About this file
This is a Simplified Acquisition Procedures (SAP) Commercial Item Single Source Justification template for a firm fixed-price purchase order.
The Transportation Security Administration (TSA) at four airport locations—Harry Reid International Airport (LAS), Savannah/Hilton Head International Airport (SAV), Denver International Airport (DEN), and Miami International Airport (MIA)—is procuring security bins for Smiths Detection CT x-ray systems. The requirement specifies delivery of 1,200 bins to LAS, 150 to SAV, 200 to DEN, and 1,500 to MIA, with a 60-day performance period from award. The bins will be used at screening checkpoints to load passenger accessible property for x-ray screening. The estimated amount is redacted, and the acquisition is conducted under FAR Part 12 with procurement request numbers PR265903F006, PR265903A114, PR265903A163, PR265903A155, and tracking number JA-2026-05-1404.
The justification for single source selection is based on the unique and specialized nature of the requirement. Only Smiths Detection manufactures bins compatible with Smiths Detection CT x-ray systems; these bins contain proprietary information and RFID chips required for tracking x-ray images during screening. Other vendors' bins are incompatible with the CT machines and would prevent effective passenger screening and compromise security. Additionally, Smiths Detection voids all machine warranties if non-approved bins are used. A Notice of Intent to sole source was posted on SAM.gov from August 13-28, 2026, with no responses received. The contracting officer determined the anticipated price is fair and reasonable based on historical price comparisons.
