About this file
This document is a Single Source Justification (Simplified Acquisition) for the procurement of Flock License Plate Recognition (LPR) cameras and associated services for Langley Air Force Base.
The justification explains that the Flock LPR system is currently installed and operational at Ft. Eustis and is intended to be installed at Langley AFB as well. The system's unique features, including "Visual Search" capabilities and integration with over 400 cameras in the surrounding area, make it the ideal choice to meet the security requirements of the installation. No other comparable LPR system is available, and the Flock system has already proven effective in supporting law enforcement operations. The justification approves the use of a single-source procurement approach for this acquisition, valued at $0, under Simplified Acquisition Procedures. The government intends to award a purchase order to ThunderCat Technology, the sole GSA contract holder for the Flock LPR system, on September 6, 2024.

Section C: Justification for Soliciting from a Single Source or Brand Name
The Flock LPR system is currently installed and operational at Ft. Eustis, and it is intended to be installed at Langley AFB as well.
The system's unique features and capabilities make it an ideal choice for integration with the existing products. Soliciting from a different vendor would not only incur higher costs to procure and sustain a new system but would also result in compatibility and integration issues.
In addition, Flock is the only LPR provider with "Visual Search," which can transform digital images from any source into an investigative lead by finding matching vehicles based on vehicle attributes. This feature creates a nationwide network of cameras that can all be searched with a single query, providing real-time alerts for specific vehicles with higher threats to the installation.
Moreover, there are over 400 Flock cameras installed and operating in the seven counties surrounding JBLE, which aid in Law Enforcement operations by establishing timelines and locations of individuals' travel. This capability is critical to and the reason for the procuring this requirement (Installation safety and security). No other brand would provide this needed level of capability. The system has already been proven to be effective in locating wanted subjects with warrants and a runaway minor in June 2023.
Furthermore, there is an opportunity to integrate Flock into a Computer Aided Dispatch (CAD) system in the future, further enhancing the system's capabilities and providing additional benefits to military installations. No other brand would provide this integration capability.
In summary, the unique features, required capabilities, and proven effectiveness of the Flock LPR system, combined with its potential for integration with CAD, make it the ideal choice for meeting the requirements of military installations, and thus, warrant the use of a single source or brand name solicitation.
Section D: Efforts to Obtain Competition
Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY

An extensive market research was conducted to identify alternative vendors, but no other provider offers a comparable LPR system with vehicle fingerprint technology. Flock is the only system that can identify vehicles without license plates using machine vision to capture and identify vehicle characteristics, such as paper license plates or vehicles with no plates at all. The result was conclusive. Thunder Cat Technology is the sole GSA contract that offers the Flock License Plate Reader.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To promote competition in future acquisitions and avoid single source or brand name awards, comprehensive market research will be conducted. This will involve identifying potential GSA schedule vendors who could provide the desired product or service. Additionally, GSA E-Buy requests for quotes (RFQs) will be issued to gain competition from current and future GSA schedule vendors. Regular monitoring of the GSA schedule for new additions will also be conducted to ensure that all available vendors are considered for future acquisitions.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
