About this file
This document is a Single Source Justification form from the U.S. Department of State seeking approval to award a sole source contract to Rystad Energy in Houston, TX. The requirement is for four licenses providing one-year access to gas and LNG market data, models, analytics, advisory, and education services through platforms like GasMarketCube and LNGTradeCube for the Bureau of Economic, Energy, and Business Affairs. The estimated value is not fully disclosed, but the licenses will enable the Energy and Critical Minerals Directorate to better advise senior leadership on improving security, resiliency, and competitiveness of American energy supply chains. Rystad Energy was selected because their platform offers unique, comprehensive data on global gas and LNG markets, including pipeline and trade flow insights that are difficult to obtain from other sources, with particular emphasis on the European energy market.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION
THRESHOLD

Requiring Activity Bureau of Economic, Energy, and Business Affairs
SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
Approval is requested to award on a sole source basis to Rystad Energy in Houston, TX for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.
SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS
The requirement is to provide four licenses for a one-year period to Gas and LNG market data, models, analytics, advisory services, and education services through GasMarketCube, LNGTradeCube, and Gas&LNG
Analytics at EEB/ECM at HST. The estimated value for the entire period of performance is . These supplies/services require that Rystad provide four users with access to their digital platforms and provide ad-hoc access to their analysts for consultation. This will allow the Energy and Critical Minerals Directorate
(ECM) within EEB to better advise senior leadership on actions to improve security, resiliency, and competitiveness of American energy supply chains.
Rystad Energy provides a comprehensive overview ofthe global gas and LNG markets, spanning supply and demand, by country and sector. It provides extensive data on supply and country-specific demand in gas and
LNG markets, delivered through its database, analytics, and advisory services. Its solutions help analyze international developments within gas exploration and production, and to identify gas demand drivers. It delivers field-by-field coverage of global gas supply and demand data, including pipeline and LNG trade flows and natural gas balances, providing detailed insights into import and export data. Rystad provides a holistic view of the gas value chain, fostering understanding on production, flows, demand, and the competitive environment for natural gas including a database of all signed supply contracts and offtake agreements. The firm's European expertise, and the central role of Europe in the dramatically changed world of natural gas flows is central to the Department's policy focus, especially given the European market is the single largest buyer of American LNG and the recent agreement for the European Union to purchase of
U.S. energy over the next three years (of which gas will be a significant contributor}.
SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION
In accordance with Federal Acquisition Regulation (FAR} 13.106-l(b}(l}, the Contracting Officer has deemed only one source reasonably available based on the following:
 Other
FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements.
Citation: 41 U.S.C. 253(c}(1}. Items or services not available from other sources or no alternate sources were found following market analysis.
SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY
CITED
Rystad's platform offers EEB a unique perspective and data not only on LNG markets, but also pipeline natural gas. EEB's existing suite of subscriptions provides some data on LNG flows, but not a comprehensive picture that includes pipeline natural gas data. These data sources are needed by EEB to verify and supplement other information on this issue. Because of the significant public attention to natural gas pric.es and flows, particularly U.S. natural gas flows to Europe, it is important that the Department have thorough, real-time information about LNG and pipeline natural gas flows and markets as well as contracting and offtake agreements. The additional insights that the firm provides on pipeline natural gas is something that the Department needs and that is difficult to obtain from other sources.
EEB has subscribed to similar sources with unique attributes, including Bloomberg, S&P Global Platts, and Kpler's commodity trade flow and ship tracking proprietary technologies. Rystad complements these offerings. Given the Department's need to augment its analysis capacity to enact the Executive Order 14154, Unleashing American Energy, among others, this is a critical addition to our capacity.
SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST
TO THE GOVERNMENT IS FAIR AND REASONABLE
By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.
