About this file

This Single Source Justification document details a sole source contract for Air Logistics and Infrastructure Support (ALITS) to be provided by Aero Adapt Pty Ltd at Cairns International Airport, Australia from 7-27 July 2025. The total estimated contract value is $200,162.66, covering services including standby ground handling, material handling equipment lease, ground support equipment, and airport office space. Market research confirmed Aero Adapt as the only vendor capable of providing all required services, with other potential vendors like Jet Aviation and Menzies Aviation already partnered with Aero Adapt.

The 375th Contracting Squadron is pursuing this sole source award under FAR 13.106-1(b)(1), citing urgent mission requirements for a Department Level Exercise that necessitate securing these services quickly. The contract is time-sensitive, with the Contracting Officer determining that only a single source is reasonably available. The government will continue to perform market research and post synopses to verify the sole source environment and explore potential future competition for similar requirements at this location.

Single Source Justification (Simplified Acquisition)

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 375th Contracting Squadron

Project/Program Name: Air Logistics and Infrastructure Support(ALITS)

Purchase Request / Local ID Number: H91270524092/H91270524095/H91270524094

Estimated Contract Cost (including Options): $200,162.66

The purpose of this requirement is to provide Air Logistics and Infrastructure Support (ALITS) to the United States Air Force at Cairns, Australia from 11-27 July 2025 and Airport space at Cairns, Australia from 7-27 July 2025. The following services will take place at and within Cairns International Airport, Australia:

Standby Air Service: Standby Ground Handler

Material Handling Equipment Lease

Ground Support Equipment

Airport Office Space

Aero Adapt Pty Ltd is an Australia aviation service provider. Aero Adapt Pty Ltd is the only vendor to confirm that they are able to provide all of the services requested by the United States Air Force at Cairns International Airport for the timeframe needed.

Market research has identified that they are the only vendor capable that can provide all of the services for the United States Air Force at Cairns.

Originally, market research was conducted via Internet search and calling the Airport Director at Cairns airport to obtain a list of all fleet services/support vendors at Cairns airport. This yielded only Aero Adapt and Jet Aviation as fleet services vendors at Cairns airport. The contracting team tried to obtain a separate bid from Jet Aviation, upon reaching out to Jet Aviations ground representative the Contracting Officer (CO) was made aware that Jet Aviation was partnering with Aero Adapt to fulfill the requirement. It was not until the requirement was solicited that the CO was provided a DLA fuel contract holder who could find a vendor for the standby fleet servicing portion of this requirement. The CO contacted the DLA Fuel Contractor who provided:

Menzies Aviation at Cairns Airport who are fleet services contractors. The CO reached out to Menzies and discovered that they had already partnered with Aero Adapt.

For the airport space contract, the CO reached out to Cairns airport to see if the airport could directly contract with the government. The airport director stated the only parties authorized to lease the required space were Aero Adapt and Jet aviation, who are partnered for this requirement.

The mission requirements do not allow for the solicitation to be extended, as securing these services are vital to allow for planning and coordination for the Department Level Exercise to continue.

If market research indicates a reasonable expectation that two or more responsible offerors, competing independently, will submit priced offers for future requirements at this location, full and open competition will be pursued. The Government will continue to perform market research and post synopses of sole source actions as an effort to verify whether sole source environments actually exist, or if there is competition available

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
