:

• Overall Length: 108.000 inches nominal (±0.5 inches).

• Overall Width: 88.000 inches nominal (±0.5 inches).

• Overall Height: 70.000 inches nominal (±0.5 inches).

• Tare (Empty) Weight: Maximum allowable tare weight shall not exceed 1,450 pounds, with a nominal design tare weight of 1,360 pounds.

• Payload Capacity: Must safely support a minimum net cargo payload of 10,000 pounds distributed internally.

• Maximum Gross Operating Weight: Rated for a minimum gross weight capacity of 11,360 pounds.

• Usable Internal Volume: Must provide a minimum internal capacity of 285 cubic feet (design objective of 289 cubic feet).

The container must integrate seamlessly into joint military multi-modal logistics operations across airlift, rotary sling, and ground vehicles without the need for auxiliary platforms, slave pallets, or special rigging:

• Direct 463L Aircraft Restraint: Base must be an all-aluminum extruded, mechanically fastened structure with standard 463L cargo system detent lips. It must lock directly into the standard 463L rail restraint systems of C-130, C-17, C-5, and tanker/cargo aircraft without utilizing a 463L master pallet or damaging roller trays.

• Airframe Clearance: External profile and geometry must meet military air transportability standards (MIL-HDBK-1791) across joint airframes including C-130, C- 17, C-5, KC-10, and KC-46.

• Helicopter External Sling Capability: Must include certified structural exterior corner lifting/sling points tested and rated to safely support the full maximum gross operating weight (11,360 lbs) during rotary-wing external sling transport (CH-47 / CH-53).

• Four-Way Ground Handling: High-clearance forklift pockets must be integrated into all four sides of the base, with pocket openings measuring at least 13.75 inches wide by 4.40 inches high to accept warehouse and rough-terrain tactical forklifts.

• Surface Transport Compatibility: Must provide tie-down points compatible with standard tactical cargo vehicles and mobility flatracks (FMTV, LMTV, HEMTT, and CROP systems).

• Ground Towing & Mobility Provisions: Base perimeter must feature pre-machined, reinforced receiver patterns to accept field-installed caster wheels and tactical towing assemblies.

• Bilateral Multi-Door Access: Must feature a 4-door access configuration consisting of two full-height access doors on one 108-inch side and two lower half-doors on the opposite 108-inch side to permit simultaneous bilateral access inside restricted cargo bays.

• Overhead Compartment Doors: Must include two independent top flip-up access doors positioned above the lower doors to provide segregated access to elevated cargo without opening the main bay doors.

• Rapidly Removable Center Post: The vertical center post between the primary main doors must be quickly removable by personnel without requiring special hand tools, facilitating pass-through loading of wide or oversized cargo.

• Environmental Weather-Tight Sealing: Continuous industrial-grade door gaskets must provide dust-tight, sand-tight, and water-resistant sealing to protect avionics, specialized tooling, and equipment during long-term field deployment.

• Integrated Physical Security: Heavy-duty padlock hasps must be integrated on all exterior door assemblies, compatible with standard military issue high-security brass and shrouded padlocks.

• Protective Surface Finish: All exterior and interior metal surfaces must be treated and painted with Chemical Agent Resistant Coating (CARC) Green 383 (or FED-STD Desert Tan where specified) to withstand decontamination procedures and environmental corrosion.
