About this file

This is a Single Source Justification for a sole source contract award under the simplified acquisition threshold submitted by the U.S. Department of State.

The U.S. Embassy in Rabat, Morocco is procuring a comprehensive event package from Chellah en Scene (Avant Scene) for the U.S. National Day celebration scheduled for June 9, 2026, at the Chellah archaeological site in Rabat. The total contract value is 1,657,734.00 MAD, consisting of a base cost of 1,301,057.00 MAD plus 20 percent TVA of 260,211.00 MAD. The required services include full-day venue privatization of the Chellah site including the Ciconia restaurant, Patio restaurant, forum, and main Esplanade area; catering and beverage services for 1,000 guests featuring 8 canapes per person, specialized tea, coffee, juices, soft drinks, and 2,650 units of wine, prosecco, and premium beers with full service and glassware; event infrastructure and decoration including a 40 square meter main stage, 100 stanchions, 15 specialized trash bins, red-carpet entrance with 62 structural lanterns, and dressing rooms; high-end technical production featuring L-Acoustics sound systems and Yamaha mixing consoles with comprehensive stage and ambient lighting; multi-camera Full HD video broadcasting to 98-inch monitors; signage, banners, and branding production ranging from 3x2.5 meters to 15x3 meters; and logistics and event staffing comprising 10 hostesses, 14 security agents, and 25 maintenance and cleaning personnel. The justification for sole source procurement cites FAR 13.106-1(b)(1), noting that Chellah en Scene holds an exclusive concession for managing events at the protected archaeological landmark, making them the only authorized provider capable of delivering integrated event services while ensuring compliance with local regulations and site preservation standards. The Contracting Officer determined the anticipated cost to be fair and reasonable based on the all-inclusive nature of the services, full site privatization, and the unique legally protected status of the provider.
