About this file

This Single Source Justification document outlines the requirement for 36 totes (275 gallons each) of Cryotech DE-ICER Polar Plus LT Type I Aircraft Deicing/Anti-icing Fluid for the 437th Aircraft Maintenance Squadron at Joint Base Charleston, South Carolina. The estimated contract cost is $83,181.60.

The justification cites an unexpected week-long ice storm from January 21-24, 2025, that severely depleted existing stock purchased in November 2024. The specific product is required per Air Force Technical Order 42C-1-2 Revision 5 and Technical Order 1C-17A-2-10JB-50-1. Market research identified four potential vendors: two small businesses (Morning Star Industries Inc. and Premier Water & Energy Technology Inc.) through GSA Advantage, and two large businesses (Cyrotech Deicing Technology and Industries for the Blind and Visually Impaired) on the open market. The document was signed by Contracting Officer Jonathan T. Bell on January 30, 2025, determining that only a single source is reasonably available under FAR 13.106-1(b)(1).

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 628 CONS/PKA

Project/Program Name: FY25 437th AMXS Crotech

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options): $83,181.60

Section B: Description of the Supplies/Services Required

This Brand Name Justification outlines the United States Air Force (USAF) requirement for thirty six (36) totes of Cryotech DE- ICER, Polar Plus LT, Type I Aircraft Deicing/Anti-icing Fluid for the 437th Aircraft Maintenance Squadron located at Joint Base Charleston, South Carolina.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW Air Force Technical Order 42C-1-2 Revision 5 and Technical Order 1C-17A-2-10JB-50-1, C-17 Maintenance Squadron's are required to use SAE AMS 1424, Type I deicing fluid. The Nomenclature for this consumable material is "Anti-icing and Deicing Defrosting Fluid, 275-gallon Tote". On Joint Base Charleston, the inventory management of chemicals are managed by the 628th Civil Engineering Hazmart Section. According to the 628th Civil Engineering's EESOH Listing, "Anti-icing and Deicing Defrosting Fluid, 275-gallon Tote" will be acquired and tracked under Noun "Polar Plus LT 55/45 Dilute Ready to Use, Type I Aircraft Deicing / Anti-icing Fluid" and MSN 6850PHM00415610. Polar Plus LT 55/45 Dilute Ready to Use, Type I Aircraft Deicing / Anti-icing Fluid is a commercial product made by Cryotech Deicing Technology.

Section D: Efforts to Obtain Competition

The 437th Aircraft Maintenance Squadron is required to deice C-17 aircraft before departing during ice conditions. Due to an unexpected week-long ice storm that blanketed Joint Base Charleston's fleet of aircraft with heavy snow & ice (21Jan- 24 Jan 2025); the 437th AMXS' current stock levels of deicing fluid that was purchased a few months prior (November 2024) has become extremely low. This mandatory deicing fluid is no longer provided by the Fuel Management Flight. Neither FPI or Ability One offer Polar Plus LT, Type I Aircraft Deicing/Anti-icing Fluid. A GSA Advantage search revealed vendors who are able to distribute Cryotech Polar Plus LT, Type I Aircraft Deicing / Anti-icing Fluid. A search of GSA Advantage was conducted which produced two (2) Small Business (Morning Star Industries Inc. and Premier Water & Energy Technology Inc.) that were interested and authorized to sell Cryotech Polar Plus LT, Type I Aircraft Deicing Fluid. An additional search on the open market was also conducted, which generated two (2) Large Businesses (Cyrotech Deicing Technology and Industries for the Blind and Visually Impaired) that are authorized to sell Polar Plus Type LT Deicing Fluid.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

For future requirements, 628 CONS and the Requirement Owner will continue to conduct market research to identify additional alternative brands that meet the deicing fluid standards established in Air Force Technical Order 42C-1-2 Revision 5 and Technical Order 1C-17A-2-10JB-50-1. Prior to future acquisition, the Requirement Owner will be responsible for ensuring these alternate deicing fluid brands are add to the Joint Base Charleston EESOH listing.
