About this file

This is a Single Source Justification (SSJ) document for a firm-fixed-price direct award contract under the Simplified Acquisition Threshold valued at $31,500.00. The contracting activity is 167 MSC, and the vendor is the Air & Space Forces Association (AFA), identified by UEI L2PXALSBPSA9 and CAGE 6X6V8.

The Government seeks to procure advertising and promotional space at the AFA National Convention in Washington, DC. The specific requirement includes placement of advertising leaflets in venue bathrooms and other high-visibility positions throughout the convention space to target Air and Space Force personnel and industry partners. The justification for restricting competition to a single source rests on AFA's exclusive ownership and operational control of the convention as a proprietary event. Because AFA holds sole administrative control and commercial rights over all advertising placements, sponsorship opportunities, and venue space allocation, no third-party vendors are authorized to broker physical advertising space inside the venue, making AFA the only responsible source capable of satisfying the requirement. Market research confirms the AFA National Convention is a unique event operated exclusively by the Air & Space Forces Association with no third-party brokers authorized to sell advertising space within the venue. The Contracting Officer will determine fair and reasonable pricing based on commercial rates for similar advertising space. The acquisition is authorized under 41 U.S.C. 1901 and RFO 12.102. The document is signed by Program Manager Captain Benjamin Smith and Contracting Officer 2d Lieutenant Christopher Broschart.

SINGLE SOURCE JUSTIFICATION (SSJ)

JUSTIFICATION & APPROVAL (J&A) — UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

Contracting Activity: 167 MSC

Vendor Name: Air & Space Forces Association (AFA)

Vendor Identifiers: UEI: L2PXALSBPSA9 | CAGE: 6X6V8

Estimated Value: $31.500.00 (Valued at or below SAT)

Requirement: Advertising Space at AFA National Convention (Washington, DC)

1. Description of Action

The Government intends to award a firm-fixed-price direct award contract to the Air & Space Forces

Association (AFA) for advertising and promotional space at the AFA National Convention in Washington, DC.

2. Description of Supplies/Services

The requirement is for the procurement of specific, targeted advertising space during the AFA National

Convention. Specifically, this includes the placement of advertising leaflets in venue bathrooms and other various high-visibility positions throughout the convention space. This advertising is essential to

[Insert purpose of advertising, e.g., recruit, promote Air Force initiatives, increase program awareness] directly to the convention’s unique demographic of Air and Space Force personnel and industry partners.

3. Statutory Authority Permitting Other Than Full and Open Competition

This acquisition is conducted under the authority of 41 U.S.C. 1901, as implemented by RFO 12.102 for restricting competition for acquisitions valued at or below the Simplified Acquisition Threshold (SAT).

Furthermore, this aligns with the principles of 10 U.S.C. 3204(a)(1) and agency guidance (6.103-1), “Only one responsible source and no other supplies or services will satisfy agency requirements.”

4. Basis for Restricting Competition (Why Only This Source is Available)

The Air & Space Forces Association (AFA) is the sole organizer, host, and executing entity of the AFA

National Convention. As the exclusive host, AFA holds the sole administrative control and commercial

Single Source Justification (SSJ) | AFA National Convention rights over all advertising placements, sponsorship opportunities, and venue space allocation within the convention parameters (including bathroom leaflet placements and floor positions).

Because AFA holds exclusive rights to sell advertising space at their proprietary event, no other vendor, broker, or agency can provide this specific service. Procuring this advertising space through any other source is impossible, making AFA the only responsible source capable of satisfying the Government’s requirement.

5. Market Research

Market research confirms that the AFA National Convention is a unique, proprietary event owned and operated exclusively by the Air & Space Forces Association. A review of advertising channels confirms that no third-party vendors are authorized to broker physical advertising space inside the convention venue. Therefore, the required services are available exclusively from the AFA.

6. Determination of Fair and Reasonable Price

The Contracting Officer will determine the anticipated cost to the Government to be fair and reasonable based on commercial pricing for similar advertising space

7. Actions to Overcome Barriers to Competition

Because this requirement is inherently tied to a specific proprietary event organized by a single entity, competition is not feasible for this specific requirement. For future advertising campaigns, the

Government will continue to evaluate multiple conventions, publications, and media outlets to ensure maximum competition where event-specific exclusivity is not a limiting factor.
